Svetlana Gashkina, Director of the Department of Budgetary Policy in the Social Sphere and Science of the Ministry of Finance of Russia, said that taking into account 40 amendments, budget expenditures under the Healthcare section will increase by 20 billion rubles in 2023, by 17.9 billion rubles in 2024, and by 14.3 billion rubles in 2025. Deputies noted that they are concerned about the reduction in allocations for the construction or reconstruction of children's hospitals (buildings) by 1.9 billion rubles in 2023.
Part of the budget allocations may go to the development of the infrastructure of four new regions, which were included in Russia in early October 2022. Deputy Prime Minister of the Russian Federation Marat Khusnullin said on November 11 that only in the territory of the Lugansk and Donetsk People's Republics by the end of the year it is planned to complete restoration and repair work at 82 healthcare facilities.
It is assumed that in 2024 health care costs may amount to 1.511 trillion rubles (17.9 billion rubles more than laid down in the current draft budget), in 2025 - 1.524 trillion rubles (14.3 billion rubles more).
When considering the draft federal budget for 2023-2025, the Accounts Chamber found that the Ministry of Construction did not take into account the proposals of the Ministry of Health on additional allocation of funds for capital investments to complete the construction of seven institutions of medical science and education. By the end of 2020, federal budget expenditures on science in the field of medicine in Russia soared by 51.9% compared to 2019 and reached 52.7 billion rubles.
