2023: Creating a Quantum Connectivity Test Site
On the basis of the Lomonosov cluster (the flagship of the innovative scientific and technological center of the Moscow State University named after M.V. Lomonosov "Vorobyovy Gory"), a platform for testing quantum communications is being created in Moscow. The Moscow Innovation Cluster (MIC) and Russian Railways signed a corresponding cooperation agreement in mid-June 2023.
As part of this project, Moscow specialists, together with colleagues from Russian Railways, will develop equipment and train personnel for projects in the field of quantum communications. At the same time, within the framework of the agreement, a laboratory will appear on the basis of the cluster to study the neurophysiological capabilities of workers at work. On its basis, experts will present an enterprise management model that will increase the efficiency of employees.
As Natalya Sergunina, Deputy Mayor of Moscow, explained, one of the key areas of the document is the development of infrastructure for quantum communications. Quantum communications are an innovative way to quickly transmit information over long distances, she added.
MIK acts as the operator of the Lomonosov cluster. Its residents are provided with a full range of services and services necessary for the development of high-tech projects, the Moscow mayor's office said. By mid-June 2023, organizations from Moscow and 81 other regions of Russia joined the MIC. The Moscow Innovation Cluster is a platform for introducing innovations and cooperation between large corporations, industry, small and medium-sized businesses, educational and scientific institutions, development institutions and the city.
According to the All-Russian Center for the Study of Public Opinion (VTsIOM), which were presented in mid-June 023, 79% of respondents surveyed in the Russian Federation attribute quantum computers and quantum communications to the most important new technologies.[1]

2020: Mishustin allocated 500 billion rubles for the implementation of the project
At the end of December 2020, Prime Minister Mikhail Mishustin signed a decree on the allocation of 487 million rubles for the creation of infrastructure of the innovative Scientific and Technological Center of Moscow State University. M.V. Lomonosov "Vorobyovy Gory."
According to the document published on the official portal of legal information, funds will be allocated from the government reserve fund. They should be sent to subsidies to the Development Fund of Moscow State University so that it develops the project documentation necessary for the development of the center.
According to the order of the Prime Minister, control over the use of funds was entrusted to Moscow State University with the provision of a report until August 1, 2021.
On December 29, 2020, Moscow Mayor Sergei Sobyanin published several photos from the construction site in his personal blog.
We have begun to clear the largest landfill of construction waste on the site of the future scientific and technological valley of Moscow State University, - wrote the mayor of the capital and noted that the project will require significant efforts. - Work, to put it mildly, a lot. |
An unauthorized landfill of household waste has long been criticized by residents of the Ramenki district. Now garbage is being removed from the site, land is being prepared for development. Several clusters will appear at this site at once: "Biomed," "Geotech," "Engineering," "Infotech," "Cosmos," "Nanotech," as well as interdisciplinary and management clusters.
The first facilities of the technological valley of Moscow State University can be launched in one and a half to two years, and it should be fully deployed by 2025, Russian President Vladimir Putin said on December 24, 2020. The head of state then called for the start of construction "not from representative buildings, but from laboratories and research sites."[2][3][4][5]
2019
Start of construction
On November 19, 2019, the construction of the innovative scientific and technological center of Moscow State University named after M. Lomonosov "Vorobyovy Gory" in Moscow began. On this occasion, a solemn event was held, in which the rector of Moscow State University Viktor Sadovnichy took part.
We are present at the opening of the stele, at the beginning of the construction of the technological valley of Moscow State University - a scientific and technological center. This idea was expressed some time ago by Moscow University, it took a law, a government decree. Today we are starting to develop this territory, the creation of seven technological clusters, - Sadovnichy told reporters. |
According to him, Vorobyovy Gory will become an interface for technological research at Moscow State University and other universities. About 80 Russian companies agreed to participate in the project. The center is scheduled to be built in 2023.
The MSU valley will be located around the university buildings on the territory that was previously planned to be used for the construction of commercial housing.
The main activities of the scientific and technological center of Moscow State University named after M. Lomonosov will be biomedicine, nanotechnology, robotics and astronautics. It is assumed that there young scientists will create unique, unparalleled in the world of development.
Earlier, Viktor Sadovnichy estimated the first stage of construction of a scientific and technological valley at 20 billion rubles. A half of funds is allocated by the authorities of Moscow, the second - the Ministry of Finance of the Russian Federation. These are funds for infrastructure and communications. The total volume of investments in the center is estimated at 110 billion rubles.
