1989: Creation of the Sovetskaya Milition magazine and Shchit I Mech newspaper
The history of the Joint edition begins in the late eighties when during Perestroika conversions the management of the Ministry of Internal Affairs of the USSR had a thought of need to have in the ministry as publications not only magazines on the main activities, but also all-ministerial operational publication, i.e. the newspaper.
For this purpose the Minister of Internal Affairs of the USSR V.V. Bakatin in August, 1989 invited for the management of Soviet militia Ministry of Internal Affairs magazine of the deputy editor of ideological department of Pravda newspaper editorial office Andrey Grigoryevich Chernenko who was appointed the Chief Editor of the magazine the order of August 28, 1989.
At the initiative of A.G. Chernenko in November, 1989 as the annex to the Sovetskaya Milition magazine the monthly newspaper "Shchit I Mech" began to appear. Trial number appeared on October 6, and the first number 15 of November, 1989.
1990: Creation of the joint newspaper editorial office and magazine

Thus, 4 magazines and 2 newspapers were a part of OR. In December, 1994 in the structure of OR the book editorial office was formed. It was not succeeded to organize a release of the daily newspaper Ministry of Internal Affairs, and in 1996 the release of "The Russian militia sheets" was stopped, and edition is defunct.
Since January, 1997 in OR the monthly public and legal newspaper for youth "Dangerous age" began to appear.
The new stage of the OR conversions was connected with return to A.G. Chernenko's guide. Appointed in August, 1997 the deputy head of department of information and public relations and the chief of FSO MIA Joint Editorial Office, it initiated the Order of the Ministry of Internal Affairs No. 558 of 8/25/1997 by which the Joint edition was transformed from the state enterprise to the "FSO MIA Joint Editorial Office" Federal state institution subordinated to the Ministry of Internal Affairs. In the structure of OR were returned TV and radio edition. An attempt to integrate the publishing and polygraphic enterprise (printing house) of the Ministry of Internal Affairs of the Russian Federation with OR was again made. Chernenko is appointed the Head of Information Department and public relations of the Ministry of Internal Affairs of the Russian Federation, and A.G. Gorlov becomes the chief of OR.
