ERA-GLONASS is a state emergency response system for accidents and other emergency situations on the roads. GAIS "ERA-GLONASS" is not only a tool that preserves the life and health of road users. World practice
Worldwide, the requirements for emergency call devices (EERs) and their functioning are regulated at the level of UN Rules. On the territory of the member states of the Eurasian Economic Union (EAEU), these requirements were detailed in 2011 with the adoption by the Eurasian Economic Commission of the Technical Regulations of the Customs Union (TR CU 018/2011 "On the Safety of Wheeled Vehicles") and are mandatory for all countries of the union.
The requirements are harmonized with similar requirements adopted later by the European Union. Therefore, cars supplied to Russia, Kazakhstan, other EAEU countries and to European countries contain similar UVEOS devices. Thanks to this, it became possible and implemented the pairing of the Russian ERA-GLONASS system, the Kazakh EVAK and their European analogues - eCall systems - in order to mutually assist car owners in accidents in other countries. Operation at Elbrus to rescue tourists
On Elbrus, a hybrid communication network based on the ERA-GLONASS state information system was put into operation, designed to ensure the safety of tourists at altitude. The system was tested in conditions of extreme heights - at the level of 5642 meters. The new technology will help significantly increase the level of safety of tourists in mountainous areas and speed up the provision of emergency assistance in case of emergencies.
During the ascent to Elbrus, the GLONASS team of specialists successfully used the system to track the tourist group and conduct aerial monitoring using drones. During the experiment, domestic trackers were installed on unmanned aerial vehicles, which made it possible to ensure continuous online control of their flight. During the expedition, the drone delivered medical supplies significantly faster than a person could, which became critical to maintaining the health of the ascendants.
The ERA-GLONASS platform allows you to transmit information about the location of tourists and drones to emergency services in real time. Russia launched a drone tracking system based on ERA-GLONASS
In July 2024, an unmanned aerial vehicle (UAV) tracking system based on the ERA-GLONASS state automated information system began to operate in Russia. The new development allows you to identify drones and confirm their routes for all interested departments.
According to RIA Novosti, the system was successfully tested on Sakhalin. During the tests, drones equipped with Russian-made mini-trackers were connected to the state information system. According to the document, the platform should be an information system that accumulates high-quality, fully protected, reliable up-to-date information regarding the established speed restrictions on specific geozones.
By October 2023, traffic rules for personal mobility means (SIM; these include electric scooters, electric skateboards, gyro scooters, sigways, monocycles and other similar vehicles) a speed limit of up to 25 km/h has been established, as well as an additional decrease in speed in certain zones where the movement of electric scooters interferes with pedestrians. 646 thousand connected vehicles for six months
In the first nine months of 2023, over 646 thousand vehicles connected to ERA-GLONASS. The growth in car registration in the state information system amounted to 12.5% compared to the same period in 2022. JSC GLONASS announced this on October 9, 2023.

In 2021, the share of true calls received in the system in automatic mode exceeded 70% (all data - as of 18.03.2021). Such appeals are formed as a result of a severe accident, when the victim, due to injuries and shock, may not be able to press the SOS button on his own. Automatic call of emergency services is the most important function of the ERA-GLONASS GAIS, which cannot be implemented through a mobile phone. The acceleration of the transfer of information on road accidents to emergency services is also facilitated by the constant information interaction of the ERA-GLONASS GAIS with regional Systems-112. As explained to Kommersant in GLONASS JSC, in small courts there are often no special means for transmitting the SOS signal and determining the scene of the incident. The main problem in emergency situations with small boats is the difficulty of determining the exact location of the vessel. Over the entire period of operation of the ERA-GLONASS GAIS, there were more than 60.2 thousand such cases, which is 56% of the total number of true calls. And in 2020, the share of automatic calls reached 72% (all data are relevant for 12.10.20).

