In St. Petersburg, officials were banned from using Telegram and WhatsApp
Since September 2024, government employees have been St. Petersburg banned from using messengers Telegram WhatsApp to exchange official information. According to the information provided by the office of the vice-governor of the city, the decision is related to the need to ensure the protection of correspondence and data of civil servants from compromise, destruction or modification. Instead, it was proposed to use the Russian eXpress platform, which meets the requirements. information security
According to Forbes, the leaders of the St. Petersburg authorities were instructed to exclude the use of foreign messengers. This order was sent by the Committee on Informatization and Communications, and later similar instructions were received by subordinate institutions, which made the ban strict and binding. The Russian messenger eXpress was chosen for replacement due to the fact that it is certified by the Federal Service for Technical and Export Control (FSTEC) and corresponds to the 4th level of trust.
According to the developer, Anlimited Production, the number of users of the eXpress platform exceeds 1.1 million. This messenger is actively being introduced into the work of large Russian companies and now becomes mandatory for employees of the state apparatus of St. Petersburg. The main goal of this decision is to increase the level of information security in government bodies.
Shortly before the introduction of this ban, on August 24, 2024, the founder of Telegram Pavel Durov was detained in France. He was charged with complicity in criminal activities related to illegal transactions, as well as refusing to provide the necessary information to the investigating authorities. In response, Telegram said it complies with European Union legislation, including the Digital Services Act, and is working to strengthen the moderation system.[1]
Digital Petersburg. The governor spoke about plans to digitalize the city for 2024
In June 2024, the Governor of St. Petersburg, Alexander Beglov, announced new initiatives in the field of digitalization of the city for 2024. As the head of the metropolis noted, the development of digital technologies in the city covers all key areas of life - from health and transport to education and ecology.
According to the governor, the strategy of digital transformation of St. Petersburg was approved in 2021. The introduction of digital technologies should be completed by 2024, covering the transport sector, health care, education, science and sports. The strategy was updated, adding new directions to it: ecology and safety.
According to the city administration, in 2024 the budget for the development of new digital services is 2.1 billion rubles. The Committee on Informatization and Communications (CIS) is responsible for the implementation of these projects, which include the creation of new digital ecosystems and the modernization of existing ones.
One of the most notable digitalization projects is the "Unified St. Petersburg Card" (ECP). According to Kommersant, a card based on the Mir payment system combines a travel card, a medical insurance policy and an electronic digital signature. In 2023, the use of the ECP allowed residents of the city to save more than 1.7 billion rubles by passing in the metro and ground transport.
According to the CIS, in 2024 it is planned to introduce even more functions for the owners of the ECP. For example, a developing digital space for children with an electronic library and educational online games will appear in your personal account. The launch of the Civil Control service to check cash checks for authenticity and compliance with the law is also being considered.
According to representatives of Smolny, in 2024, an experiment will be carried out in the St. Petersburg subway to pay for travel using biometrics - a facial recognition system. Vladislav Povolotsky, General Director of the Center for Biometric Technologies JSC, said that the new function will first be tested at several stations.[2]

52 GIS, end-to-end video identification system. The results of the digitalization of St. Petersburg have been summed up
On June 4, 2024, the Committee on Informatization and Communications of St. Petersburg summed up the results of the digitalization of the city for 2023. According to the report, 52 state information systems (GIS) operate in the northern capital, covering various areas of urban life. One of the main achievements was the creation of an end-to-end video identification system within the framework of the Safe City hardware and software complex (APK BG).
Yulia Smirnova, Chairman of the Committee on Informatization and Communications, noted that digitalization affected almost all aspects of St. Petersburg's life. Artificial intelligence technologies are actively used in the healthcare sector. Voice assistant Victoria, used in the 122 Service, has processed about 20 million requests since 2021, helping the townspeople make an appointment with a doctor and call for medical care at home.
Significant progress has been made in the field of security. In 2023, thanks to the use of the agro-industrial complex, more than 4 thousand crimes were solved, which is 70% higher than in 2022. The city video surveillance system has over 95 thousand monitoring devices, of which more than 42 thousand are located at the entrances to the front doors of apartment buildings.
As part of the development of the agro-industrial complex, the BG creates its own end-to-end video identification system. At the first stage, the system processes 14.5 thousand video streams. In the future, it is planned to increase this number by 17 thousand. In addition, a test operation of a video analytics module is underway, capable of processing 20,000 video streams from city cameras using 33 different detectors.
Digitalization also affected the sphere of public administration. In 2023, a comprehensive request for social services was introduced, and the total number of available electronic services reached 328. Satisfaction with the quality of electronic services was 93.89%. To improve the user experience, a User Testing Laboratory has been opened, where the emotional reaction of a person when using electronic public services is determined.[3]

This was announced on November 16, 2023 by the press service of the vice-governor of St. Petersburg S.V. Kazarin. Read more here.
