For comparison, in 2022 the share of pneumonia was 4.6% (551,169 cases, of which the virus was identified in 80.9% of cases).

Chickenpox in 2023 in terms of economic damage still occupied one of the leading places. More than 758 thousand cases of the disease were registered, the incidence rate was 516.99 per 100 thousand population with an average long-term level of 574.44 per 100 thousand total population. Rospotrebnadzor specialists also recorded an increase in the incidence of certain infections - whooping cough, measles and others.[1]

The Moscow Department of Health has issued a rating of Russian regions in terms of population health. CARD

The Moscow Department of Health, together with the Research Institute of Health and Medical Management, in October 2024 published a rating of Russian regions on the population health index. The study, taking into account 23 different indicators, revealed significant differences in the health level of residents of different subjects of the country.

The rating methodology is based on the recommendations of the World Health Organization on calculating the urban health index, adapted to Russian realities. The key assessment criteria were healthy life expectancy and working-age mortality.

The leaders of the rating with an index of 0.239-0.241 were Moscow, North Ossetia - Alania, Sevastopol, St. Petersburg and the Tyumen region. At the opposite end of the scale with indicators of 0.000-0.191 were the Ivanovo, Tver, Pskov and Jewish Autonomous Regions.

The researchers divided all regions into ten levels. The highest level includes 13% of subjects, to the second - 26%, to the third - 29%, to the fourth - 21%. The remaining 11% of regions received the lowest ratings.

The compilation of the index took into account various factors, including socio-demographic and economic indicators, employment and education levels, sanitary and environmental conditions, the prevalence of socially significant diseases, the adherence of the population to a healthy lifestyle and the state of the health care system.

Andrei Starshinin, Deputy Head of the Moscow City Health Department, noted that this study is the first step in creating a comprehensive system for assessing the public health of regions. He stressed the need for further detailed study of the results to identify problem areas in each subject.

The study of the Moscow Department of Health complements the data of Rosstat, which earlier in 2024 published a forecast of the rate of population decline in the regions of Russia until 2045. According to this forecast, the largest population decline is expected in large regions, including Moscow, Moscow, Rostov regions, St. Petersburg, Krasnodar Territory and Nizhny Novgorod region.[3]

Russian President Vladimir Putin approved national development goals in the field of health care

On May 7, 2024, President Vladimir Putin signed a decree "On National Development Goals of the Russian Federation for the Period until 2030 and for the Future until 2036." This, in particular, is about strengthening the health sector and improving the health of citizens.

The document, as noted, is aimed at ensuring sustainable economic and social development of Russia, strengthening state, cultural, value and economic sovereignty, as well as increasing the population of the country and increasing the standard of living of citizens. The program provides for an increase in the total birth rate (the average number of children per woman) to 1.6 by 2030 and to 1.8 by 2036.

Vladimir Putin signed a decree "On the national development goals of the Russian Federation for the period up to 2030 and for the future until 2036"

In addition, it is said to increase life expectancy to 78 years by 2030 and to 81 years by 2036. A decrease in the differentiation of life expectancy indicators by at least 25% compared to the level of 2023 is spelled out by 2036. The formation of a healthy lifestyle and the creation of conditions for the timely prevention of diseases should contribute to a decrease in the total duration of temporary disability of people of working age by 2030.

It is planned to create and launch by 2030 a digital platform that contributes to the formation, maintenance and preservation of human health throughout his life, based on the principle of data-based management. By 2030, it is also planned to increase the number of elderly people and disabled people (up to 500 thousand people) who receive long-term care services. It is planned to reduce the poverty level below 7% by 2030 and below 5% by 2036, including the poverty level of large families to 12% by 2030 and to 8% by 2036.[4]

The Ministry of Health has not reached five targets for federal projects. Worst of all in the Fedproject "Digital Health Circuit"

The Ministry of Health of the Russian Federation has not reached five targets for federal projects in 2023. This became known on June 27, 2024. The lowest results were demonstrated by the federal project "Digital Health Circuit," the level of budget execution of which was only 83.5%.

According to the Accounts Chamber of the Russian Federation, out of 61 indicators of federal projects that are part of the national project "Healthcare," five (8.2%) were not achieved. Four of them belong to the federal project "Medical personnel of Russia," and one to the project "Development of the primary health care system."

The Ministry of Health of the Russian Federation has not reached five targets for federal projects in 2023

Within the framework of the project "Medical Personnel of Russia," it was not possible to achieve the planned level of provision of the population with doctors providing specialized medical care and medical ambulance workers. Also, the target share of specialists admitted to work through the accreditation procedure was not achieved. In the primary care segment, the planned proportion of citizens for whom the results of medical examination were available on the public services portal was not achieved.

As reported in the report of the control department, the lowest level of budget execution was recorded under the federal project "Digital Health Circuit." 9.7 billion rubles were spent on its implementation, which is only 83.5% of the planned volume. The reason for this low indicator was insufficient funding for the creation of a national digital platform "Health" and the introduction of modern information systems in health care.

According to the Accounts Chamber of the Russian Federation, the total amount of funds allocated for the implementation of the national project "Healthcare" in 2023 amounted to 320 billion rubles.[5]

In August 2023, the Ministry of Health of the Russian Federation presented new goals of the state program "Health Development." Among the new tasks are the integration of the DPR, LPR, Kherson and Zaporizhzhya regions into the Russian health care system, medical and social assistance to war veterans who took part in a special military operation, as well as the development of the Healthcare domain on the Gostech platform. Services for certain life situations will be collected there.

The Russian Ministry of Health approved the state program purposes "Development of health care"

The changes developed by the Ministry of Health affect the architecture of the state program. The state program will consist of a project part, which includes a national project, and a process part, which will contain current measures to finance medical care and solve urgent health issues in the Russian Federation. All these activities will be combined in the form of departmental targeted programs.

The first section of the document "Assessment of the current state of health protection of citizens" has been completely rewritten - it updated the data, supplementing it with statistics for the results of 2022, and also excluded previously present negative data, trends, and a critical assessment of the health care system.

For example, the wording "there is an insufficient level of quality of primary health care and its accessibility to the population" has disappeared from the text - instead of it there is "thanks to the implementation of federal projects in primary care at the created more than 4 thousand feldsher, feldsher-obstetric points, medical outpatient clinics for four years more than 3.5 million visits." The mention of medical examination of the population is excluded, while earlier in the document there was a thesis "the formal approach of medical workers to medical examination is often revealed. Citizens have not formed a need for its annual passage. "