Thanks to this, it became possible and implemented the pairing of the Russian ERA-GLONASS system, the Kazakh EVAK and their European analogues - eCall systems - in order to mutually assist car owners in accidents in other countries.
GAIS "ERA-GLONASS" is not only a tool that preserves the life and health of road users, but also a universal digital platform. Based on the basic functions of the system, a number of innovative products and services have been implemented for the digitalization of various sectors of the economy.
The number of processed emergency calls exceeded 7 million
On August 21, 2020, the number of emergency calls received by the ERA GLONASS state automated information system exceeded 7 million.
From January 2015 to August 2020, the number of calls received and processed amounted to 7,006,695, of which 83,684 were recognized as true and required an emergency response (data as of 21.08.20). On average, the ERA-GLONASS filtering contact center processes 13.6 thousand calls per day.
In 2020, over 72% of true calls were made in automatic mode, i.e. as a result of an accident with severe damage to a car. Thus, the system ensured the call of emergency services to the scene of the accident in situations where the driver and passengers were not able to do this on their own. In such cases, it is necessary to minimize the time of arrival of emergency services at the scene of an accident (comply with the rule of the "golden hour"). This is especially important for understanding the key purpose of the system - saving life and minimizing damage to the health of citizens. In Russia, in accordance with the decree of the President of the Russian Federation, one of the significant social goals is to reduce mortality on the country's roads: by 2024 - three times, and by 2030 - to zero. Accident emergency response systems, which reduce the time it takes to transmit incident information to emergency services, are recognized worldwide as one of the main ways to reduce road injuries and deaths. General requirements for emergency call devices (EERs) and their functioning are regulated at the level of UN Rules. At the same time, the requirements applied to vehicles with UVEOS in Russia and other countries of the Eurasian Economic Union are harmonized with those in the European Union.
The daily increase in cars registered in the ERA-GLONASS GAIS is about 4-5 thousand. As of August 2020, 5,723,689 vehicles have already been connected to the system.
Plan of integration of ERA-GLONASS with a unified system of centralized protection of private security vehicles

During the meeting, the members of the working group discussed possible technical solutions for the integration of ERA-GLONASS GAIS with the software and hardware complex of interaction with monitoring companies (PAK VsMK) of private security units of the Russian Guard. According to the general opinion of the meeting participants, the integration of systems can be carried out in a fairly short time.
The participants of the discussion agreed to consider the organization's issues, as well as to determine the specific terms for testing the information interaction between the ERA-GLONASS GAIS and PAK VsMK at the next meeting of the working group, which is planned to be held in September 2020.

An important function of the system was the ability to send a call card not only to emergency operational services (Sistema-112 or the duty unit of the Ministry of Internal Affairs), but also - in parallel - to the toll road operator (if it was there that the car got into an accident or a technical problem happened to it). For vehicles equipped with emergency call devices of the ERA-GLONASS system, help will come in any case, no matter what section of the road (paid or free) they are on. But toll roads are high-speed highways. If they have any incident with the car, then the main thing is to prevent collisions with other cars, quickly help the driver and remove the obstacle from the road as soon as possible. To do this, high-speed toll road operators have a call service for emergency commissioners who can arrive at the scene earlier than first responders and provide the necessary technical or first aid. Emergency commissioners can also fence off the scene of the accident and protect other road users from the risk of getting into an accident caused by interference on the road.
Among other new technical and functional capabilities that have appeared in the ERA-GLONASS GAIS:

- Improved parameters for assessing the quality of a voice connection, as well as the need for their mandatory indication by the operator. This makes it possible to get feedback from the emergency response services regarding the quality of communication and, accordingly, increase these indicators.
- The emergence of a designer of a reliable set of data, which made it possible to form a "package" of information necessary for emergency services based on several sent MDS (minimum sets of data about the car - color, brand, vin-number). This feature not only simplifies the operator's work, but also further reduces the time it takes to send a call to emergency response services (now it is no more than 19 seconds). Recall that in case of an accident, the emergency call device (UVEOS) is activated, information about the vehicle and the accident site is sent to the ERA-GLONASS system, which makes it possible to find the victims easier and faster. Now the system operator will be able to select and send the correct data to the emergency response services even if the information arrived not in one MDS, but in several.

The requirement for the mandatory equipment of all passenger and freight vehicles issued for circulation in Russia with an emergency call device (ERA-GLONASS system equipment) entered into force on January 1, 2017. The number of devices installed in cars connected to the ERA-GLONASS system directly depends on the number of vehicles sold in the Russian Federation.

