The non-profit organization "National Platform for Open Education" (NPOO) was created in April 2015 by eight Russian universities: Moscow State University named after M.V. Lomonosov, St. Petersburg State University, NUST MISIS, HSE, MIPT, Ural Federal University and ITMO University.

Open Education is a modern educational platform that offers online courses in basic disciplines studied at Russian universities. All courses placed on the Platform are available free of charge and without formal requirements for the basic level of education. For those wishing to credit the completed online course when mastering the educational program of a bachelor's degree or specialty, the university provides for a unique opportunity for Russia to obtain confirmed certificates. Obtaining a certificate is possible subject to the passage of control measures of an online course with identification of the identity of the student and control of the conditions for their passage.

2015: Launch of the "National Open Education Platform"

On September 14, 2015, leading Russian universities launched the National Open Education Platform, which is a portal with free online courses for everyone.

The "National Open Education Platform" with the support of the Ministry of Education and Science has created a consortium of eight leading universities: MISIS, HSE, Moscow State University, St. Petersburg State University, Moscow Institute of Physics and Technology, ITMO, UrFU and SibPU. Each of them invested 50 million rubles in the portal, part of the money will go to create training courses.

According to the developers, users of the new platform will be offered not just video recordings of lectures, but a fundamentally new educational product similar to foreign Coursera or edX.

Every day, participants of the National Platform will receive a short lesson with basic information on the subject, the assimilation of which will be checked by tests. Collective assignments will also be available on special forums, and at the end everyone will be able to pass the exam and receive an official certificate for a small fee.

As the rector of MISIS Alevtina Chernikova noted, the Ministry of Education and Science demanded that the student of the online course receive the same knowledge as the student studying this subject in the audience. In addition, officials promise to equate virtual marks with real ones with entry into a diploma.[1]

The "National Open Education Platform" is an online course in various areas: mathematical and natural sciences, engineering, technology and technical sciences, health care and medical sciences, etc. Anyone can undergo training without restrictions: free of charge and without formal requirements for the basic level of education. When successfully passing the exam, certificates of the leading universities of the country are provided, indicating the assimilation of the modules of the undergraduate program. For students studying at universities, it is possible to restart the results of mastering an online course instead of an exam or test.