How is the digital transformation of St. Petersburg
In mid-October 2023, the Committee on Informatization and Communications (CIS) of St. Petersburg announced adjustments to the city's digital transformation strategy. It is planned to make changes to the current edition in early 2024. In parallel, a typical form of a digital transformation strategy is being developed and approved "taking into account the extension of the validity period until 2030," the press service of the department said.
As Fontanka writes with reference to the materials of the committee, 3.2 billion rubles were allocated for the creation and development of state information systems, sites and portals of St. Petersburg for 2023, and 2.4 billion rubles for 2024. These funds are aimed, among other things, at the implementation of projects of the digital transformation strategy, told the publication in the CIS.
They also reported that in 2024 the corporation should start working on aggregation and processing of big data. The details of the project are not disclosed in the department, but earlier it was reported that the new company will aggregate impersonal user data from banks, cellular operators supplying organizations, as well as accumulate and analyze its own - from city portals, transport, and so on.
Another area of digitalization of St. Petersburg is transport. As emphasized in the CIS, by October 2023, all public transport in St. Petersburg is equipped with cashless fare payment systems - both travel and bank cards - as well as video surveillance systems and onboard navigation and communication equipment. And all trams purchased from 2022 are equipped with an active driver assistance system that avoids accidents.
IT projects are also being implemented in the educational sector. So, in the summer of 2023, the Unified Portal of Science and Higher Education of St. Petersburg was launched, on which information about universities and educational programs and their contacts, as well as data on vacancies are available. Grants from the government of St. Petersburg are also distributed there. It is expected that through a personal electronic account, students will have access to self-training services and the ability to manage the educational trajectory, which will take into account not only educational achievements, but also soft skills, the so-called flexible skills.
In addition, the Committee on Informatization and Communications spoke about the development of digital solutions in the healthcare system of St. Petersburg. Among the most important projects is the introduction of artificial intelligence to support medical decision-making. It is planned that by the end of 2024, 10% of medical organizations will be equipped with such systems. However, market participants interviewed by Fontanka agree that digitalization in the healthcare sector is hampered, among other things, by the lack of a single information system: historically, each medical institution independently built its own infrastructure and now uses a different set of medical systems, which makes it difficult to integrate them and launch common services for the whole city.
In the implementation of the digital transformation strategy, we proceed from two components. First, we assess expectations from the sphere of digitalization on the part of citizens. Namely: proactive provision of public services and functions, proactive provision of city information and services; no need to bring accompanying or status-confirming documents with you, since all information is taken from state databases within the framework of interdepartmental interaction, when contacting the authorities or when receiving services, - said earlier in 2023 the vice-governor of St. Petersburg Stanislav Kazarin. |
According to him, St. Petersburg also assesses expectations from the sphere of digitalization from the state. Among them: the availability of complete, reliable, relevant and consistent data on all sectors of urban management and urban facilities; availability of convenient and simple personalized two-way communication with a resident of the city based on his digital portrait.[4]

The service catalog was updated, the search mechanism was improved, more than 70 pages with useful information were added, a new section "Life situations" was opened, the MPSC map was improved, the sections "Payment," "Departments," etc.
As part of solving import substitution problems, a domestic queue management system (WCS) will be established in MPSC from 2022. By the beginning of 2023, 37 MPSC are receiving and issuing documents using Enter WCS.
In addition, Yulia Smirnova spoke about the development of the Safe City project. By the end of 2022, more than 73 thousand CCTV cameras were operating in St. Petersburg. About 10 thousand cameras of third-party video surveillance systems are integrated into the city video surveillance system, of which 2,386 cameras are integrated in 2022. This number includes metro cameras, social facilities, housing stock, cameras located at transport infrastructure facilities and others.
In 2022, work was carried out to develop the technical infrastructure of photo and video recording. Photo and video recording complexes for traffic violations are installed at seven intersections of St. Petersburg. In 2022, 300 new speed control systems were launched. Currently, there are 966 photo and video recording complexes in St. Petersburg, of which 922 are stationary and 44 are mobile.
In addition, digitalization of services for citizens and businesses in the consumer market of St. Petersburg in 2022 was carried out: within the framework of the development of GIS "Digital Services in the Consumer Market" in 2022, the following were developed: an electronic service for submitting and considering applications for the provision of trading places in city markets, a service for submitting and considering applications for the provision of trading places at fairs and an electronic service for proactive notification of entrepreneurs about the possibility of taking part in city fairs.[6]
Two industries have been added to the digital transformation strategy of St. Petersburg: ecology and security
Two additional industries have been added to the digital transformation strategy of St. Petersburg. On February 13, 2023, during his report to the Governor of St. Petersburg, Alexander Beglov and the city government, Vice Governor Stanislav Kazarin announced his work in 2022 .
