Scientific and Technical Center "Proteus" is engaged in the development and production of a range of software and hardware products for the field of telecommunications and integrated security. The company offers telecom operators, government agencies and commercial enterprises a line of products sold using information technology.
Products and Solutions
A feature of Proteus systems is proprietary software and hardware. The Proteus group of companies offers a line of operator-class solutions for providing a range of services by mobile and fixed-line operators, and also creates comprehensive security systems.

The solutions of NTC-Proteus and subsidiaries are developed in accordance with Russian and international standards. More than 40 mobile and fixed-line operators in 40 countries use the PROTEI STC equipment to serve more than 250 million subscribers around the world, and more than 40 regions of Russia have implemented integrated security systems developed by the PROTEI group of companies.
Performance indicators
2022: Revenue growth by 2.9% to RUB 3,316 million
At the end of 2022, the revenue of the Proteus Research and Development Center increased by 2.9% - to 3,316 million rubles. In the ranking "TAdviser100: The largest IT companies in Russia 2023," such an indicator allowed the company to take 126 lines (26 lines of the list of applicants for inclusion in the number of the largest IT companies in Russia).
History
2024: Rostelecom and Proteus created a software developer
Rostelecom and telecom equipment manufacturer Protei have created a software developer - Protei-RTK LLC. The corresponding entry appeared in the Unified State Register of Legal Entities (USRUL) at the end of January 2024. Read more here.

2021: Revenue growth by 79.6% to RUB 3,221 million
At the end of 2021, the revenue of the STC Proteus company amounted to 3,221 million rubles, an increase of 79.6% compared to 2020, which allowed it to take 128th place in the ranking of TAdviser100: The largest IT companies in Russia 2022.

At the end of 2020, the revenue of the STC Proteus company amounted to 1,793 million rubles.
Formation of the holding company
In 2020, the PROTEI Scientific and Technical Center became a Russian IT holding consisting of 5 legal entities:
- NTC PROTEI LLC (parent company)
- LLC "PROTEI SpetsTekhnika" (special projects)
- LLC "PROTEI Technologiya" (VKS-systems)
- SIGURD-AITI LLC (IP contact centers)
- NEOS LLC (SORM).
The holding employs more than 400 people.
In 2020, the PROTEI Research and Development Center received the status of a backbone enterprise in St. Petersburg.
2019: Security agreement with Sitronics
On November 20, 2019, SITRONICS announced that, together with the PROTEI scientific and technical center, they signed an agreement on cooperation in the field of security, telecommunications solutions and solutions for government agencies. Read more here.
2011: Partnership STC "Proteus"
In May 2011, PROTEUS solutions were installed in 16 countries outside Russia. The main foreign partners are from the countries of the former USSR.
In the CIS countries, PROTEUS operates in Tajikistan, Kyrgyzstan, Uzbekistan, Ukraine, Belarus and Moldova. In the first three countries, among the customers are mobile and fixed-line operators, for which large-scale complex projects have been implemented and are being implemented.
If we talk about non-CIS countries, then STC PROTEI has implemented projects in Jordan, Bahrain, Yemen, Sudan and Cameroon. There are also projects in Senegal, Mauritania and Pakistan. Sales in the Middle East are carried out through a partner - one of the Middle East integrators. There are also implemented projects in Europe - a voice platform (IVR) has been installed in Macedonia, and a complex of service platforms for MVNO in Estonia. The largest cooperation in the far abroad is with the Jordanian mobile operator Umniah.
In addition, PROTEUS is the official supplier of some VAS solutions for Nokia Siemens Networks.
In the international market, the main products promoted are solutions for cellular operators. The portfolio of offers is the same as for customers in the home market, but, as a rule, to adapt the platform to the requirements and business processes of the client, a number of modifications must be made individually, taking into account the specifics of the local market and the peculiarities of the mentality.
2006: Partnership with NSN
NTC PROTEI established a partnership with NSN (then Nokia Networks) at the end of 2006. NSN has a network of global and regional partners whose VAS solutions are used in the complex supply of a respected vendor. As part of expanding the list of such partners, NSN has shown interest in our company's solutions. PROTEUS passed the procedure for assessing the quality of development, product line, level of support, financial position of the company, after which a partnership agreement was signed. Over the years, several joint projects have been implemented in the CIS countries, and some projects have also been implemented in the Russian cellular company MegaFon, which were formally implemented independently by the parties, but would not be possible without close integration. The transition to the Unified Messaging concept, in the opinion of all parties involved in the mentioned project, is the backbone of the development of messaging systems, and therefore the solutions implementing this concept are expected to be in demand by telecom operators in the near future.
1997-2002
In September 2002, an independent company NTC PROTEI LLC was created.
In 1997, the first developments began within the framework of a large research laboratory of the Leningrad Branch Research Institute of Communications (LONIIS).