The project on the use of domestic cryptography in cellular networks "Cone" is being implemented by the FSB on behalf of the Security Council of Russia. Data on the movement of buses and trucks from July 1 will be transmitted to ERA-GLONASS

According to Interfax, the general director of PES/CCM JSC (a joint venture of the Irish manufacturer of auto components Aptiv and Samara Cable Company JSC) Stephen Gauthier asked the Minister of Industry and Trade of the Samara Region Mikhail Zhdanov to issue a permit for 6 months to import antenna cables from Ukraine into the Russian Federation, used in the production of wire harnesses for ERA-GLONASS system equipment.
Specific coaxial cables are manufactured by the Swiss company Tyco Electronics, their production has been mastered only in Ukraine.

Will Rostec manage the ERA-GLONASS system?

Riot against ERA-GLONASS: officials promised to change the rules for installing the system
On February 26, 2017, the Governor of Primorsky Krai Vladimir Miklushevsky said that in the near future changes should be made to the technical regulations of the Customs Union regarding the installation of the ERA-GLONASS system on used foreign cars[19]. Miklushevsky notes that these categories were simply forgotten in the Ministry of Industry and Trade, which was preparing the technical regulations of the Customs Union.

The developers of the new regulations of the Customs Union did not take into account the difficulties that arose when registering used cars. Megafon entered a partnership with ERA-GLONASS

The government has established the rules for the operation of ERA-GLONASS
The Government of the Russian Federation published in February 2015 the text of the Resolution[23]which approves the rules for interaction between the ERA-GLONASS system operator (state-owned company GLONASS OJSC) and various owners of up-to-date information necessary for its normal functioning. First of all, we are talking about cartographic data of the area, basic parameters and the current location of controlled vehicles, as well as the measures taken to respond to accidents and other incidents arising on the roads of Russia[24]
In addition, the decree approves the rules for interaction of the system with the AIS of compulsory insurance. Recall, "ERA-GLONASS" is a system of automatic notification of emergency services about car accidents. Its creation and implementation is carried out by the non-profit partnership "Promotion of the development and use of navigation technologies" (aka NP "GLONASS"), which, under a contract with the Ministry of Transport, has developed approved rules.
The ERA-GLONASS concept implies that in the near future, an electronic unit will be installed on all new cars sold in Russia, capable of determining the coordinates of the injured car and transferring them to rescuers.
ERA-GLONASS was officially put into commercial operation on January 1, 2015. From this date, all vehicles in the countries of the Customs Union that are undergoing approval of their type will have to be equipped with the mentioned units. From January 1, 2016, this requirement will be extended to vehicles used for the commercial transportation of passengers and the transportation of dangerous goods, solid household waste and garbage, and from January 1, 2017 - to all new vehicles sold in the Customs Union.
The issued resolution states that the information required for the operation of ERA-GLONASS should be posted in the system by its owners free of charge. It is understood that some of the current data may be in other state AIS, therefore, the system operator is instructed to ensure integration with them to collect the necessary information in automatic mode.
Navigation and topographic maps in the system will be placed by federal institutions engaged in the maintenance of the federal cartographic and geodetic fund. The timing, frequency and regulations for the placement of this information should be determined by a joint order of the Ministry of Transport and the Federal Service for State Registration, Cadastre and Cartography.
For each controlled vehicle, the system will contain information about its brand, model, color, body number, state registration plate, VIN identification number assigned to the car by its manufacturer, as well as the identification number of the installed electronic module.
