Allocation of ₽31,3 billion for the project until 2030
The government Russia is allocating ₽31,3 billion for the implementation of the national project "New Health Saving Technologies" between 2025 and 2030. This was announced in mid-October 2024 by the Minister health care Mikhail Murashko of the Russian Federation at a meeting of the Committee on State Thoughts Budget and Taxes.
According to TASS, the funds will be used to develop and introduce new drugs, medical devices, methods of assistance and technologies in the healthcare sector. In addition, part of the funding will go to the creation of products within the framework of ensuring medical safety.
The minister stressed that the main goal of the project is to achieve a high level of technological sovereignty in the field of medical technologies, the production of drugs and products by 2030. The project includes both scientific and practical components.
The national project "New Health Saving Technologies" was developed in pursuance of the instructions of Russian President Vladimir Putin. Its main task is to improve the duration and quality of life of citizens by introducing innovative technologies into health care.
Within the framework of the project, it is planned to create a modern, high-tech health care system that meets the needs of society and modern challenges. It is expected that the implementation of the project will reduce mortality and disability from non-communicable diseases by 20-25%, as well as increase life expectancy to 78 years or more.
The project provides for the creation of conditions for the mass introduction of digital medical technologies and the remote provision of medical care. It is planned to increase the share of domestic production of drugs to 90%, and medical devices - to 40%.
Particular attention will be paid to the development of technologies in the field of regenerative biomedicine and tissue engineering aimed at preventing and correcting age-related cognitive impairment. It is also planned to create 25 gene therapy drugs and personalized cell products.[1]
Ministry of Health: 210 billion rubles will be spent on the new national project "New Health Saving Technologies"
At the end of August 2024, it became known that 210 billion rubles would be allocated for the implementation of the national project "New Health Saving Technologies." The funds will come from both the federal budget and extrabudgetary sources.
Tatyana Semenova, Deputy Minister of Health of the Russian Federation, told TASS about the planned financing of the named program. According to her, until 2030, it is planned to allocate about 60 billion rubles from the federal budget for the implementation of this national project. The amount of extra-budgetary funding, including the own funds of organizations, will amount to another 151 billion rubles.
The national program will include five key federal projects. These are "Management of Medical Science," "Technologies for the Development of Medical Devices, Medicines and Next-Generation Platforms," "Biomedical and Cognitive Technologies of the Future," "Regenerative Biomedicine, Technologies for Preventive Medicine, Ensuring Active and Healthy Longevity," and "Industry for Healthcare."
Deputy Prime Minister Tatyana Golikova said that the national project "New Health Saving Technologies" is focused primarily on the development of new, advanced, innovative achievements of Russian medicine. The program will begin to be implemented on January 1, 2025.

Import substitution of medical products by 40%. The government has outlined the goals for the national project "New Health Saving Technologies"
On July 3, 2024, it became known that the Russian government presented the main goals of the new national project "New Health Saving Technologies," paying special attention to import substitution in the medical sphere. According to the announced plans, the share of domestic production of vital and essential medicines should reach 90%, and medical devices - 40%.
Prime Minister Mikhail Mishustin noted the high dynamics of import substitution in 2024. In the first five months, the growth in the production of drugs and medical devices approached 8%. The national project is designed to support this trend and contribute to the further development of domestic production in the medical industry.
Within the framework of the project, it is planned to develop 25 gene therapy drugs and personalized cell products, as well as 11 products based on artificial intelligence. These innovative developments are designed to strengthen Russia's position in the field of high-tech medicine.
Deputy Prime Minister Tatyana Golikova stressed that in 2023 the import of medical products to Russia decreased by 4.5%. The average annual increase in the volume of industrial production of medicines and medical devices exceeds the indicators of other sectors of the economy, coming in third place among all sectors.
As of the beginning of July 2024, "road maps" for organizing the production of previously imported drugs and medical devices include 186 drugs and 368 medical devices. This indicates the scale of the ongoing work on import substitution in the medical field.
It is worth noting that the import substitution program in Russia started ten years ago, in 2014. Then foreign medical equipment accounted for 80% of the market, and even according to optimistic forecasts, the share of domestic medical products by 2024 should have been only about 30%. The new targets outlined by the government show significant progress in this direction.[3]

On June 10, 2024 Ministry of Health Russia , he presented the parameters of the new national project "New Health Saving Technologies," the purpose of which will be the development of biomedical and preventive technologies, as well as the expansion of the network of national medical research centers (NMIC). These measures are aimed at strengthening the technological sovereignty of domestic health care and improving the quality of medical care.
Within the framework of the national project, significant investments are envisaged in the development of the production of the most popular drugs and medical devices, as well as in the modernization of perinatal centers and the expansion of the network of women's consultations. According to the Ministry of Health, federal programs will continue to implement digital services and improve the emergency system.
As the interim director of the Department of Monitoring, Analysis and Strategic Development of Health of the Ministry of Health of the Ivan Deyev said on June 10, 2024, the department has prepared plans for three new national projects: "Long and Active Life," "New Health Saving Technologies" and "Family." In total, these are 16 federal projects implemented with the participation of the Ministry of Health.
The largest number of subroutines - eleven - is included in the national project "Long and Active Life." According to Ivan Deyev, this project covers the modernization of primary health care, the fight against major non-communicable diseases (cancer, cardiovascular, diabetes mellitus), as well as the development of the NMIC network and the introduction of digital services. In addition to this project, measures will be implemented to combat hepatitis, preserve medical personnel and build a network of reception rooms for emergency centers.
The national project "New Health Saving Technologies" also involves support for medical science and technologies related to disease prevention. Deyev noted, special attention will be paid to the development of biomedical developments, which will significantly improve the quality of diagnosis and treatment of patients. Among the priorities is support for scientific research and innovative projects aimed at creating new methods of treatment and prevention.
President Vladimir Putin instructed the government to launch a national project to develop modern health saving technologies and expand the NMITs network by the end of 2024. In his opinion, this will allow domestic healthcare to ensure technological sovereignty and increase the competitiveness of Russian medical technologies at the international level.[4]

According to the head of the Association of Russian Pharmaceutical Manufacturers Viktor Dmitriev, the drug industry needs one regulator, since the situation when several departments are responsible for the production, registration and circulation of pharmaceuticals entails a discrepancy of actions.
