2025: Allocation of ₽3,7 billion for the purchase of 2.1 thousand units of medical equipment in the Krasnodar Territory

The Krasnodar Territory allocates ₽3,7 billion for the purchase of 2.1 thousand units of medical equipment in 2025, which is 1.8 times higher than the level of expenses in 2024. In addition, the region allocated ₽1 billion for the purchase of modern medical equipment for district hospitals. This was announced in early June 2025 by the governor of the region Veniamin Kondratyev at the 62nd plenary session of the Legislative Assembly of the region.

According to the press service of the administration of the Krasnodar Territory, the deputies adopted changes to the regional budget, providing for an increase in funding for the medical industry. The amendments made it possible to significantly expand the program of technical re-equipment of medical institutions in the region.

Governor Kondratyev stressed that each district hospital should have modern medical equipment and qualified specialists. He noted that health care is an important component of the success of the region, since it is directly related to people's health.

The Minister of Finance of the Krasnodar Territory, Alexander Knyshov, reported at the session that the adopted amendments to the budget would increase the cost of purchasing equipment for medical care by 1.8 times compared to 2024. Such a significant increase in funding indicates the priority of health development for regional authorities.

Since the beginning of 2025, more than 500 units of modern equipment have already been transferred to medical institutions in the Krasnodar Territory. Supplies include ventilators for adults and children, expert-grade ultrasound scanners, special monitors for obstetrics, devices for transporting newborns.

Medical institutions also received endoscopic systems, digital fluorographs and surgical tables. Ventilators arrived at the Severskaya, Yeisk, Dinskaya, Krasnoarmeyskaya, Novopokrovskaya and Pavlovsk central regional hospitals. Hospitals and clinics in Sochi were equipped with new ultrasound devices, laparoscopic and endoscopic racks.[1]

2014: Criminal case

In May 2014, the prosecutor's office of the Krasnodar Territory announced the initiation of a criminal case against an official of the regional ministry of health under Part 1 of Art. 286 of the Criminal Code of the Russian Federation (abuse of office).

This decision was made following an audit conducted by the regional investigation department of the RF IC on the legality of spending budget funds on the implementation of the program "Modernization of health care for 2011-2013."

During the audit, the investigating authorities found that the task of the program "Introduction of modern information systems in healthcare," which spent over 600 million rubles, was actually not completed.

In particular, in 2012-2013. The Ministry of Health of the Krasnodar Territory fully accepted and paid for the supply, installation, adjustment and commissioning of over 5,000 sets of terminal stations for the needs of more than 120 municipal health care institutions, as well as work on the implementation of a medical information system.

Despite the payment and acceptance of work, this information system and terminal stations are not functioning at the time of the inspection, their commissioning is not provided, the regional prosecutor's office said in a statement.

As a result of these actions of officials, illegal payment at the expense of the Compulsory Medical Insurance Fund and the consolidated budget of the region of actually unfulfilled work, the rights and interests of society and the state protected by law are significantly violated, the prosecutor's office of the Krasnodar Territory states.

In relation to which official of the Ministry of Health of the Krasnodar, it was decided to initiate a criminal case, the prosecutor's office does not report. From July 2013, the regional department was headed by Yevgeny Filippov, and from July 2009 to April 2013, Elena Redko was the Minister of Health. After her departure from the department, the duties of the minister were performed by Grigory Penjoyan for several months.