The Federal Customs Service should post data on all parameters, except for the state sign, for cars imported into the territory of the Russian Federation in ERA-GLONASS using the interdepartmental electronic interaction system (SMEV).
When it comes to vehicles that are produced in Russia, the same data will be transferred to manufacturers. To do this, they will need to conclude an appropriate agreement with the ERA-GLONASS operator.
As for state registration plates, this, of course, is the area of responsibility of the Ministry of Internal Affairs, or military traffic police, if it comes to army equipment.
The coordinates of the accident and its time will be transmitted to the system automatically, except for cases when special equipment installed on the car requires manual control.
The last part of the rules of information interaction of the main participants in the process describes the parameters of information about the actions of rescuers (time of receiving the signal, response time, etc.).
With regard to the information exchange "ERA-GLONASS" with the AIS of compulsory insurance, a separate collection of rules implies its implementation through SMEV. The ERA-GLONASS operator is ordered to transfer information about road accidents and other road incidents to insurers. To do this, he will need to conclude a special agreement with the insurance AIS operator, which will define the information, technical and other conditions for their interaction.
ERA-GLONASS is mandatory for government agencies
On July 3, 2015, it became known about the adoption in the State Duma in the third reading of a bill on amending the law "On the Era-GLONASS State Automated Information System," approved in 2013[25]
The need for change was caused by the decree of President Vladimir Putin of 2014, which creates a new operator of the system, the state-owned GLONASS OJSC, and provides for the possibility of commercial use of the system.
In accordance with these regulations, from January 1, 2017, all new cars must be equipped with system equipment.
Initially, the powers of the Era-GLONASS operator were assumed by the GLONASS NIS company, created by AFK Sistema with the participation of the Russian Space Systems state corporation. In 2012, the Government transferred the functions of the operator to the newly created GLONASS non-profit partnership (NP), which was headed by the former head of the GLONASS NIS Alexander Gurko.
The new GLONASS OJSC was established on June 19, 2015. The head of the company was the former Deputy Minister of Transport Andrei Nedosekov. In accordance with the bill, which received the approval of the State Duma, in addition to collecting information about road accidents, the company will have another purpose. We are talking about information systems using navigation - state and part of the objects of concession agreements.
Customers of such systems or their operators will be required to use the capabilities of the Era-GLONASS. The peculiarities of appeals about this kind of use are spelled out in the amendment approved by the State Duma during the second reading. The operator of any state information system (government agency or organization operating under a state contract, as part of a concession or in the format of a private-state partnership) must send a request to GLONASS OJSC regarding the possible use of Era-GLONASS.
The answer must be provided within 40 days. At the same time, it will be possible to refuse the possibility of using the Era-GLONASS only on technical grounds. If GLONASS OJSC does not give an answer within the established period, the operator of the corresponding information system can do without using the Era-GLONASS.
The use of "Era-GLONASS" by third parties will be possible on a reimbursable basis. Tariffs will be set by GLONASS OJSC based on the calculation method to be developed by a government agency established by the Government. If it is necessary to use the results of the intellectual property of Era-GLONASS, a license agreement will be concluded.
The explanatory note to the bill says that in this way it is planned to reduce the costs of the state budget for the work of state information systems by using the already finished Era-GLONASS infrastructure.
The adopted bill transfers all the property of Era-GLONASS to the ownership of GLONASS OJSC. Including it is necessary to transfer electronic encryption keys (necessary for the invariability of the information transmitted in the system). The possibility of alienating the property of "Era-GLONASS" is not allowed.

