At the end of September 2024, the Ministry of Finance of Russia revealed the details of the process of digitalization of initiative budgeting in the country. Head of the Department of Budget Methodology of the Ministry of Finance Tigran Baghdasaryan presented information on the current state and prospects for the development of digital instruments in this area.

According to the press service of the Ministry of Finance of Russia, the department actively cooperates with the Ministry of Digital Development, Communications and Mass Media, the Agency for Strategic Initiatives and the scientific community to develop and implement digital solutions in the field of initiative budgeting. One of the key areas is the creation of technical solutions on the public services portal to organize various practices in this area.

Tigran Baghdasaryan noted that the mechanisms being developed will make it possible to organize a digital collection of ideas and projects, their consideration by citizens, a competitive selection and other stages of implementation of initiatives. Thanks to this, citizens will have the opportunity to track the full history of the project from the idea to the final stages of its implementation.

Pilot testing of the new functionality has already taken place in three regions of Russia: Krasnoyarsk the region, Kaliningrad and. As part of Ivanovo regions the pilot project, 37 projects with a total value of ₽102 million were initiated, the implementation of which is scheduled for the end of 2024.

Digitalization of initiative budgeting is aimed at solving several important problems. Among them are improving the quality and reducing the time for collecting data on implemented projects of citizens, reducing financial and labor costs for regions and municipalities in terms of creating and supporting their own digital portals, as well as expanding the number of regional and municipal practices for initiative budgeting in digital format.[1]

In particular, due to the digitization of the procedure, budget funds are redistributed 2 times faster within the framework of national projects and state programs. At the same time, budget money is tightly tied to specific results - it is impossible to redistribute them without changing the indicators in the corresponding passports. This approach will also be applied when implementing new national projects.

To further improve the current management model, a number of digital projects are planned. First of all, this concerns the development of the domestic infrastructure for data transmission and processing, the creation of its own electronic platforms in key sectors and public administration, as well as ensuring the information security of our country, the official said.

In parallel, it is planned to create new and improve existing digital services based on feedback from citizens and businesses. It is a key element of the digital control model. The government necessarily uses feedback to assess the quality of decisions made and determine new tasks, Grigorenko added.

He also stressed that on behalf of the president, from 2025 it is planned to legislate the inspections solely on the basis of a ricoriented approach. For 2024, the effectiveness of risk checks averages 85%. On other grounds - 52%.

Mishustin approved the strategy of digital transformation of public administration

On March 20, 2024, Russian Prime Minister Mikhail Mishustin approved a strategy for digital transformation in the field of public administration. The purpose of the program is to ensure free, sustainable, safe information interaction between state authorities, citizens, business, as well as technological independence and security of the critical information infrastructure of the Russian Federation.

The strategy covers the period until 2030 and provides for the implementation of a number of large-scale initiatives. One of them is "Public services Online": within the framework of this project, it is planned to increase the number of services provided in electronic format from 60 in 2024 to 100 in 2030. Moreover, thanks to the automatic formation of results, all these services will be provided at the time of appeal. This will allow you to abandon the use of documents on paper when business and citizens interact with the state, and will also eliminate the need for personal presence in the process of providing the service.

Mikhail Mishustin approved the strategy of digital transformation in the field of public administration

Another project is called "Typical cloud solution of the electronic document management system." Its implementation will allow by 2030 to transfer all local self-government bodies, as well as state and municipal institutions to electronic document management and make them participants in a single information space of interaction.

The initiative "Typical automated workplace of a civil servant" involves the introduction of communication services based on domestic software for effective and safe interaction between employees of state authorities. The set of available applications will include a messenger, email, address book, audio and video communication services, calendar, as well as file storage with the ability to jointly edit documents. It is assumed that by 2030 all employees of the authorities will use such solutions. This will increase the level of information protection, as well as ensure the possibility of prompt interaction of government officials.

