Appointment to the position of Director of the IT Department of the Ministry of Health
In early March 2021, it became known about the appointment of Vadim Vankov to the post of director of the Department of Digital Development and Information Technologies of the Ministry of Health of Russia.
Before heading the Department of Digital Development and Information Technologies of the Ministry of Health, Vankov worked as director of the Department of Information and Digital Development of the Ministry of Culture (it was renamed the Department of Cinematography and Digital Development). He resigned from the ministry on February 15, 2021, the publication was told there D-Russia.ru. The Department of Cinematography and Digital Development of the Ministry of Culture was headed by Svetlana Maksimchenko.
Vadim Vankov headed the Department of Digital Development and Information Technologies of the Ministry of Health of the Russian Federation instead of Dmitry Selivanov, who resigned on March 1. This period became a turning point in the transition to electronic services, remote surveillance, the development of telemedicine, solutions based on artificial intelligence and the formation of a model of industry management based on primary data. 2024: Appointment of the deputy head of the Ministry of Health and responsible for the digitalization of health care of the Russian Federation
At the end of August 2024, Prime Minister Mikhail Mishustin signed a decree appointing Vadim Vankov as the new Deputy Minister of Health. In his new post, Vankov will be responsible for digitalizing the industry and creating a single digital health care circuit. Previously, these duties were assigned to Pavel Pugachev, who served as Deputy Minister of Health since February 2020
Pugachev left this position, follows from government order No. 2319-r of 26.08.2024. At the time of its work, the peak of the implementation of the federal project "Development of a single digital circuit in healthcare on the basis of Uniform State Health Information System" fell. Also, under Pugachev, the Center for Information Security and Import Substitution was created, the tasks of which included methodological support and coordination of projects in the field of cybersecurity and import substitution.
The press service of the Ministry of Health noted that Pugachev during his work "made a great contribution to increasing the digital maturity of the healthcare industry, laid important foundations for the further introduction of digital technologies and services."
Before the appointment of the Deputy Head of the Ministry of Health of the Russian Federation, Vadim Vankov worked for three years as the head of the Department of Digital Development and Information Technologies of the
Pavel Pugachev, according to the source of the D-Russia.ru publication, plans to concentrate on the creation and implementation of innovative solutions in healthcare based on big data and artificial intelligence technologies. According to the interlocutor of the portal, close to the Ministry of Health, under the leadership of Pugachev, all the main tasks of the federal project to create a single digital circuit in health care, which lasted from 2019 to 2024, were completed. We are talking, in particular, about the digitalization of regions, the creation of federal services for recording with a doctor and access to medical documents.[5]