According to the instruction, a development strategy for the new OJSC should be developed, and a draft federal law on introducing changes to the law "On the ERA-GLONASS State Automated Information System" necessary for the creation and functioning of GLONASS OJSC should be prepared and submitted to the State Duma.
The development of the strategy should provide, in particular, the possibility of providing GLONASS OJSC with services in the field of navigation activities to state and commercial customers the possibility of creating joint ventures for the development of additional services and attracting investments.

The ERA-GLONASS emergency response system is deployed throughout Russia in full force. According to NP GLONASS, in 2014 ERA-GLONASS will be put into commercial operation and finally integrated with the systems of emergency response services: Ministry of Internal Affairs, Ministry of Emergencies, 112, ambulance. At the moment, Russian developers are creating and testing prototypes of the car terminal, which in the event of an accident will provide instant transmission of data about the vehicle (VIN identification number, exact coordinates, etc.) to the ERA-GLONASS dispatch center.
In accordance with the regulations of the Customs Union "On the safety of wheeled vehicles" from January 1, 2015, ERA-GLONASS onboard equipment must be equipped with vehicles of categories M1, M2, M3 and N1,N2, N3, which are undergoing type approval procedure for the first time for compliance with the requirements of technical regulations; from January 1, 2016 - transport of the above categories, used for commercial transportation of passengers, transportation of children and dangerous goods, as well as solid waste and garbage, issued for circulation in the Customs Union countries; from January 1, 2017 - transport of designated categories, issued for circulation on the territory of the Customs Union countries.
With the participation of experts from NP GLONASS, a number of standards have been developed that determine the requirements for satellite navigation equipment and data transmission protocol. ERA GLONASS car terminals must support the EGTS (Era Glonass Telematics Standard) protocol and be fully compatible with the European eCall system as part of the formation of a single navigation space on the roads of Russia and the European Union. Onboard equipment must also function within the cellular infrastructure, have a 3G modem and contain a SIM chip.
Unlike navigation and communication equipment transport monitoring and management systems ERA-GLONASS terminals have not only the functionality of accurately determining and transmitting the coordinates of an accident, providing driver-dispatcher voice communication, but also recognizing the severity of accidents (from sinusoidal vibration to mechanical accelerations of a repeated impact). The proposed amendments to the Law "On Communications" are aimed at obliging all cellular operators to connect to the ERA GLONASS system, otherwise it will be considered a violation of licensing requirements. In addition, according to the amendments, mobile operators will be deprived of the right to receive compensation for calls from their subscribers to ERA GLONASS numbers.
Similarly, all telecom operators - both mobile and fixed - will not be able to receive reimbursement for subscriber calls to the single emergency number "112." Operators will be compensated only for the costs of connecting to the ERA GLONASS networks and emergency services.
The existing Law "On Communication" implies that calls to emergency numbers should be free for subscribers. But the costs of operators to connect to emergency networks and the passage of traffic to their numbers should be reimbursed by the organizations serving these numbers (that is, emergency services).
A source in one of the cellular operators says that the adoption of the bill could make it easier for telecommunications companies to pay for joining and skipping traffic. Connection to the single number "112" is carried out through Rostelecom, which includes a fee for traffic to these numbers in the general estimate of mutual settlements. If the bill is passed and correctly applied, then operators will be able to reduce their costs by excluding fees for calls to emergency numbers.

ERA GLONASS Accredited Laboratory

Rules for ensuring access to information contained in ERA GLONASS

The rules determine the procedure for providing access (cl. 1):

Statistical and analytical information, with the exception of information, access to which is limited in accordance with the legislation of the Russian Federation, is provided by the system operator by posting on the official website of the system operator on the Internet the following information updated at least once a quarter (Clause 2):
- Number of vehicles equipped with emergency call devices registered in the ERA GLONASS system;
- Number of cases of transmission of emergency call devices, information on road traffic and other accidents on Russian roads;
- Number of cases of transferring information on road traffic and other accidents on Russian roads from the ERA GLONASS system to emergency operational services;
- Average time of information transfer to emergency operational services.
State bodies, local authorities and officials may request other information from the system operator using the interdepartmental electronic interaction system to exercise their powers. The response to the request for such information is provided by the operator within no more than 15 working days from the date of receipt of the request (clause 3).
2013
Technoserv and NVision design infrastructure for ERA-GLONASS
In April 2013, the Ministry of Transport signed a state contract for the creation of an emergency response system for accidents "ERA-GLONASS" with the non-profit partnership "GLONASS." The amount of the contract is 1.69 billion rubles, the contractors will be "" and TechnoservNVision Group"."[27]
Several projects are envisaged under this contract. In particular, three navigation and information centers (NICs) will be created - in Stavropol, Khabarovsk and Yekaterinburg - the second level and 59 regional switching nodes (RKUs). A pilot operation of the ERA-GLONASS system is already underway in full as part of one first-level research center, seven second-level research centers and 72 RCUs.
The completion of these works by the end of 2013 will ensure the readiness of the system for constant operation, the press service of NP GLONASS notes, which is determined by the sole executor of the work on the creation of ERA-GLONASS by decision of the government. By April 2013, the ERA-GLONASS system was designed, two research and development centers were created in Moscow and St. Petersburg, one RKU in Kursk, equipment was equipped for placement in three second-level research and development centers (Novosibirsk, Rostov-on-Don, Ufa) and 12 RKUs, layouts of ERA-GLONASS terminals were developed, proposals were prepared for the formation of the regulatory legal framework necessary to launch the system.