According to the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov, the authorities of the capital by the end of 2019 will receive 30% of the shares of the management company of the innovative scientific and technological center of Moscow State University.[6]
Dmitry Medvedev signed a decree on the creation of the Vorobyovy Gory innovation center
On March 28, 2019, Russian Prime Minister Dmitry Medvedev signed a decree on the creation of an innovative scientific and technological center of Moscow State University "Vorobyovy Gory." The corresponding document is published on the government website.
The center is created in order to implement the priorities of the scientific and technological development of Russia, to increase the investment attractiveness of the research and development sphere , the document says. |
The directions of the Russian technological valley will include, among other things, biomedicine, pharmaceuticals and biomedical research, nanotechnology for new materials, nanomachine engineering, robotics and special-purpose technologies.
The object will be located on three land plots with a total area of 175 thousand square meters located on Lomonosovsky Prospekt in Moscow. The Federal Property Management Agency was instructed to ensure the transfer of these lands to the ownership of the Development Fund of Moscow University, the founder of which is Moscow State University.
Dmitry Medvedev at a government meeting stressed that the Moscow State University, which has a very strong scientific school, takes an active part in the implementation of the project to create this center, "therefore such an innovative center is created on its basis."
According to the prime minister, the new project must solve a number of problems. One of them is to attract as many talented scientists and entrepreneurs as possible to participate in the work. Also, at the expense of the scientific and technological center, it is planned to increase the investment attractiveness of research and development in various fields, Medvedev noted.
The Vorobyovy Gory Center will receive a special legal regime. So, it will not be subject to the norms of urban planning regulation, reservation and seizure of land for state needs, the center will not have restrictions on attracting foreign labor.[7]
2017
Modeled on Skolkovo
To implement the project of the Scientific and Technological Valley, Moscow State University will create a non-profit organization - an analogue of a state corporation. The Russian Air Force Service writes about this with reference to the corresponding bill in May 2017. The final version of the document came to the disposal of the publication. According to the sources of the publication, the government will submit it to the State Duma at the end of May.
In accordance with the bill, in order to create and manage the valley, the government, together with Moscow State University, will have to establish a special fund, as well as form the composition of its board of trustees and supervisory boards. Such a scheme is beneficial to Moscow State University, the Air Force writes and its sources in the administration of the capital's university confirm. In particular, the rector of the university, Viktor Sadovnichy, will be able to maintain control over the project through influence on the supervisory board formed with his participation.
The state, in turn, will receive the right to transfer funds and assets (including land plots) to this fund as a property contribution. At the same time, the criteria for responsibility for this property and the effectiveness of its use are not introduced, Igor Nikolaev, director of the Institute for Strategic Analysis of FBK, noted to the publication. The future structure will largely resemble existing state corporations (Rusnano, Rostec, etc.).
The legal regime in the Scientific and Technological Valley will be the same as in the territory of the Skolkovo innovation center, follows from the bill. In particular, there will be their own units of the police, the Ministry of Emergency Situations, the tax service and customs. The city authorities will not be able to intervene in activities in the valley. For example, they will not have the authority of urban planning regulation and construction supervision. Resident companies are guaranteed the opportunity to attract foreign specialists in a simplified procedure and the absence of an increase in the tax burden.
Decree of V. Putin
In March 2017, Russian President Vladimir Putin instructed to create the Vorobyovy Gory scientific and technical valley, the founder of which will be Moscow State University (Moscow State University ).
To create "Sparrow Hills," according to the list of instructions published on the president's website, by July 1, 2017, the State Duma must consider and adopt the draft federal law "On Scientific and Technological Valleys."
After the adoption of the law, by December 1, 2017, a decision should be made to create the Vorobyovy Gory scientific and technical valley.
The founder of the fund formed for the purpose of infrastructure and scientific and methodological support of the activities of Vorobyovy Gory, and the founder of the management company formed for the implementation of the project to create and function this scientific and technological valley, will be Moscow State University.
The borders of Vorobyovy Gory are planned to be determined by December 1, 2017, and by May 1, 2018, to ensure "the transfer to the fund and the management company of the property necessary for their statutory activities."
In January 2017, Dozhd, citing sources, reported that the implementation of the project to create the technological valley of Moscow State University was postponed due to a dispute over who will manage the territory on which it is planned to build a scientific cluster. According to the channel's sources, the draft law on the technological valley, prepared by the government, provided that the territory would be transferred to the disposal of the management company, and Moscow State University opposed this.
