Prime Minister Mikhail Mishustin appointed curators of national goals for the development of digital technologies and UAVs
On August 6, 2024, Prime Minister RFMikhail Mishustin appointed deputy prime ministers, as well as ministries and departments that will oversee work to achieve the national development goals determined by the president until 2030 and for the future until 2036. We are talking, in particular, about digital technologies and unmanned aerial vehicles (UAVs).
The head of the Government of the Russian Federation Dmitry Grigorenko will be responsible for achieving indicators of digital maturity of state and municipal administration. He will have to oversee work to increase the share of Russian households connected to broadband Internet. It is expected that by 2030 the figure will reach 97%, and by 2036 - 99%. The development of Internet infrastructure is part of the national project "Data Economics and Digital Transformation of the State." The Ministry of Digital Development together with other ministries will solve these problems. In addition, Grigorenko was entrusted with the development of initiatives in the field of artificial intelligence.
Deputy Prime Minister Vitaly Savelyev, in turn, has been appointed responsible for the creation of unmanned air systems. And work in the field of new energy technologies will be supervised by Deputy Prime Minister Alexander Novak. First Deputy Prime Minister Denis Manturov is responsible for achieving the goals of technological leadership, in particular, ensuring technological independence in various fields.
A single plan to achieve national development goals will be developed by the Ministry of Economic Development and the Ministry of Finance. It must be submitted by November 1, 2024. Such a plan will be created taking into account the ready-made passports of national projects, which should be submitted to the Government of the Russian Federation no later than September 15, 2024.[1]

Russian President Vladimir Putin signed a decree on the country's national development goals for the period until 2030 and for the future until 2036. The document pays great attention to digitalization and the transition to domestic software.
One of the goals is to achieve Russia's technological leadership. It involves the implementation of the country's technological independence and the formation of new markets, Russia's entry by 2030 into the top ten countries of the world in terms of research and development. According to the decree, by 2030 the share of research and development costs should be at least 2% of GDP, and the share of domestic high-tech goods and services created on the basis of their own development lines in the total consumption of such goods and services in the Russian Federation should increase 1.5 times compared to 2023. By 2030, the revenue of small technology companies in Russia is expected to increase by more than 7 times compared to 2023.
The next goal is related to the digital transformation of state and municipal administration, economics and the social sphere. She suggests:
achieving by 2030 the "digital maturity" of state and municipal government, key sectors of the economy and social sphere, including healthcare and education, involving the automation of most transactions within the framework of single industry digital platforms and data-based management models, taking into account the accelerated introduction of technologies for processing large amounts of data, machine learning and artificial intelligence |
In accordance with the presidential decree, at least 80% of Russian organizations should switch to domestic software (when used in systems that ensure the main production and management processes), and in the public sector - up to 95%:
increase by 2030 to 95 percent of the share of Russian software use in state bodies, state corporations, state-owned companies and business companies, in the authorized capital of which the share of the Russian Federation in aggregate exceeds 50 percent, as well as in their affiliated legal entities. |
The share of public services provided in electronic form should reach 99%. This also includes the task of introducing a system for supporting decision-making within the framework of providing at least 100 mass socially significant public services in electronic form in a proactive mode or with the direct appeal of the applicant, through the introduction of a single digital platform in the authorities.
In addition, it is reported that the proportion of households with access to high-speed broadband Internet should reach 97% by 2030 and 99% by 2036. Putin instructed to create a system of effective countering IT crimes, which would reduce the damage from such acts, as well as ensure network sovereignty and information security on the Internet.
According to the decree, in 2025-2030. the growth rate of investment in Russian IT solutions should be twice the growth dynamics of Russia's GDP. Another order included in the national development goals of the Russian Federation implies the formation of a data market, their active involvement in the work, storage, exchange and protection. It is also planned to create a system for the selection, development and rotation of personnel for state authorities and local governments on the basis of the principles of equal opportunities, the priority of professional knowledge and qualifications, including mechanisms for regular assessment and feedback within the framework of a single digital platform.
The decree comes into force on the day of publication. The document recognizes as invalid the decree on national goals of July 21, 2020.
At the inauguration ceremony on May 7, 2024, Vladimir Putin stressed that Russia will become even stronger and will definitely implement long-term plans and large-scale projects aimed at achieving development goals, the main of which is national economy.
