Biography

Was born on August 3, 1957 in the city of Asbest, Sverdlovsk region, Russia.

Education

1976 - graduated from Asbestovsky mountain technical school.

1984 - graduated from the Sverdlovsk mining institute of V.V. Vakhrushev (nowadays Ural state Mining University) in "Technology and comprehensive mechanization of open-cast mining of mineral deposits".

1991 - graduated from the Ural socio-political institute majoring in Political science.

Scientific degree

Candidate of Economic Sciences.

Career

1976 - worked as the assistant driver of the excavator, then the blaster, the senior engineer of laboratory, the production engineer of Uralasbest plant.

1983 - 1985 - the secretary of committee of the All-Union Leninist Young Communist League of the Central mine administration of Uralasbest plant.

1985 - the first secretary of the Asbestovsky city town committee of the All-Union Leninist Young Communist League.

1987 - the secretary of the Sverdlovsk regional committee of the All-Union Leninist Young Communist League.

1992 - 1994 - the head of department - the vice-chairman Fonda of property of Sverdlovsk region.

1994 - 1996 - the first deputy chairman of the Sverdlovsk regional management committee state property.

1996 - 2000 - the chairman of Public institution "Fund of property of Sverdlovsk region".

2000 - August, 2001 - the head of department of the office of the Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District.

August, 2001 - October, 2008 - the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District.

On October 14, 2008 - on April 28, 2012 - the Minister of Regional Development of the Russian Federation.

On January 11, 2010 - the member of Government Commission on Economic Development and Integration.

March, 2012 - was appointed by the chairman of the supervisory board of State corporation on construction of Olympic venues and development of the city of Sochi as mountain resort (Olympstroy).

March, 2012 - was appointed by the chairman of the supervisory board of the state corporation - Fund of assistance to housing and communal services reforming (Housing and public utilities Fund).

On April 28, 2012 - it is dismissed from a post of the Minister of Regional Development and appointed the acting as the governor of Perm Krai.

May 4, 2012 - The President of Russia made to Legislative Assembly of Perm Krai Victor Basargin's nomination for a statement it on a post of the governor of Perm Krai.

May 5, 2012 - By legislative Assembly it is approved on a post of the governor of Perm Krai.

In many respects partially continues policy of the predecessor, however pays bigger attention to social policy, expresses the need to review some projects in particular the Perm-cultural capital of Europe.

On July 2, 2012 - February, 2017 - Prime Minister of Perm Krai.

In February, 2017 the Prime minister Dmitry Medvedev appointed the former head of Perm Krai Victor Basargin the head of Federal Service for the Oversight of Transport (Rostransnadzor).

Job responsibilities

The governor is a management official of Perm Krai.^[1] defines the strategy of domestic policy and development of international relations of Perm Krai, priorities of the social, economic, financial, industrial, budget and HR policy of Perm Krai, the organizational and legal basis of a system of public administration by Perm Krai, the main activities of executive authorities in the territory of Perm Krai according to the Federal constitutional law "About Education as a part of the Russian Federation of the New Territorial Subject of the Russian Federation as a result of Consolidation of the Perm Region and Komi-Permyak Okrug", federal laws, the Charter of the Perm region and the Charter of Komi-Permyak Autonomous Okrug, laws of Perm Krai, the Perm region and Komi-Permyak Autonomous Okrug].

Public activity

April, 2011 - participated in the official opening ceremony of the MosBuild exhibition, largest in Russia. Opened the "Resources of Federal Fund of Assistance to Development of Housing Construction for Complex Development of the Industry of Construction Materials" conference. Made the report according to the results of work of the construction industry for 2010 and to perspectives of development of housing construction for the next five years^[2].

July, 2012 - participated in the opening ceremony of a football season in Perm^[3].

On September 25, 2012 - took part in opening of the new interactive research reading room in GKBU "State Archive of Perm Krai"^[4].

On September 25-27, 2012 - took part in opening of an interregional specialized exhibition "Power. Energy saving" in the Exhibition center "Perm Fair" within the III interregional forum "Energy Saving and Energy Efficiency". The forum and an exhibition are planned actions of the Government of Perm Krai for performance of Federal Law No. 261 "About energy saving and about increase in power efficiency".

On October 27, 2012 - attended two concerts of the Perm edge philharmonic hall. At first visited the Big hall on an illusory show of the people's artist of Russia Vladimir Danilin, and then - in the Organ hall on the second department of chamber orchestra "Virtuosos of Italy"^[5].

January, 2013 - took part in annual All-Russian fee of leadership team of the Ministry of Emergency Situations and civil defense forces. During the meeting which took place in Krasnogorsk situated near Moscow results of accomplishment of actions of civil defense in 2012 were considered and the tasks for 2013 are set^[6].

• November 1, 2007 - An Order of Honour - for high achievements in the state activity.

• May 3, 2012 - Order "For Merit to the Fatherland" 4th Class.

• January, 2013 - was awarded with personalized cold weapon - the officer dagger and the letter of acknowledgement - for successful work on protection of the population against emergencies, formation of an effective system of interaction of Emercom of Russia and authorities of the territorial subject of the Russian Federation, a big contribution to development of a system of civil defense in Perm Krai. The award to Victor Basargin was presented by the Minister of Emergency Situations of the Russian Federation Vladimir Puchkov^[6].

Has the competence certificate of Federal Commission on Securities of the I category on the right of professional activity in security market. ^[7] enters the list of owners of "exclusive" license plates (A016MP97)^[7].