62 regions of Russia must be connected to ERA-GLONASS
As part of the state contract with the Ministry of Transport of the Russian Federation for the creation of the ERA-GLONASS emergency response system for 2013, the GLONASS Non-Profit Partnership will connect the remaining 62 regions of the Russian Federation to the system infrastructure.
Work is underway to build the ERA-GLONASS system infrastructure in 18 regions of the Russian Federation.
To this end, the partnership held a competition in the form of a closed request for proposals among four telecom operators. We are talking about renting communication channels to create a data network, as well as renting sites for placing equipment for the created navigation and information centers of the 2nd level and regional switching nodes of the ERA-GLONASS system in 62 regions of the Russian Federation.
To successfully implement the project, in particular, in order to minimize the risk of failure to complete the work, the tender committee of NP GLONASS, which includes all members of the partnership (Rostelecom RTCOM(""), MTS, VimpelCom, MegaFon, Amount Telecom"", "", YandexNavigation and Information Systems"" GK, Transas"" GLONASS/GNSS Association - Forum, "GK"), Caesar Satellite decided to divide the complex of services and selected four winners of the competition. ERA GLONASS system built and tested
In December 2013, the Non-Profit Partnership (NP) GLONASS and the Ministry of Transport announced the successful completion of comprehensive tests of the emergency response system in case of ERA GLONASS accidents throughout the country. Besides, possibilities of infrastructure of ERA-GLONASS allow to provide to motorists the most modern services through service of providers of the sector of insurance telematics, such as Pay As You Drive (the program considers a manner of driving of the car owner), Pay As You Use (the program considers the periods of active use and idle time of the car), reconstruction of circumstances of road accident on the basis of which conditions of insurance policies will be created.
2012
Terminal test tests
In the spring of 2012, test tests of pilot samples of the ERA GLONASS terminal, created by engineers of the innovative holding M2M Telematics, took place in Dubna. Testing was carried out as part of the implementation of the next stage of the ERA GLONASS project on the pilot operation of navigation-communication equipment, and then the equipment of passenger vehicles on the conveyor of the largest automakers.
During the test tests, an emergency situation was simulated, which showed positive results of the ERA GLONASS telematics terminal developed by M2M telematics. The equipment implements an algorithm for automatically determining the moment of an accident and recording the acceleration profile after an accident. It is also possible to integrate the operation of the terminal with the architecture of the ERA GLONASS multi-level emergency response system, for the implementation of which the federal network operator NIS OJSC is responsible.
When creating the ERA GLONASS terminal, M2M telematics specialists took into account all the requirements for this type of equipment developed for the implementation of the ERA GLONASS project, the large-scale launch of which is expected in 2013.
In addition, the technical protocols and standards of the ERA-GLONASS and eCall systems (European Union) are unified, which makes it possible to provide the necessary assistance to citizens of both Russia and the European Union when crossing borders by car.
Since 2008, the group of companies "M2M telematics" and the science city of Dubna have been collaborating on the introduction of innovative technologies. Together, with the assistance of the Administration of Dubna, a pilot model of the intelligent transport system (ITS) was created. Today, ITS elements have been successfully introduced in 52 regions of Russia.
Draft government decree on the creation of ERA GLONASS
The Ministry of Transport published in May 2012 a draft government decree on the creation of an emergency response system for ERA GLONASS accidents. As follows from the document, in 2012-2013 it is planned to allocate over 2.5 billion rubles for this system. Earlier it was reported that about 6 billion rubles will be spent on the entire project over several years.
Which terminals will be used in the system has not yet been approved, as well as their cost is not known, but earlier officials reassured that it would not greatly affect the final cost of the car. On-board equipment for ERA GLONASS has already been developed by several companies, including M2M Telematics (merged with NIS in 2012) and RNT. The pilot projects used equipment from different manufacturers.
Prime Minister Dmitry Medvedev, by order of September 18, 2012 No. 1732-r, identified the non-profit partnership "Promotion of the development and use of navigation technologies" as the sole executor of the project for the creation and implementation of the ERA-GLONASS emergency response system.
Earlier, according to the government order of May 25, 2012 No. 522, the non-profit partnership "Promotion of the development and use of navigation technologies" transferred the functions of the federal network operator in the field of navigation activities, which since 2009 were carried out by the company "Navigation and Information Systems" (NIS GLONASS).