At the government meeting, the results of the work of the digital block of the city, as well as the results of the work of the Office of Horticulture and Horticulture, were presented. Stanislav Kazarin noted the special importance of digital transformation, which is one of the national goals. In countries 2022 Committee on Informatization and Communications , a lot of work was done to update the regional strategy for digital transformation.
{{quote 'The latest version of the strategy contains: already 13 development sectors, since two industries have been added - "Ecology and Environmental Management" and "Security"; 48 projects, including 10 additional; For the first time, the strategy includes information on the use of solutions based on end-to-end technologies. These include big data, artificial intelligence, virtual and augmented reality, the vice governor said. }}
He also announced the results achieved within the framework of regional projects of St. Petersburg in the direction of "Digital Economy of Russia," which are implemented by the Committee on Informatization.
In 2022, the number of specialists who underwent retraining in the competencies of the digital economy as part of additional vocational education was increased. The value of the indicator set for St. Petersburg has been achieved in full: in 2022 - 101.53% (266 people with a planned value of 262 people).
According to the results of a sociological study conducted in 2022, the average level of satisfaction of citizens with the quality of public services in St. Petersburg exceeded 90%. Petersburg allocated 5.4 billion rubles for IT development under state contracts
As it became known on May 18, 2022, the authorities of St. Petersburg allocated 5.4 billion rubles for IT development under state contracts. We are talking about orders for 2022, according to the office of Vice Governor Alexei Korabelnikov.
Information on support measures and property preferences for the IT industry was reported at a meeting by representatives of the committee on informatization and communications of the St. Petersburg administration. It is not specified for what purposes the allocated funds will go.
At the end of April 2022, the administration of St. Petersburg announced that it would allocate 2 billion rubles to support the city IT industry. The funds were planned to be used to develop existing and create new state information systems.
The funds will be directed to achieve the goals of the Strategy for the Digital Transformation of St. Petersburg, approved in the fall of 2021. We are talking about projects in 11 industries: in health care, education and science, the development of the urban environment, transport and logistics, public administration, social sphere, tourism, culture, construction, industry, physical education and sports.
According to Denis Kuskov, CEO of Telecom Daily, the amount allocated is impressive, but the main thing is that it does not remain on paper, but is implemented.
The scheme can be different: public-private partnerships, ordering a product to private companies, creating jobs in institutions. At the same time, work through tenders, which often have incomprehensible content, is not the main direction. Due to sanctions, the departure of large players, there is a shortage of technological equipment, and as for software, replacing foreign products with local alternatives or open source solutions will not be easy. Therefore, the need to create new own products is high. However, we are not talking about analogues, but about creating products with which we will compete in the market, - said Kuskov in a conversation with Kommersant[7] |
The consumer market of St. Petersburg is modernized with the help of "numbers"
In St. Petersburg, the practical implementation of the project began - "Digitalization of services in the consumer market," which will significantly reduce the time for entrepreneurs to obtain permission to trade in city markets and fairs. This was announced on February 25, 2022 by the press service of the vice-governor of St. Petersburg.
{{quote "As of February 2022, there is a problem of long-term consideration of applications for rental of retail space in city markets and fairs in connection with their submission on paper, there is a problem of low customer orientation of this process and it is also not possible to monitor the progress of consideration of applications online. With the help of digital tools, we intend to solve this problem in 2022, - said the vice-governor of St. Petersburg Stanislav Kazarin. }}
According to him, during the year a number of information systems will be launched, with the help of which the permitting process in the consumer market will go into electronic format. Creating these systems will make the application process transparent and reduce time losses.
For example, the application process for the provision of a trading place in retail markets will be reduced from 4.3 days to 2.8 days (and in the future to 1.7 days), at fairs - from 2.5 to 2 days.
The same significant reduction in time for entrepreneurs is also envisaged within the framework of other processes - termination of lease agreements for points in markets and fairs, research of the quality of consumer products, etc.
The reduction in the time for obtaining permits for entrepreneurs for trade will be ensured using digital tools and is aimed at modernizing the system for the development of the consumer market in St. Petersburg. This is also done in order to attract new suppliers of products to the markets and fairs.

Andrey Nikolsky, St. Petersburg Informatization Committee - on the digital transformation of the city at TAdviser SummIT
At the TAdviser SummIT conference held on May 30, 2018 and gathered a total of more than 600 participants, Deputy Chairman of the Committee for Informatization and Communications of St. Petersburg Andrei Nikolsky spoke about the digital transformation of the region in accordance with the concept of a smart city.
