2021: Translation of the license register into a digit
At the end of November 2021, it became known about the digital transformation of the Federal Test Chamber (FPP), which performs the functions of state control over the production, use and circulation of precious metals, the use and circulation of precious stones.
As part of the first stage of digitalization of the FPP, a service was launched on the State Services portal to obtain an extract from the registers of licenses for the treatment or processing of scrap and waste of precious metals or for the purchase of jewelry.
Extracts from the registry may be needed by companies and businessmen to obtain licenses. No later than January 1, 2022, entrepreneurs in this industry must either receive an appropriate license or stop carrying out activities in accordance with No. 282-FZ of August 2, 2019.
Obligation to license activities on treatment (processing) of scrap and wastes of precious metals, as well as the purchase from individuals of jewelry and other items made of precious metals and gemstones is enshrined in paragraph 56, paragraph 57, part 1 of Art. 12 of the Federal Law of May 4, 2011 No. 99-FZ "On Licensing of Certain Activities," and the licensing procedure - provisions approved by the Decree of the Government of the Russian Federation of September 12, 2020 No. 1418.
The processing of applications for extracts from the registers of the test chamber is carried out in a specialized state information system, which is part of the e-government infrastructure. Also on the portal of control and supervisory activities for the first time are the registers of the Federal Test Chamber.
According to the press service of the Ministry of Digital Affairs on November 29, 2021, the chamber's digital services will soon expand: the function of applying for and re-issuing licenses will appear on the State Services portal.[1]