System Development Plans
"By the end of 2011, federal and regional navigation and information centers in Moscow and St. Petersburg will begin to operate in pilot operation," says Alexander Gurko, general director of NIS GLONASS.
It is planned to fully launch the system by the end of 2012. And from January 1, 2013, it is mandatory to connect all new cars to ERA GLONASS. After full deployment, the system should help save the lives of more than 4 thousand people annually and significantly reduce budget costs for eliminating the consequences of road accidents. In addition, it will become the basis for the provision of GLONASS services on the mass market.
However, according to A. Gurko, General Director of Navigation and Information Systems, the built system will rather be a platform for providing a wide variety of navigation services to private users, commercial organizations or government agencies. It is planned to equip all state service vehicles with such devices, and from June 1, 2011, transport enterprises will even be fined if their cars do not have receivers with GLONASS support. Now a legislative framework is being prepared for such innovations.[29]
Some regions already have public transport control systems in place. For example, in St. Petersburg, all urban transport is equipped with GLONASS receivers, which allow you to control its movement along the route. Information boards are installed at the stops, on which passengers are shown the expected time of arrival of the bus. A similar project was implemented in the Krasnodar Territory by the Russian Navigation Technologies company. Not only municipal transport is controlled, but also school buses and ambulances. The first project involves integration of ERA-GLONASS components into an existing solution. Meanwhile, the executive director of RNT I. Nechaev was very critical of the unified standards of interaction proposed by the NIS: "We cannot guarantee the operability of our system if someone else's protocol is used in it." However, it is quite possible that interaction with the ERA-GLONASS infrastructure will be organized at the level of situation centers and dispatch rooms.
GLONASS is gradually finding its place in the global positioning system. Several Western chipmakers have already announced support for the Russian navigation system in their products. The fact is that dual-system receivers can work more accurately. Now there are more than 20 spacecraft in the satellite segment of the Russian navigation system - they are in orbits optimal for circumpolar territories. In addition, coordinate correction points are tied to seven geodetic centers on the territory Russia and two more in Antarctica. As a result, the domestic system works better in the northern latitudes than, GPS therefore, for Norway, Finland and other Northern countries Europe , it is preferable to use GLONASS.
However, despite the support of Russian positioning technology, all navigation devices give out the coordinates of the terrain in the international WGS standard, at the same time all our maps are compiled in the domestic geodetic standard "Earth Parameters" (PZ-90.02), which was adopted in 2005. As a result, a foreign navigator cannot be combined with our maps - they use different representations of the Earth. Different models exist in order to correspond as accurately as possible to the area in which the standard is developed. In particular, the Earth Parameters standard uses the Krasovsky ellipsoid, and WGS uses an ellipsoid with a different geometry. As a result, the divergence of the map and navigator can reach hundreds of meters, depending on the latitude. For orientation on a kilometer map, this is insignificant, but modern positioning systems give an accuracy of one meter, and the discrepancies can be serious; for example, to drive a car on autopilot, the accuracy of determining its coordinates and map must be within one decimeter. However, electronic maps in the Russian coordinate system have not yet been made. And the Russian state accompanies its efforts to spread GLONASS with the promotion of "Earth Parameters."
Terminal Sampling Complete
The federal network operator NIS GLONASS announced in November 2011 the completion of the selection of prototypes of automotive terminals for the ERA-GLONASS project. According to the results of the open tender, the equipment of ZAO ENDS meets all the required characteristics and is selected for further testing in pilot areas.

