Biography
Born April 1, 1978.
Until 2009, he worked at Armada, from where he moved to the Ministry of Communications of Russia as Deputy Director of the Department of State Policy in the Field of Information Technologies and Coordination of Informatization in the team of Ilya Massukh. The immediate supervisor was Igor Milashevsky.
In 2012, after the transfer of Russian Communications Minister Igor Shchegolev as an assistant to the Presidential Administration of Russia, Pavel Pugachev also moved to this structure.
In the AP, Pugachev took the post of deputy head of the presidential department for the use of information technologies and the development of electronic democracy. The head of the department is Andrei Lipov, who also previously worked at the Ministry of Telecom and Mass Communications under the leadership of Igor Shchegolev.
He worked in the presidential administration until February 2020.
2020: Appointment as Deputy Minister of Health
On February 19, 2020, the D-Russia.ru edition announced the appointment of Pavel Pugachev to the post of Deputy Minister of Health of the Russian Federation.
