At the end of September 2021, the first national standard appeared in Russia, defining the requirements for the 112 emergency services system. This GOST was developed by the All-Russian Research Institute for Civil Defense and Emergencies (VNII GOCHS) of the Russian Emergencies Ministry.
Earlier, the institute said that 15 GOSTs would be prepared for different systems. And one of them, concerning the "112" system, was approved by Rosstandart and will enter into force on February 1, 2022.
And although the document is advisory in nature, it is important, since for the first time it prescribes norms for this new system. For example, it establishes the basic requirements for the information interaction of 112 operators with representatives of other departments, as well as for the number and qualification of 112 system personnel.
The standard defines the procedure for receiving and processing emergency calls, offers a recommendation for a certain number of system employees, as well as their professional level. In one of the provisions of the standard, the average call processing time is 75 seconds. If the communication for some reason breaks down, the operator must call back within 10 seconds and wait for the subscriber to answer for at least a minute. The information about the incident shall be transmitted by the "112" employee to the duty services no later than 30 seconds.
As noted in the All-Russian Research Institute of State Emergencies, GOST will be advisory in nature, but its application will improve the quality of the 112 system, since it uses many years of experience in the regions in which it has already been successfully implemented.

Launch of Sistema-112 into commercial operation in four more regions of Russia

In case of a positive conclusion of the regional commission, the results of the state reception will be considered by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, which will make a final decision on the date of putting the number "112" into commercial operation in the Tomsk region.

In 2021, Sistema-112 will be launched in all regions of Russia

At the end of October 2019, the System-112 was put into commercial operation in three Russian regions: the orders of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation on the use of a single number 112 in the Nenets Autonomous Okrug (October 22), Kamchatka Region (October 23) and Sakhalin Region (October 25) came into force. Rostelecom modernizes Sistema-112 in Chukotka
On June 20, 2019, it became known that Rostelecom signed a number of state contracts, under which the Sistema-112 in the Chukotka Autonomous Okrug will be modernized. The main areas of work in 2019 are the protection of transmitted data and integration with the emergency response system.
As of June 2019, Sistema-112 operates through the Rostelecom call support node in the city of Anadyr. When calling 112 from anywhere in the Chukotka Autonomous Okrug, the subscriber enters a single dispatch center. The operator screens out false and reference calls and sends a request to the police, ambulance, Ministry of Emergency Situations or the fire service, depending on the situation. You can call 112 even with a negative balance in your subscriber account or without a SIM card.
It is assumed that after the completion of the work under the contract, the System-112 will be integrated with the ERA-GLONASS information system. Operators in real time will receive reports of road traffic and other accidents recorded by satellite monitoring. If necessary, emergency services will be sent to the scene.
At the same time, a special subsystem will be created and implemented to ensure the information security of the System-112 in accordance with the requirements of Russian legislation. All personal data of callers, as well as any reported information, will be protected from unauthorized access.
Also, to protect the transmitted data, Rostelecom creates a special virtual private network (VPN). After the completion of work on its organization and configuration, calls to a single number 112 will pass through a separate network, which will ensure a high level of protection of the transmitted information.
All work is carried out within the framework of state contracts with the GKU "Department of Civil Protection and Fire Service of the Chukotka Autonomous Okrug."[8]

The ERA-GLONASS system device is constantly in the so-called "sleep" mode, waking up only at the moment of activation - by pressing the SOS button or at automatic operation (actual collision of the vehicle). In case of an accident, the system automatically determines the moment of the collision, records its fact and provides the formation of a data packet for transmission to emergency services. The presence of a voice connection between the operator of the ERA-GLONASS system contact center and persons in the injured vehicle allows you to detail the circumstances of the incident.
As of June 2019, ERA-GLONASS, with automated interaction with System-112, provides the transfer of information about the incident to emergency services, indicating data on its place and nature in less than 19 seconds. This alert speed saves hundreds of lives every year.
Before putting Systems-112 into commercial operation, specialists conducted successful tests of the information interaction between the ERA-GLONASS system and Systems-112. The set of measures carried out by GLONASS JSC specialists and employees of authorized state authorities of the constituent entities of the Russian Federation in ensuring interfaces includes a number of technical and organizational issues, while GLONASS JSC is actively involved in advising System-112 employees on the procedure for working with emergency calls received from the ERA-GLONASS system.
In 2019, the constant information interaction of the ERA-GLONASS system and System-112 was implemented in 5 more constituent entities of the Russian Federation.
It is expected that by mid-September 2019, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation will issue orders to use a single number 112 in three more constituent entities of the federation: Kalmykia, the Republic of Chuvashia and the Stavropol Territory. And by the end of the year, Sistema-112 will be put into commercial operation in about 40 constituent entities of the Russian Federation, which will ensure constant information interaction between the ERA-GLONASS system and Sistema-112 in these regions.

