Andrey Motorko was born on August 6, 1976.

2017: CEO of Signal NPP
In 2017, Andrei Motorko joined the Avtomatiki team, taking the post of General Director of Scientific and Production Enterprise Signal JSC, which is part of the concern.
Under the leadership of Motorko, the company underwent diversification of production, which made it possible to significantly increase revenue for civilian products.
2018: First Deputy General Director of Avtomatika Concern
Since 2018, he worked as First Deputy General Director of JSC Concern Avtomatika.
2021: General Director of Avtomatika Concern
Andrey Motorko became the General Director of the Avtomatika concern of Rostec State Corporation. In this position, he replaced Vladimir Kabanov, who headed the joint-stock company since 2018. This was announced on May 31, 2021 by TAdviser representatives of Avtomatika.
In recent years, the partnership relations of the Avtomatika concern have expanded both with commercial companies and with government agencies. Under the leadership of Andrei Motorko, projects of the state defense order are being implemented, work is underway to improve the existing and create the latest equipment for the Armed Forces of the Russian Federation and the commercial segment.
2023: Arrest in the case of illegal receipt of subsidies from the Ministry of Industry and Trade for software development
At the end of June 2023, the Presnensky District Court of Moscow arrested for two months the general director of the Avtomatika concern, which is part of the Rostec state corporation, Andrei Motorko, and the head of the research organization No. 3 of this enterprise, the project manager for satellite systems, Alexander Nesterov. Both are accused of especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation).
Lawyer Kirill Skarabevsky, defending Alexander Nesterov, told Kommersant at the end of June 2023 that it was problematic to comment on anything at this stage.

According to Kommersant, the Ministry of Industry and Trade appealed to the investigating authorities and wants to return about 300 million rubles of the subsidy allocated to the Avtomatika concern for the development of antenna systems for satellite communication stations. Rostec's subsidiary was supposed to develop hardware and software, but the audit showed that Avtomatika actually issued antenna complexes purchased in China for its development. The ministry sent the relevant materials to the Investigative Committee. The agreement between the Ministry of Industry and Trade and the Avtomatika concern was concluded on June 15, 2021. Within three years, the company was supposed to receive a subsidy from the budget totaling 400.746 million rubles.
Rostec stated that the use of imported components is allowed by an agreement between Avtomatika and the ministry during development work, RBC reports. The state corporation believes that the development of systems is carried out in accordance with the schedule approved by the Ministry of Industry and Trade, and Avtomatika "is at the stage of manufacturing prototypes of products with the replacement of foreign parts with domestic ones."[1]
2024: Transfer to house arrest
On July 22, 2024, the Moscow City Court softened the preventive measure to the general director of the Avtomatika concern, Andrei Motorko, who is accused of large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). At the request of the investigator, the man was transferred from the pre-trial detention center to house arrest.
The top manager is in the case of fraud with budget subsidies in the amount of 300 million rubles received from the Ministry of Industry and Trade. According to the Kommersant newspaper, the petition to change the preventive measure was announced by the investigator in connection with some "changed circumstances." The investigation asked not to keep the defendant in the pre-trial detention center, but to release him under house arrest. This petition was asked to satisfy the representative of the prosecutor's office, Motorko himself and his lawyer. As a result, assessing the positions of the parties, the judge made a positive decision on the issue.

According to Kommersant, shortly before the meeting, the general director of Avtomatika was charged with the final version, and the investigation's petition to change the preventive measure followed shortly after Motorko concluded a pre-trial cooperation agreement with the prosecutor's office. It, among other things, involves testifying about unknown criminal episodes or defendants.
Meanwhile, as RIA Novosti notes, referring to information received from an informed source, Motorko confessed and partially pleaded guilty to fraud. Part 4 of Art. 159 of the Criminal Code of the Russian Federation provides for punishment in the form of imprisonment for up to 10 years with a fine of up to 1 million rubles. As part of this case, the head of the Avtomatika NIO-3, Alexander Nesterov, was also arrested, who, as of the end of July 2024, remains in jail.[2]
