2026: Ex-Deputy Director Larisa Leontyev was given 6 years in prison for fraud in the purchase of ventilators

On February 25, 2026, the Basmanny District Court of Moscow sentenced the former first deputy director of FSUE Main Military Construction Directorate No. 4 Larisa Leontyeva and designer Ferutdin Zakirov to 6 years in a general regime colony. They were found guilty of fraud on an especially large scale (part 4 of article 159 of the Criminal Code) when purchasing artificial lung ventilation devices (IVL) for the needs of the Ministry of Defense during the COVID-19 coronavirus pandemic. 2020: Detention of Deputy General Director Nikitin

In 2020, Ruslan Nikitin, the first deputy general director of FSUE Main Military Construction Directorate No. 4, tried to get a kickback of 7% of construction income from subcontractor Dmitry Shurov, who was supposed to build a field office of the Central Bank of Russia No. 10462 in Sevastopol and a house for the military. The total value of contracts amounted to more than 1 billion rubles.

In December 2019, they met at the Ararat Park Hyatt Moscow Hotel on Neglinnaya Street, where Nikitin persistently demanded that the subcontractor pay him and threatened to suspend further advance payments.

On November 11, 2020, Nikitin's intermediary came to Shurov for money at Ararat Park Hyatt Moscow. Upon receipt of them, he was detained, having seized $20 thousand from him and a paper "doll" imitating 10 million rubles.

The entrepreneur, as it turned out, acted under the control of the FSB and recorded everything that happened at the meeting. Nikitin was later detained in Izhevsk.