On March 20, 2019, it became known that by the end of 2018, the 112 system was constantly operated only in 17 out of 85 regions of the Russian Federation. The Accounts Chamber of the Russian Federation (JV) came to such conclusions by analyzing the implementation of the relevant federal target program. According to the program, the system was supposed to work fully and everywhere by the end of 2017. The joint venture auditors called the reduction in resource support five times one of the reasons for the failure of the FTP implementation deadlines. Thus, the total financing of the program from 2013 to 2017 decreased from 65.8 billion rubles. up to 11.5 billion rubles. After reviewing the report of the joint venture, the President of the Russian Federation instructed the Government of the Russian Federation to work out the issues of resource support and provide for other deadlines for the deployment of System 112 throughout the Russian Federation. In addition, work should be resumed on the adoption of a federal law regulating the operation of System 112.
The creation in all constituent entities of the Russian Federation of a system for calling emergency services by a single number 112 was supposed to ensure their prompt integrated response to reports of incidents and emergencies. However, according to the conclusions of the Accounts Chamber, it was not possible to create a single coordinated system for responding to challenges. In fact, by the end of 2018, System 112 was in constant operation only in 17 constituent entities of the Russian Federation. They account for less than 15% of the territory, where about 28% of the population of Russia lives.
As stated by the head of the inspection of the Accounts Chamber of the Russian Federation Mikhail Polyakov, as of March 2019, System 112 was put into operation in 20 regions. In three more regions there are relevant orders of the Ministry of Communications on the commissioning of the system in April 2019.
According to the data, MINISTRY OF EMERGENCY SITUATIONS as of March 2019, the system works in full only in 26 constituent entities of the Russian Federation. According to the head of the coordination department for the creation of System 112 of the Ministry of Emergency Situations of Sergei Panov, System 112, with the coordination of the Ministry of Emergency Situations and the support of other federal authorities, was deployed and passed state acceptance tests in 75 constituent entities of the Russian Federation. Of these, in 69 subjects, these tests were recognized as successful.
As the Accounts Chamber warned, the analysis showed the insufficiency of the development of a mechanism for coordinating the actions of executive authorities at the federal, regional and local levels, which led and will lead in the future to the impossibility of developing unified catalogs, databases and protocols of interdepartmental interaction. As a result, we should expect the impossibility of integration with departmental services in an automatic data transfer mode to speed up the response.
In addition, the JV fixes the unresolved problem of compatibility of equipment from various manufacturers and modifications. This makes interaction between call centers and emergency operational services difficult.
An important aspect of the high-quality operation of System 112 is the compatibility software of the Unified Dispatch Service (EDDS) and the DDS, which allows the transfer of call card data in automatic mode. According to auditors, such compatibility is absent in the republics,,,,,,,,,,,,,,,,,,,,, of the Buryatia Tyva Mari El Crimea Altai Territory Amur Vologda Ivanovskaya Kostroma Magadan Murmansk Omsk Jewish Orenburg Orlovskaya Pskov Smolensk regions Autonomous Region.
By the end of July 2018, in accordance with the decision of the Government Commission, the Ministry of Emergency Situations agreed on plans for the development and further improvement of the 112 System for 2018-2022 to the constituent entities of the Russian Federation. According to the Accounts Chamber, the amounts of funds planned for the creation of System 112 in the state programs of the constituent entities of the Russian Federation and provided for by regional laws on the budget for 2018-2020 differ. There is not enough funding to launch the 112 system on time
The introduction in Russia of a federal system of calls to operational services by a single number "112" due to underfunding can be extended by three years, until 2020. The audit showed weak control over the use of subsidies allocated from the federal budget to the regions to create the 112 system by the Russian Emergencies Ministry. The ministry accumulates regional reports without verifying the reliability and analyzing the data presented. At the same time, incorrect information was revealed in them, which, in turn, leads to a distortion of the Ministry of Emergency Situations reports sent to the Ministry of Economic Development and Rosstat.
As a result of a joint audit with the Accounts Chamber of the Tula Region, it was established that part of the funds allocated in 2014 to the Tula Region (15.7 million rubles out of 48.33 million rubles) were sent to construction projects that were not indicated in the targeted distribution of the subsidy and the agreement on its provision.
The audit also revealed numerous violations of the requirements of the law on the contract system, in particular:
- lack of justification of initial (maximum) contract prices,
- shortening the time for submitting bids,
- unlawful extension of the terms of work,
- non-compliance of the works actually performed and accepted by the customer with the terms of the contract.
The Ministry of Emergency Situations did not comply with the procedure for introducing the results of research and development work obtained under state contracts for the implementation of scientific research to create the 112 system, the Accounts Chamber noted in its message.
The audit department warned about the risks of non-compliance with FTP measures within the prescribed period until 2017. This is evidenced by the results of the implementation of the 112 system for October 2015.

The Russian government will almost halve the amount of funding for the federal target program (FTP) to create a system for calling emergency services at 112. According to the official guidelines for the regions on the creation of the 112 system, released in 2013, call centers can be created by retrofitting existing buildings and premises in the region or by building new ones. The amount of the subsidy does not depend on the chosen option for creating centers.
It also notes that subsidies are issued to the regions in the first year of the project - to create the main call center, and in the second - to create a backup center.
The first subsidies for the regions for the creation of the 112 system infrastructure in the amount of 935.5 million rubles. the government distributed in 2013. "System 112" is a geographically distributed information system and combines, on the basis of unified duty dispatch services (EDDS) of municipalities, duty dispatch services (DDS) of the following emergency operational services:
- fire service;
- emergency response service;
- police service;
- emergency medical services;
- emergency service of the gas network;
- Antiterror service and other operational services.
How the 112 system should work
The operation of the "System 112" will be organized in this way: the incident message is received at the call center 112, or at the DDS of one of the emergency services included in the System 112.