He touched on areas such as a safe city, business interaction, feedback from citizens, electronic, health care technology platforms and infrastructure in each of these areas, as well as the basic principles of the smart city concept that is planned to be implemented.
The concept, Nikolsky said, is being implemented on the basis of informatization projects successfully functioning in St. Petersburg, as well as feedback from residents - what initiatives they consider smart and should be developed, which made it possible to formulate its four principles:
- Digital platform: the main consumer of services is a citizen, and the main functions are to ensure the daily life of a citizen, his safety, convenience and comfort;
- Priority measures - optimizing the activities of officials, reducing paper circulation, saving budget funds in St. Petersburg and optimizing the use of financial resources to create new and develop existing opportunities and benefits based on modern IT solutions;
- Focus on citizens - adaptive opportunities for citizens to use useful state resources, adaptation for people with limited mobility, people with disabilities;
- Formation of goals - analytical tools are needed that will demonstrate the results of the breakthrough that was made in St. Petersburg in recent years and justify the process of selecting priority, significant projects for the life of the city.
The most difficult thing in organizing interaction with citizens and business was working with regulations. It turned out that the consistent implementation of existing regulations sometimes led to a situation where the service could never be provided, - said Andrei Nikolsky. |

+ 13 points in the National Investment Climate Rating thanks to informatization
The national rating of the investment climate in the constituent entities of the Russian Federation, prepared by the Agency for Strategic Initiatives (ASI), was presented at the St. Petersburg International Economic Forum on May 25, 2018. Over the past year, St. Petersburg has risen by 13 points in the integral rating and took 4th position. The [1]
Such a high result became possible thanks to the systematic work to improve the investment and business climate of the region, built on the digitalization of the interaction of business and government. A digital platform was created in the city, on the basis of which there is an investment portal, an investment project management system, a CRM system for working with investors and a single system of the construction complex of St. Petersburg (ESC).
The digitalization of the investment and construction sector of St. Petersburg made it possible to minimize the timing of the provision of services and procedures by an average of 30%. Thus, the time of technological connection to electric networks, which is considered one of the most important indicators affecting the comfort of doing business, was reduced from 90 to 12 days.
"Comprehensive digitalization has significantly simplified administrative procedures and reduced the time for consideration of applications from investors and developers, speed up the issuance of construction permits, technological connection to engineering networks, etc. Since the beginning of 2018, all such applications are considered in St. Petersburg only in electronic form," comments Alexey Ilyin, managing partner of Netrika. - In order for this to become possible, for two years we created a platform, developed a methodology, described all business processes, thought about their optimization. Over the past two years since the launch of the ESC, 48 procedures have been transferred to electronic form. In addition, thanks to the comprehensive digitalization of the investment and construction sector of the region, the leadership of St. Petersburg can receive the most relevant analytical data for making timely management decisions. |
Other important goals of creating a digital platform were the formation of a single information space for the investment and construction block, full control of ongoing processes, speeding up the passage of administrative procedures by investors and developers, reducing corruption risks, increasing the attractiveness of the region for investors, transparent management of investment projects, improving the region's position in the National Rating of the state of the investment climate in the constituent entities of the Russian Federation.
The development of all elements of the digital platform, including the state information system "Unified System of the Construction Complex of St. Petersburg," was commissioned by the Committee for Informatization and Communications of St. Petersburg. The digital platform was developed at the initiative of the Headquarters to improve the conditions for doing business in St. Petersburg, headed by Governor Georgy Poltavchenko, as well as with the participation of representatives of the city's construction community. It was supported by the Ministry of Economic Development and the Ministry of Construction, Housing and Utilities of the Russian Federation.
Centralization of accounting on the basis of "1C"
In St. Petersburg, they plan to create a unified information and analytical accounting system for city state institutions based on 1C solutions. This was announced in May 2018 by the chairman of the Finance Committee of St. Petersburg Alexei Korabelnikov. According to him, there are about 2.8 thousand budgetary institutions in the city, and gradually all of them should switch to a new unified solution. Read more here.
Seamless Public Wi-Fi Network Project
The project of unified identification and authorization of users of public Wi-Fi networks is planned to be implemented in St. Petersburg in the second quarter of 2018. It will allow users to connect to available networks in the city without reauthorizing. It is implemented by the city committee for informatization and communications (CIS) on the eve of the World Cup, writes ComNews.
The operators of Maxima Telecom, ER-Telecom and Obit are already going to take part in the project, and other providers can join it. The CIS is already working with them on and testing various ways to solve the problem. Such an initiative is aimed not only at improving the usability of public wireless networks, but also at countering the threat of terrorism, especially in connection with the influx of tourists during the World Cup.
