On September 23, 2022, it became known about the transfer of the deputy head of the Ministry of Emergency Situations to Viktor Yatsutsenko of authority to oversee the Safe City project, within the framework of which systems for monitoring the performance of life support structures (communal and city infrastructure), transport infrastructure and traffic, environmental situation and public safety are being developed. Previously, First Deputy Head of the Ministry of Emergency Situations Alexander Chupriyan was responsible for the construction and development of this hardware and software complex.

According to RBC on September 23, 2022, until now, work on the creation of the "Safe City" was carried out by employees of the Department of Educational and Scientific and Technical Activities and seconded specialists of the All-Russian Research Institute of Emergency Situations of the Ministry of Emergencies. Now these powers, at the suggestion of one of the advisers to the head of the Ministry of Emergency Situations, Daniil Martynov, whose report formed the basis of all the changes, will be transferred to the Department of Information Technologies and Communications of the Ministry of Emergency Situations (DITS). In this structure, according to the interlocutor of the publication, it is planned to create a department responsible for the implementation of the "Safe City" in the regions, similar to that of the Ministry of Emergency Situations during the implementation of the project for the construction of the "System-112." It is reported that the changes will take effect in late September - early October 2022.

The Minister also informed the Government of the Russian Federation that he plans to assess the feasibility of developing a draft federal law on "Safe City" and prepare proposals for amending the concept, the publication reports.[1]
