Biography

Born in 1961 in the Shatsky district of the Ryazan region.

1981: Service in the Department of Internal Affairs

In 1981, he joined the internal affairs bodies as a policeman of 162 companies of the PPS PPS of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow. He went from the investigator of the investigative department of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow to the deputy head of the department - the head of the department for the investigation of organized criminal activities of the Internal Affairs Directorate of the Southern Administrative District of Moscow.

1987: Moscow Higher Police School of the Ministry of Internal Affairs of the USSR

In 1987 he graduated from the Moscow Higher Police School of the Ministry of Internal Affairs of the USSR (since 2014 - Moscow University of the Ministry of Internal Affairs of the Russian Federation named after V. Ya. Kikot) with a degree in Law.

2000: Academy of Management of the Ministry of Internal Affairs of Russia

In 2000 he graduated from the 1st faculty of the Academy of Management of the Ministry of Internal Affairs of Russia.

2001: Internal Affairs Directorate for the Southern Administrative District of Moscow

From 2001 to 2003 worked at the Internal Affairs Directorate for the Southern Administrative District of Moscow as Deputy Chief of Management - Chief of Staff.

2006: Central Internal Affairs Directorate in Moscow

Since 2006, he served as head of the Public Order Department of the Central Internal Affairs Directorate in Moscow.

Since June 2010, he worked as deputy chief of the Central Internal Affairs Directorate for Moscow - chief of staff.

2011: Ministry of Internal Affairs of Russia

In April 2011, he was appointed deputy head of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow.

On June 16, 2012, by decree of the President of Russia, he was appointed Deputy Minister of Internal Affairs of the Russian Federation.

2021: Appointment of FSIN Director

On November 25, 2021, Russian President Vladimir Putin signed a decree appointing Arkady Gostev as the new director of the Federal Penitentiary Service (FSIN). He replaced Alexander Kalashnikov, who headed the department since 2019.

Before becoming the head of the FSIN, Gostev served as Deputy Minister of Internal Affairs of Russia. Alexander Brod, a member of the Presidential Council for the Development of Civil Society and Human Rights (HRC), in a conversation with RIA Novosti, expressed the opinion that the new director of the FSIN will have to take decisive actions as soon as possible to reconfigure the system, including it is important to strengthen contacts with human rights activists and experts.

Putin appointed a new head of the FSIN

As an informed source told Interfax, Kalashnikov's dismissal is due to incidents in the pre-trial detention center and the colonies of the Saratov region and other regions that received wide public outcry.

In October 2021, the human rights project Gulagu.net published videos of torture and rape in a Saratov prison hospital. In connection with the incident, 12 criminal cases were opened, 18 employees of the department were dismissed from the FSIN.

Of course, the president's decision was influenced by the flow of information about torture in the FSIN system. This information appears regularly over the years. Now everyone saw particularly egregious videos of bullying. There was a wide public outcry. So far, not a single head of the department has managed to reverse this dangerous trend, and solving this issue is not a matter of one year, "Brod said.

The founder of the human rights project Gulagu.net Vladimir Osechkin believes that, having appointed Deputy Minister of the Ministry of Internal Affairs as head of the FSIN, Vladimir Putin transferred control on the penitentiary system to the Ministry of Internal Affairs. The change of position significantly changes the arrangement of forces in the power bloc of Russia and will lead to numerous high-profile resignations and a series of new criminal cases and arrests, he added.[1]