Similar projects have already begun to be implemented in other cities. In particular, in Moscow, the system is created together with NetByNet and Maxima Telecom. In the capital, networks are united in the metro, as well as on ground transport and stops. A single mobile platform unites Wi-Fi networks inside the Garden Ring. Head of the IT Committee of St. Petersburg D. Chamar on TAdviser IT Gov Day - about how the northern capital will "grow smarter"
Denis Chamara, Chairman of the Committee on Informatization and Communications of St. Petersburg (CIS), at the TAdviser IT Government Day 2018 conference, held on February 28, said that the city has taken a course towards the sustainable development of information infrastructure in all key areas of urban economy. Thus, the Interdepartmental Automated Information System for the provision of public services in electronic form in St. Petersburg has been created and is successfully functioning.
One of the key directions of the concept of a "smart city" within the framework of the digital economy program is the introduction of IT in the educational sphere, for this purpose the departmental system "Comprehensive Automated Information System for Cataloging Resources" was developed and introduced. In formations St. Petersburg turn, informatization in the field health care was developed as a "digital" direction health care by creating a unique unified medical information system "Regional fragment of a unified state information system in the field of healthcare" (hereinafter - GIS REGIZ), built on the principle of an integration approach according to international standards.
In order to increase the efficiency of the functioning of the public administration system in St. Petersburg through the use of IT within the framework of the "Integrated System of Information and Analytical Support for the Activities of the Executive Bodies of State Power of St. Petersburg" (IS IAO), information and analytical support for processes of supporting management decisions is carried out at almost all levels of public administration of the city as a subject of the Russian Federation.
The Smart St. Petersburg program is a group of ICT projects aimed at improving the quality of life of the population and the sustainability of the city's development by creating conditions for intensive and high-quality interaction between citizens, business representatives and authorities. Although the implementation of the project is based on world best practices, the implementation of the Presidential Decrees in terms of achieving the indicators and targets of the Russian Federation is also paid close attention.
We hope that the Smart City project will help residents in obtaining information of interest, simplify interaction with authorities when receiving public services, and speed up the solution of emerging problems. At the same time, the interface between residents and the city should be simple and understandable, a smart city is a city where happy people live first of all, and not savvy in IT. And also, importantly, we expect that citizens will actively take part in the development of the city, - said Denis Chamara. |
A smart city will make it possible for business to clearly understand the prospects for investment in development. The investment portal of St. Petersburg is a multi-language information resource and a multifunctional platform created for effective interaction with investors. Over the past two years, St. Petersburg has risen by 9 positions in the national rating of the state of the investment climate in the constituent entities of the Russian Federation and became one of the 20 best regions of the country, which directly affected Russia's position in the ranking of the World Bank Doing Business, noted Denis Chamara.
To improve the general level of law and order, public and information security in St. Petersburg, the Safe City agro-industrial complex is being created and gradually put into operation.

CityNet Digital Platform Development
Start of the program "Smart St. Petersburg"
In April 2017, the Governor of St. Petersburg. S. Poltavchenko launched the city innovation program "Smart St. Petersburg." The program combines many approaches to managing the urban environment through the application of information technology in order to improve the quality of city management and improve the quality of life in the city.
Consortium of Companies
In July, the companies GS Group, Rostelecom, Lentelefonstroy, Avangard in cooperation with the State Unitary Enterprise ATS Smolny and the Committee for Informatization and Communications of St. Petersburg, as well as St. Petersburg Peter the Great Polytechnic University, ITMO University and industry associations - the Association of Developers and Manufacturers of Electronics (ARPE) and NP Russoft united forces to develop the CityNet - Digital Platform smart city project.
It is expected that the introduction of the CityNet communication platform in St. Petersburg will create conditions for the emergence and development of a new industry - digital smart city services.
"Digital economics is data economics. We have a global challenge to develop and launch a data monetization business model, testing it first on existing urban systems and then scaling it to the urban digital data market. It is important that the companies that are part of the CityNet project working group have extensive experience in creating business models of mass services and services of a national scale, and therefore are able to use them in the world, thus turning the city into a world training ground for advanced solutions. We consider the development and export of competencies and business models for the "smart city" to be the most priority area in working on CityNet, "said Andrei Bezrukov, Director of Strategic Marketing at GS Group.
The CityNet project working group will create a competence center, the main task of which will be the leadership of St. Petersburg in the development of intelligent software and hardware solutions for smart cities. The concept and development plan of the center, which includes the digital transformation of St. Petersburg until 2025, is planned to be approved at the level of the city government this year.
In general, the consortium aims to create comprehensive solutions for smart cities, including components such as "end-to-end" technologies (artificial intelligence, machine learning, blockchain, quantum cryptography) within the framework of the National Technology Initiative, software and electronics, business models and the corresponding legislative framework, ethics and ontology of such projects.

