Governor of St. Petersburg Alexander Beglov emphasized the success of the implementation of the program for the modernization of primary health care, initiated by the President of Russia. In the course of its implementation, more than 150 clinics have already been modernized, several thousand units of various medical equipment have been purchased, including high-tech and expensive ones. Among the purchased equipment are endoscopes, X-rays, ultrasound, CT and MRI devices.
In addition to the purchase of equipment, repair work was carried out at 37 healthcare facilities in 2024. Contracts were signed for another 24 objects, the repair of which is planned to be completed by the end of the year.
The program for the modernization of primary health care is being implemented in St. Petersburg from 2021 under the personal control of Governor Alexander Beglov. On behalf of the President of Russia, it will last until 2025. One of the key results of the program should be to increase the availability of diagnostic studies in an outpatient setting.

An important aspect of health financing is the budget of the Territorial Compulsory Health Insurance Fund (TFCMI). In 2025, it will amount to almost ₽170 billion, an increase of 5.2% compared to the previous year. It is planned that by 2027 the budget of the TFCMI will reach ₽186 billion.
The bulk of TFCMI 's income will be provided by the subvention of the Federal Compulsory Medical Insurance Fund. In addition, an additional ₽20,3 billion will be received from the budget of St. Petersburg in 2025. The fund will receive another ₽10,8 billion for the treatment of patients from other regions of Russia in the city.
All TFCMI funds will be used to provide free medical care. In 2025, the costs of the compulsory medical insurance program will grow by 5.1% and amount to ₽157,8 billion.