The strategy provides for the development and expansion of the GosTech platform, including the creation of trusted solutions in the field of artificial intelligence. This project implies an increase in the share of state information systems created and operated on the basis of GosTech: in 2026 the indicator should be 20%, in 2028 - 40%, and in 2030 - 100%. Among the other key tasks of the program are:

  • Increase the efficiency of work and interagency interaction of users through instant search and interaction of civil servants;
  • Use of domestic and/or freely distributed software with; open source
  • Ensuring the possibility of permanent and temporary storage, search and processing of original archived documents in electronic form, ensuring their safety, authenticity, integrity and suitability for use throughout the storage period;
  • Improving the convenience and quality of obtaining state and commercial services for a citizen both in personal presence and online;
  • Providing conditions for the development of artificial intelligence technologies, including the formation and updating of data sets for model training;
  • Creation of centers for data management and artificial intelligence in government bodies, as well as the formation of a list of trusted solutions in the field of AI;
  • Ensuring the process of creation, development and operation of state information systems on the GosTech platform[2]

2023: Ministry of Digital Development introduces accounting of IT assets for digital transformation of public administration

In early October 2023, it became known that the Ministry of Digital Development was introducing accounting for IT assets for the digital transformation of state and municipal administration. We are talking about information technology components (information systems, software and technical complexes), regulatory and financial support, as well as the required competencies of employees in this area.

The explanatory note of the Ministry of Digital Development states that the accounting carried out as of October 2023 does not meet the existing challenges. In particular, it is limited in subject composition, and the objects of accounting are only information systems and components of the information and communication infrastructure, created at the expense of the federal and regional budgets, as well as extrabudgetary funds. Another problem is that accounting does not cover all stages of the life cycle of objects. It is not possible to assess and identify duplication of accounting objects and their functions, to check their actual presence, reliability and completeness of information. Plus, it is not possible to identify areas of activity that are not covered by digital transformation.

Therefore, it is proposed to create the basis of a legal mechanism for the formation in Russia of a new type of accounting in the field of digital transformation of state and municipal administration, the object of which is IT assets in their expanded interpretation, not limited only to information technology components. It is assumed that government agencies will post information about their assets in the federal state information system for coordinating informatization. The process will be controlled by the Competence Center for Accounting and Control of IT Assets - a state institution subordinate to the Ministry of Digital Development.

The central accounting tool is the subject's digital profile, which is a holistic information model designed to "connect all aspects of its digital transformation activities based on a set of structured and recorded information about IT assets and events with them."[3]

2021: Mishustin approved a strategic direction in the field of digital transformation of public administration until 2030

In October 2021, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation, which approved a strategic direction called "Digital Transformation of Public Administration." As part of this plan, it is planned to solve several tasks:

  • create an automated system for collecting and analyzing reports on all socio-economic indicators;
  • digitize the sources of such data and start the process of their continuous processing;
  • transfer business checks to a remote format;
  • ensure automation of the budget process and accounting.

The press service of the Cabinet of Ministers believes that the implementation of the initiative will allow the authorities to receive information on the state of the sectors of the economy and social sphere in real time and will increase the quality and efficiency of decisions made. And the digitalization of the preparation, coordination and execution of budgets at all levels, the automatic formation of reports and analytics using the "one button" will help ensure control over the delivery of budget payments to citizens.

The Government believes that a unified digital control and supervision platform will make it possible by 2030 to transfer up to 90% of business inspections to remote mode where possible. Entrepreneurs will be able to receive personalized updates from the state according to mandatory requirements. Data on inspections from a single system will be used to compile a rating of enterprises by reliability level.

The digital transformation of public administration also implies the creation of a unified system for the provision of public services. On this platform, departments will be able to independently translate various services into electronic form and provide them in a proactive format, including depending on the user's life situation.

The Ministry of Digital Science has been appointed responsible for the implementation of the Digital Transformation of Public Administration strategic Ministry of Digital Development. The Ministry of Economic Development, the Ministry of Industry and Trade and some other departments will be co-executors.[4]