Who interferes and contributes to import substitution in IT. Opinion of St. Petersburg Chief information officer Ivan Gromov
In August 2016, Ivan Gromov, Chairman of the Committee for Informatization and Communications of St. Petersburg, shared with TAdviser his opinion on what contributes to and what prevents import substitution of IT in Russia. Import substitution in this area is of priority importance for the development of the technological potential of the Russian Federation, he stressed. Gromov calls the need to support critical infrastructure a feature of the import substitution policy in the public sector, while ensuring the availability of resources and maintaining the security of the data being processed.
One of the factors that stimulate import substitution in IT, he considers the high potential of domestic developers - the existing software development school in Russia is highly appreciated all over the world. Confirmation of this, according to the Chief information officer of St. Petersburg, is the growth in sales of Russian software products both in Russia and abroad.
At the same time, state support for the sector, in particular, the tax regime extended until 2023 for domestic companies operating in the IT sector, allows us to count on strengthening the position of Russian developers in the international arena, said Ivan Gromov. - These preferences are an incentive to expand the range of products offered, to increase the number of customers, and ultimately to enter new market segments previously occupied by foreign suppliers. |
For Russia as a whole, the development of the IT sphere is additional jobs and guaranteed employment of graduates of specialized universities, their demand, the possibility of professional and personal implementation, Gromov believes.
Another important factor in stimulating import substitution, he calls the high competitiveness of "individual Russian solutions that are superior in quality to both European and Asian counterparts at the same or lower price."
This inevitably stimulates both state and private companies to adhere to the course of import substitution, including due to the need for guaranteed support and continuity of hardware - that is, to exclude the likelihood of loss of performance of certain solutions under conditions of sanctions restrictions. |
In addition, Ivan Gromov notes, security is also important in the implementation of the import substitution policy in state organizations - both state systems and system and application software.
As for the factors restraining import substitution, one of them, the chairman of the IT committee of St. Petersburg considers the need for large capital investments in the industry to establish the production of a full and comprehensive range of hardware products. In addition, serious investments, financial and temporary, are required to completely replace the fleet of hardware and software: on a large scale - from the region to the federal district - such a process can take about seven years due to the impossibility of one-time decommissioning of the existing volume of hardware.
Also, a certain role in curbing import substitution is played by strengthening the positions of some Asian producers, which at the moment do not stimulate competition with domestic brands, but, rather, form a dumping policy, "Ivan Gromov believes. |
On the other hand, he notes, this situation is also supported by traditional preferences for imported products - Russian manufacturers will have to do serious work to gain user confidence.

2015: The IT Committee of St. Petersburg complained to the prosecutor's office due to the failure of the portal of state services
On February 2, 2015, Vladimir Burmatov, First Deputy Chairman of the State Duma Education Committee , asked the prosecutor's office to find out the reasons for the violations in the work of the portal of public services in St. Petersburg, due to which huge queues were formed in the district MPSC from parents who wanted to enroll their children in first grade.
The recording of children in schools was opened on February 1. If earlier in the city there was an opportunity to apply, including directly to schools, this time the options were limited to submitting an application electronically, or through the MPSC.
Interruptions in the work of the portal of public services in St. Petersburg began on the evening of January 31, because of which some parents began to line up at the MPSC in the evening. During February 1, the site also "lay" for a long time. The queues formed as a result of this in the MPSC in some cases amounted to several hundred people.
One of the versions of the reasons for the incident, which is put forward by the Committee for Informatization and Communications of St. Petersburg, according to some city MEDIA, data, is DDoS-attack conducted from foreign servers.
The St. Petersburg City Parent Committee also sent an appeal to the prosecutor's office on a similar occasion on the fact of "violation of citizens' rights in accessing the state service of registration with educational organizations." First of all, the committee asks to check the integrity of the performance of its duties by the specialists of the Committee for Informatization and Communications of St. Petersburg.
In turn, the parent committee sent a request to the IT Committee of St. Petersburg to conduct an official investigation of the incident and, if there are grounds, "to make organizational, technical and personnel decisions aimed at excluding in the future the possibility of violating the rights of citizens in terms of equality of access to state services provided in electronic form."
2014: The prosecutor's office checked the spending on IT in healthcare in St. Petersburg
On February 18, 2014, a deputy of the Legislative Assembly of St. Petersburg Vyacheslav Notyag announced that he had received a response from the prosecutor's office, where he had previously asked to check the spending of funds by the Informatization and Communications Committee on the IT system in the field. health care
The official associated the need for verification with the fact that, according to him, St. Petersburg is provided with preferential medicines by only 38%, and at the same time in medical institutions of the city there is no operational information from the pharmacy network about the presence of certain drugs. In the message of the Notyag press service regarding the appeal to the authorities, it was noted that in order to overcome this situation, funds have been allocated from the city budget for two years in a row to create an information electronic system (IES) connecting the offices of doctors and pharmacies of the city, using which it is possible to determine the location of the drug and reserve for a specific prescription.
