At the end of August 2023, the regional research and production center (NPC) of civilian unmanned aircraft systems (SPC) in the Samara region will begin work. This was announced on August 10, 2023 by the press service of the State Duma deputy RFAnton Nemkin. Thus, the entire production cycle for the creation of ALS will be completely localized in the region. Such production sites solve several problems at once: they create jobs and stimulate scientific and educational initiatives, said Anton Nemkin.

Dmitry Peskov, Chairman of the Board of the Platform Fund of the National Technological Initiative (NTI), Yuri Kozarenko, General Director of the ALS Transport of the Future Samara developer, and Alexander Sergienko, Director of the Center for Innovative Development and Cluster Initiatives of the Samara Region, the management company of the Zhigulevskaya Dolina Technopark, took part in signing the protocol of the founders of the company.

The press service of the governor of the Samara region reported that the SPC will be responsible for the general coordination of the activities of the ALS cluster, as well as for scientific research, the development and adaptation of technologies, mass production for the ALS market of the Russian Federation of both drones themselves and their structural elements: electric engines, control drivers, screws, hull products, avionics, communications and other things. The SPC will also develop a regulatory framework for the applied business application of ALS throughout Russia, and will take over the functions of the ALS certification center.

The topic of the development of the civilian sector of unmanned aircraft systems is undoubtedly important for the scale of our state and the innovative development of the economy. Traditionally, the Samara region is the center of concentration of science, industry, agriculture, and now advanced digital applied solutions. And regional authorities are actively working to attract investors and support promising projects. It is clear why the choice of project partners fell on the innovation-industrial cluster of the Samara region. I am sure this project will be successful and very important for the growth of the country's economic efficiency, - said Oleg Surnin, manager of Open Code LLC, regional coordinator of the Digital Russia party project in the Samara region.

The decision to develop scientific and educational potential on the basis of production closes the risks of personnel hunger. Such an integrated approach is some guarantee of the viability of such a cluster on the one hand, and a step in the development of the region's economy and well-being on the other hand, "said Anton Nemkin.
