Purchase of servers for 1.9 billion rubles to connect to the Moscow healthcare IT system
On October 16, 2024, the Committee on State Order of St. Petersburg published documents on the purchase of equipment for the state needs of the city. We are talking about connecting medical hospitals in St. Petersburg to the unified information and analytical system of Moscow.
It is reported that by 2026 the government of the Russian capital intends to introduce the Clinical Information System subsystem of the Unified Medical Information and Analytical System of Moscow (KIS EMIAS) in 35 St. Petersburg hospitals and maternity hospitals, as well as in the Janelidze Research Institute of Emergency Medicine. It is assumed that the use of electronic document management will optimize the interaction of institutions in two cities and relieve the burden on doctors.
The project purchases 200 primary servers, 50 backup servers, and 50 disk arrays. The total cost of this equipment will be about 1.95 billion rubles. The tender documentation says that the price of the main servers is at the level of 2.71 million rubles apiece, backup servers - 2.05 million rubles per unit. Each of the storage arrays will cost 26.1 million rubles. Disk arrays must be compatible with the purchased servers for Fibre Channel (FC) communication. The Supplier shall supply the goods in containers and packaging ensuring their safety, commercial appearance and protecting against any kind of damage during transportation. The supplied goods subject to mandatory certification must have a certificate of conformity and a mark of conformity issued by an authorized body.
As part of the project, Moscow will ensure the integration of the EMIAS CIS with other InformSystems in St. Petersburg, providing medical organizations with server equipment for free use for the period of implementation.[1]

The decision to introduce the platform in St. Petersburg was made taking into account the successful experience of using EMIAS in medical institutions in Moscow. The capital is close to St. Petersburg in terms of administrative-territorial structure, as well as the level of digitalization of services in general.
Cooperation between Moscow and St. Petersburg on this project will help exchange the best digital practices in the field of medical care, achieve a similar level of digitalization of medical institutions, and synchronously ensure the best quality of assistance to people. The platform will ensure full support of the patient from the moment of his contact with a specialist, and doctors will have access to all the necessary documents and information about patients. In addition, by interacting with artificial intelligence and voice input technologies, the solution provides opportunities to reduce paper document flow, which will allow the doctor to devote more time to working with the patient.
EMIAS allows you to collect information about the patient in a single electronic medical record, where the history of visits to doctors, the results of studies and analyzes, and other important information will be recorded. It will be possible to contact it online.
The transition of medical institutions in St. Petersburg to EMIAS will begin in 2024. With the participation of specialists from Moscow, 15 stationary medical centers will be the first to test the system, work on the implementation of the system has already begun. Further, the results will be gradually scaled up to the rest of the medical institutions, taking into account their needs and specifics. In 2025, all hospitals in the city will be connected to the platform.
Simultaneously with the introduction of the system, training of specialists from medical institutions will be conducted, as well as a unified city service of technical and methodological support will work. Instructions for working in the system, short videos and interactive memos on the most demanded actions will be developed for medical workers.
The issue of switching to EMIAS for the polyclinic link of St. Petersburg is also being worked out, which will make the platform even more efficient. The agreement on outpatient and polyclinic institutions is under development in accordance with the protocol of intent concluded by the Government of St. Petersburg with the Government of Moscow.
