On November 11, 2015, the Cabinet of Ministers signed an order on the transfer of property of the emergency response system in an accident ERA-GLONASS to the authorized capital of GLONASS JSC. The company intends to spend another 4.7 billion on the development of this technology, rubles although earlier officials promised to bring the system to payback and earn 5 billion rubles by January 1, 2018.
The representative of Rostec told Kommersant that the ERA-GLONASS infrastructure and the telecommunications component in the integration of this system with onboard navigation devices can be used to provide state and municipal services, including insurance, security and search, toll collection, monitoring traffic rules by road, as well as to ensure the safety of navigation on inland waterways.
Rostec also noted that the issue of changing the ministry responsible for the operation, modernization and development of ERA-GLONASS is being considered. The operator of a system it is planned to make Minpromtorg instead of Ministry of Transport.[7]

2014: Plans to establish GLONASS JSC
On July 15, 2014, the President Russia Vladimir Putin instructed the government to develop and approve a roadmap for the creation of an open joint-stock company GLONASS with 100% state participation, the corresponding order of the head states was published on Tuesday on the Kremlin website.
The main areas of work of GLONASS OJSC will be to ensure the prompt receipt, on the basis of GLONASS signals, of information on road traffic and other accidents on the roads of the Russian Federation, processing this information, its storage and transmission to emergency operational services, as well as to ensure access to this information in accordance with the legislation of the Russian Federation, ensuring the use and development of the technological infrastructure of the system "ERA-GLONASS" in the interests of state and other information systems that collect and process navigation information received from vehicles equipped with satellite navigation equipment.
According to the instruction, a development strategy for the new OJSC should be developed, and a draft federal law on introducing changes to the law "On the ERA-GLONASS State Automated Information System" necessary for the creation and functioning of GLONASS OJSC should be prepared and submitted to the State Duma.
The development of the strategy should provide, in particular, the possibility of providing GLONASS OJSC with services in the field of navigation activities to state and commercial customers the possibility of creating joint ventures for the development of additional services and attracting investments.
The property complex of the ERA GLONASS state automated information system will be transferred to the authorized capital of the newly created OJSC.
