2021: Translating the license register into a digit
At the end of November 2021, it became known about the digital transformation of the Federal Test Chamber (FPP), which performs the functions of state control over the production, use and circulation of precious metals, the use and circulation of precious stones.
As part of the first stage of digitalization, the FPP launched a service on the State Public services portal that provides an extract from the registers of licenses for the processing or processing of scrap and waste of precious metals or for the purchase of jewelry.
Companies and businessmen may need registry statements to obtain licenses. No later than January 1, 2022, entrepreneurs of this industry must either obtain an appropriate license or stop carrying out activities in accordance with No. 282-FZ of August 2, 2019.
The obligation to license the activities for the processing (processing) of scrap and precious metal waste, as well as on the purchase of jewelry and other products from precious metals and precious stones from individuals is enshrined in paragraph 56, paragraph 57 of part 1 of Art. 12 of the Federal Law of May 4, 2011 No. 99-FZ "On Licensing of Certain Types of Activities," and the licensing procedure - by the provisions approved by the Decree of the Government of the Russian Federation of September 12, 2020 No. 1418.
The processing of applications for extract from the registers of the test room is carried out in a specialized state information system, which is part of the e-government infrastructure. Also on the portal of control and supervisory activities for the first time posted the registers of the Federal Test Chamber.
According to the press service of the Ministry of Digital Development on November 29, 2021, soon the chamber's digital services will expand: a function for applying for and re-issuing licenses will appear on the State Public services portal.[1]