The ERA-GLONASS project will lead to the creation of a mass market for navigation services and equipment, conditions for healthy competition, and will also speed up the process of introducing GLONASS technologies in Russia and abroad.
Full-scale equipping of transport with ERA-GLONASS devices will begin in 2013. Navigation equipment is being tested in the pilot zones of the federal network operator in the Moscow and Leningrad regions, Kursk. Upon completion of the tests, ENDS will continue to develop a new terminal for the start of mass production.
Transfer of financing from Roscosmos to the Ministry of Transport
Since 2012, funding for the ERA GLONASS federal emergency response system will be transferred from Roscosmos to the Ministry of Transport - this decision was approved in December 2011 by an interdepartmental working group chaired by Russian Deputy Prime Minister Sergei Ivanov. 2010: System Design
In 2010, it was planned to design the architecture of the system, prototypes of automotive terminals and the regulatory framework. NIS GLONASS said that all the tasks planned for 2010 were completed. The main purpose of the project is to improve road safety. It is assumed that in a severe accident, the system will independently transmit information about the vehicle, including its coordinates, to the control room. In addition to natural disasters, road safety is threatened by an anthropogenic factor. In particular, special attention will be paid to rescue systems. Since 1977, the Cospas-Sarsat satellite system, installed on ships and aircraft, has been operating in Russia, the USA, Canada and France; during its existence, it saved more than 30 thousand lives. In 2000, the system began to apply to personal radiobui. One of the steps towards creating a single European security space for transport was the harmonization of the ERA-GLONASS and eCall systems, a European integrated automotive system designed to promptly inform emergency services about an accident. Safety systems
As part of the implementation of the ERA-GLONASS program, ready-made solutions are offered - integrated vehicle safety systems based on GLONASS, which allow you to determine the state and location of the vehicle in real time and broadcast information to ensure the ERA-GLONASS response. The proposed solutions have expanded functionality in terms of providing security, search and navigation and information services, which significantly increases safety and comfort on the roads and motivates the driver to drive safely. A set of specialized sensors allows you to monitor the specified parameters of the car, which leads to an improvement in the environmental situation in the metropolis.
The consortium has extensive experience in providing telematics services to the public, commercial users and departments. Centralized monitoring of the condition of all protected facilities is carried out from a single Federal Monitoring Center, which ensures the broadcast of incoming alarm signals to emergency response services.
GIS component of ERA-GLONASS system
Within the framework of the ERA-GLONASS project, Geocentre-Consulting CJSC developed a geo-information component (hereinafter GIS) of the navigation information platform, and also put the RuMap geo-information set on the territory of all Russia. The Geocentre-Consulting company has developed a geoinformation system (GIS) for automatic determination of the location of the car owner. This application will be used by the contact center operator when processing messages about an accident (by phone from the victim) and transmitting information to the emergency response service "112."

GIS is designed to perform the following main functions:
- Recording of information on the received accident or road emergency report;
- Determining the location of an accident or emergency on the road using an interactive map;
- Transmission of data on an accident or emergency on the road to the system-112 (emergency response service).
GIS includes the following subsystems: cartographic database, cartographic server, automated workstation of the operator receiving the accident message and event archive.
When processing the message, the operator clarifies the address closest to the scene according to the coordinates received from the ERA-GLONASS terminal located in the vehicle.
The geo-information set "RuMap" was chosen as the cartographic basis. "RuMap" is a single set of data ("one map"), which includes a continuous ("seamless") digital cartographic description of the entire territory of Russia, in which various cities, districts, villages, regions are represented by data of varying degrees of detail (from the overview detail of uninhabited Siberian territories to the contours of buildings and addresses in cities and villages). This product is developed according to a single technology, on the basis of unified reference books, classifiers and an object identification system.
The infrastructure created within the framework of the ERA-GLONASS project should become the basis for the development in Russia of navigation and information systems, services and equipment based on GLONASS technologies in the interests of all categories of users.
Financing
The Ministry of Transport was appointed the state customer for the project (previously it was Roscosmos).
2011
In 2011-2012, more than 2 billion rubles will be allocated for the development of the ERA GLONASS national emergency response system for road accidents. This was reported in the company "NIS GLONASS," which is engaged in the implementation of the project.
The corresponding decision was made by the Government of the Russian Federation at its disposal No. 13-r of 11.01.2011 "On budgetary allocations for measures for the implementation of projects approved by the Presidential Commission for the Modernization and Technological Development of the Russian Economy."

2015:331 million rubles
On December 30, 2015, it became known that an additional third of a billion rubles would be allocated from the budget for the development of the ERA-GLONASS state emergency response system in 2016. The corresponding order was signed by Russian Prime Minister Dmitry Medvedev.
The government will provide the Ministry of Transport with 331 million rubles for "the introduction of new system components in terms of ensuring information protection, integration with external information systems and improving the accuracy and reliability of the system," according to a document published on the website of the Russian government.[30]
It also notes that ERA-GLONASS needs to be developed in order to reduce the time for delivering emergency messages about road accidents on Russian roads to emergency response services.
"Thedecisions made will ensure funding in 2016 for the development of ERA-GLONASS," the government explains.
ERA-GLONASS began operating in Russia on January 1, 2016. From now on, all newly certified vehicles must be equipped with the system. From January 1 of next year, this requirement will apply to all buses and large cars, and from January 1, 2017 - to all new cars produced in the countries of the Customs Union (Russia, Belarus, Kazakhstan).
The government roadmap for the development of GLONASS JSC, which will become the ERA-GLONASS operator from January 1, 2016, assumed the allocation of funds from the budget in the amount of 1.95 billion rubles for 2014-2017.