"But the IES has not yet been created, and the Committee on Informatization and Communications at the hearings on the implementation of the budget could not sanely explain the lack of an information electronic system entrusted to the development," the deputy's press service said.
In this regard, Vyacheslav Notyag in November 2013 asked the prosecutor's office to check how exactly the funds from the budget allocated for the creation of the IES were distributed, whether they were spent in a targeted way and whether "the inaction of the employees of the Committee on Informatization and Communications or the Chairman of the Committee Ivan Gromov falls under Article 293 of the Criminal Code of the Russian Federation (Negligence)."
In its response to the deputy, the prosecutor's office of St. Petersburg did not agree with the statistics provided by the city with preferential medicines, referring to the data of the city Health Department on the value of this indicator of 99%, but also reported on the inspection carried out at the request of Vyacheslav Notyag.
During it, it was revealed that "in the city's healthcare institutions, the hardware and software complex of the automatic system of the regional fragment of the Uniform State Health Information System of St. Petersburg does not fully function. At the same time, on December 24, 2012, the IT Committee signed an act of acceptance and transfer of this hardware and software complex and a technical certificate on its commissioning. The funds under state contracts were paid by the CIS in 2012 in full, "the press service of Vyacheslav Notyag said.
It also says that at the end of January 2014, the city prosecutor's office sent materials to the Main Investigation Department of the Investigative Committee for St. Petersburg to resolve the issue of criminal prosecution on the grounds of corpus delicti under Article 159 of the Criminal Code of the Russian Federation (Fraud).
According to the decree of the Government of St. Petersburg of October 2012, the Committee for Informatization and Communications is responsible for the creation, operation and development of the regional fragment of the Uniform State Health Information System. The IT Committee of St. Petersburg itself did not comment on the situation with the prosecutor's office at the time of publication of the material.

Conflict with "Asteros"
At the end of June 2013, a court case was considered on the claim of the Committee for Informatization and Communications of St. Petersburg against Asteros, in which the authorities demanded that the company pay them about 2.7 million rubles. Following the meeting, the court ordered the company to pay the committee the amount much less than requested - 600 thousand rubles. Asteros notes that reducing the amount of payments was one of the company's goals in the framework of the trial, "since the penalty presented in its size clearly did not correspond to the nature of the violation and the losses incurred by the customer."
"The court took into account our arguments and reduced the amount of the penalty to 600 thousand rubles. We are satisfied with the court's decision and will not appeal it, "TAdviser said in Asteros.
As the company said earlier, the proceedings concerned a state contract with the IT committee of St. Petersburg for the supply of software in favor of a "third party" concluded in mid-2012. Software licenses were issued in due course, but not for the actual user, but for the IT committee itself. Because of this, the end user of the software did not confirm the receipt of licenses, and the acceptance certificate was not signed.
According to Mikhail Gavrilov, head of the Asteros representative office in St. Petersburg, after that, with the full assistance of all parties, the reissue of licenses for the end user was initiated. It took about 3 months to agree on the necessary procedures, after which the act was successfully signed.
At the same time, Gavrilov adds, all these months the recipient of the licenses could use the software product, and Asteros fully incurred the costs of technical support.
In spite of everything, the formal delay was fixed. As part of the state contract, this entails penalties, which became the basis for the claim, says the head of the Asteros representative office in St. Petersburg. The company also noted that they were ready to pay a penalty in the amount recognized by them before the date of the court hearing.
IT Committee of St. Petersburg regretted that it entrusted the supply of Oracle software to builders
In November 2013, the Court of Appeal of St. Petersburg and the Leningrad Region should consider the complaint of DorStroy against the decision of the first instance, which ordered to terminate the state contract between this company and the IT Committee of St. Petersburg, as well as recover a penalty in favor of the latter in the amount of more than 700 thousand rubles. for violation of the delivery period.
According to the Prime BIR information system, the main economic activity of DorStroy, with the address and OGRN indicated in the court decision, belongs to the construction category - disassembly and demolition of buildings, as well as earthwork. The contract with this company, which was insisted on termination through the IT Committee of St. Petersburg, was concluded in the fall of 2012 and involved the supply of licenses for the Oracle Database 11g Standard Edition DBMS in the interests of the City Archive Committee.
As follows from the case file, during its execution, DorStroy not only violated the terms of delivery of licenses, but also tried to transfer licenses for Oracle Database Standard Edition One, and not Oracle Database 11g Standard Edition, to the IT committee.
