2022: Detention in abuse of office case
On July 13, 2022, it became known about the detention of the former Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Management Andrei Gurovich on charges of abuse of office during the construction of a hospital for patients with coronavirus (COVID-19) infection.
According to investigators, in 2020, Gurovich organized the allocation of more than 969 million rubles from the federal budget for the construction of a field hospital in the Murmansk region to treat patients with coronavirus. The field hospital was erected without taking into account the climatic conditions of the region, was not used for its intended purpose and was dismantled.
According to the press service of the Investigative Committee (IC) of the Russian Federation, reliably knowing about these circumstances, Gurovich, who was entrusted with the duties of controlling the spending of allocated budget funds, realizing that the goals of deploying the hospital had not been achieved, did not take measures to effectively use budget funds, as a result of which the budget of the Murmansk region suffered damage in the amount of more than 323 million rubles.
The Investigative Committee, together with the FSB, searched the places of residence of Gurovich and other persons associated with him, as well as in the territorial divisions of ministries and departments. The UK noted that the Ministry of Emergency Situations is assisting in providing the investigation with the necessary documents. The Basmanny Court of Moscow, having granted the request of the investigation, arrested Andrei Gurovich until September 11, 2022. [1]
The President Russia Vladimir Putin dismissed Gurovich from the post of deputy head of the Ministry of Emergency Situations at the end of May 2022, he held this position since June 2018. 2023: Sentence - 5 years in prison for abuse of authority
On December 29, 2023, the Moscow City Court sentenced Andrei Gurovich, a former deputy minister for civil defense, emergencies and disaster management. He was found guilty of committing a crime under Part 3 of Article 285 of the Criminal Code of the Russian Federation (Abuse of office), during the construction of a hospital in the Murmansk region for patients with coronavirus COVID-19.
According to the press service of the Moscow courts of general jurisdiction, Andrei Gurovich was sentenced to 5 years in prison, serving in a general regime colony , and depriving him of the right to hold positions in state bodies of the Russian Federation related to the exercise of organizational and administrative powers and the functions of a government representative for a period of 2 years. The process took place in the Moscow City Court behind closed doors, since the case contains classified materials.
According to Kommersant, a 700-bed medical institution in Murmash, Murmansk region, with resuscitation and an intensive care unit, was deployed on behalf of President Vladimir Putin. About 2.5 billion rubles were allocated for the implementation of the project.
Four months after the grand opening of the hospital, the governor announced its closure, since the facility was not needed - the situation in the nearby Belokamenka shift camp, the focus of infection, "was stable." Equipment from the hospital was distributed to other hospitals, the newspaper notes.
