2022: Installation of the Outpost system

Holding Roselectronics"" of the State Corporation Rostec on June 9, 2022 announced that it had installed a detection, monitoring and prevention system computer attacks "" Outpost at the test bench, "" Safe City created by order. EMERCOM of Russia The solution provides as well personal data protection as from data at automated control systems critical sites.

Thanks to special algorithms, the Outpost system manufactured by the Avtomatika Concern provides information security and protection against computer attacks on state and corporate information systems, automated control systems for production and technological processes.

"Outpost" is able to monitor the integrity of resources, create a log of reports and system messages, inventory software, report on the instability of the complex of hardware.

As of June 2022, the use of systems that allow you to detect and minimize the effects of external malicious influences in the early stages is a critical and urgent task. This is especially important when it comes to ensuring information security of such large hardware and software systems as Safe City, which must constantly accumulate and analyze a large amount of data, "said Andrey Motorko, General Director of the Avtomatika Concern.

The test bench was created as part of the implementation of RESEARCH AND DEVELOPMENT the Ministry of Emergency Situations Russia to develop uniform standards for the development of the Safe City agro-industrial complex. It allows you to simulate scenarios for responding to various types of threats, work out algorithms for interdepartmental interaction, as well as increase the efficiency and speed of decision-making in emergency situations.

R&D is being implemented within the framework of a contract concluded following competitive procedures between the Russian Emergencies Ministry and the National Center for Informatization at the end of 2020.

2020: Contractor selection

As it became known at the end of October 2020, the National Center for Informatization (NCI) became the winner of a tender for research and development work (R&D) related to the creation of uniform standards for the future project of the Ministry of Emergencies for the development of the hardware and software complex (APC ) "Safe City."

Kommersant writes about this with reference to the general designer of the agro-industrial complex Oksana Yakimyuk and the corresponding project, the implementation of which was also claimed by the Voskhod Research Institute, Sitronics JSC (part of AFK Sistema), Bauman Moscow State Technical University, NPO Rusbitteh JSC, Morins-Agat Concern JSC.

The National Center for Informatization has begun to develop GIS for the Ministry of Emergency Situations

According to Yakimyuk, as a result of R&D within three years, it is planned to introduce uniform concepts, definitions, relationships, standards for predictive and analytical models, emergency response scenarios and a legislative framework for the entire industry of the creators of Safe City. In addition, a draft federal law will be prepared, which will oblige the subjects to launch this agro-industrial complex, but the systems already launched in cities will not have to be redone, she stressed.

In addition, it is assumed that the owners of commercial CCTV cameras (shopping centers, shops, etc.) will have to transfer images from their cameras to the GIS, Yakimyuk added.

Director of the Internet of Things Association Andrei Kolesnikov believes that the creation of a single conceptual apparatus, which the NCI will do, should have begun even before the introduction of the first elements of the "Safe City."

This is the basis for the work of such a system. Without such a solution, without a single ontology, various vendors will launch their solutions for this project, but they will be scattered: the devices will speak different languages with each other, and the information shipped from them cannot be brought together, "he explained.[1]