The court decision says that during the proceedings, the court was provided with a letter signed by Valery Lanovenko, head of Oracle's representative office in Russia and the CIS, stating that Oracle Database Standard Edition One is not a functional analogue of Oracle Database 11g Standard Edition DBMS. In addition, the letter noted that DorStroy did not have the authority to distribute Oracle products at all.
Initially, the stipulated deadlines for the execution of the contract were 14 days, and subsequently the IT committee increased them almost three times in order to enable DorStroy to correct the shortcomings under the contract, but this was never done, the court materials say.
The amount of the penalty, according to the estimates of the IT Committee of St. Petersburg, amounted to more than 1.6 million rubles, but the court of first instance considered this amount overestimated. According to the court, it would be unreasonable to demand compensation for part of the delay period, since from the date of sending the contractor a proposal to terminate the contract, the IT committee no longer had any intentions to accept its execution from DorStroy.

First results from the new Chief information officer
On November 8, 2012, speaking at the CNews FORUM 2012, Chairman of the Committee for Informatization and Communications of St. Petersburg Ivan Gromov spoke about the first results of his work. He noted that he got a "rather complex economy" in terms of the approach to informatization. In St. Petersburg, there were over 800 disparate server rooms for processing and storing information, as well as over 100 different IT systems, of which about 30% duplicated each other.
To consolidate resources, a data center project was developed, which is planned to be launched before the end of 2012. "This is our first data center, it will be a backup, not the main one," says Gromov. "Next year (2013), we will begin to store IT systems in it in order to initially reduce costs for the industry as a whole."
By the fall of 2012, it was also possible to transfer about 80% of multifunctional centers for the provision of public services to the centralized architecture of IT systems, said the Chief information officer of St. Petersburg. Previously, they used a locally distributed database, which made it difficult for a resident of one district to receive a service at the MPSC of another district, he explained.
Also, according to Gromov, it was possible in a short time to "rewrite the cores of systems and transfer them to a thin client" in educational and medical institutions of the city. "Now they work from a single point," said the Chief information officer of St. Petersburg.
In terms of education, the city was introducing an electronic recording queue as of November 2012. The first in this regard were the institutions of preschool education. "And we are trying to fight off an attempt to influence this queue by those who want to bypass the established procedure for providing places in preschool institutions," says Ivan Gromov[3] of[3]
In the field of health, in addition to centralizing IT systems, the official noted their breakdown by work profiles: separate IT systems of hospitals, outpatient institutions, laboratories, etc. appeared.
IT situation, development of informatization program
According to Ivan Gromov, Chairman of the Committee for Informatization and Communications of St. Petersburg, as of April 2012, more than 100 IT systems functioned in the city: "This is a serious indicator of the city's informatization process, however, in general, the information environment of St. Petersburg is fragmented."
"Unfortunately, all information systems are characterized by decentralization, heterogeneity and the lack of a single operation system," the Chief information officer complained. In the city, according to him, at that time there were more than 900 servers and over 18 thousand automated workplaces located at more than 200 sites.
The current situation, according to Gromov, led to an increase in the costs of operating and developing these systems, an increase in the load on the Unified Multiservice Telecommunications Network (EMTS), and also made it difficult to monitor the efficiency of spending budget funds.
As of April 2012, Gromov said, his committee was developing a long-term target program, where "the most important strategic decisions in the field of informatization of St. Petersburg" should be spelled out.
The primary task of the new Chief information officer is to bring the information environment of the city into a logical, understandable and completed scheme, where the data center will be the brain of the system: "The Committee sets itself the goal of creating a single information space in St. Petersburg, which will ensure the transparency of authorities and effective interaction of the state and citizens."
The Informatization Committee intends to "bring all IT systems of the city to the stage when they will be in constant interaction mode." This will lead to the creation of a high-quality information environment in St. Petersburg, the head hopes.
In 2011, the cost of informatization of St. Petersburg, according to Gromov, amounted to 5 billion rubles, and in 2012 it is planned to spend 4.3 billion rubles for these purposes.
One of the key IT projects of the Northern capital in 2012 was to ensure the implementation of the law of the 210-FZ "On the organization of the provision of state and municipal services," namely, the introduction of a system of interdepartmental interaction (SMEV). Since July 1, 2012, state structures have become prohibited from demanding documents from citizens that they can independently receive from their colleagues from other departments.
The committee also implemented a number of projects in the field formations and. In health care particular, the active introduction of the Electronic Registration software complex, which ensures the automation of the appointment process for city medical institutions. In addition, work was underway to develop a comprehensive automated system for cataloguing education resources, one of the components of which is the Electronic Diary service. By April 2012, more than 700 schools from 18 districts of St. Petersburg were connected to it. Ivan Gromov noted that by that time the reverse communication of more than a thousand users had been collected and processed, work had been carried out to assess the effectiveness of the current version of the electronic diary, new service interfaces had been developed and introduced[4].
