The State IS "Unified System of the Construction Complex of St. Petersburg" (ESSK) is an electronic analogue of "one window" for the developer. Summing up the results of 2024, representatives of the Project Management - the project office Administration of the Governor of St. Petersburg together with the technological partner - IT the company "" Netrika on March 17, 2025 presented the results of the development of the Unified construction Complex System (ESC).
In recent years, the Unified System of the Construction Complex of St. Petersburg (ESC) has become an important tool for the digital transformation of the construction industry. Its development went in several key directions, each of which led to tangible effects for business and government bodies of St. Petersburg.
Digitalization of processes has significantly reduced administrative barriers and accelerated coordination. If earlier developers had to spend weeks submitting and processing documents, now:
- Developers' costs decreased by 30% due to process automation.
- The average time for consideration of applications in the construction supervision service was reduced by 1.5 times due to a complete transition to an electronic type of interaction and work using the ESC.
- The development of the Developer's Personal Account service made it possible to exclude the re-loading of documents when submitting applications for construction services, which significantly reduced the number of errors in submitting documents and simplified control over their status. In 2024, more than 6 thousand applications and up to 4 thousand interdepartmental requests were processed monthly through the ESC.
The ECSC switched to submitting applications and providing the results of construction procedures in the format of XML-schemes approved by the Ministry of Construction of Russia, which ensured the uniformity of the formats of as-built documentation and made it understandable to all participants in the industry.
This allowed:
- Reduce the number of refusals to accept documents by 40%.
- Optimize control over construction progress using digital mechanisms for fixing the stages of work.
- The functionality of creating a single number of the capital construction facility (ACS) has been developed, which will allow in the future to combine all data on capital construction facilities throughout the life cycle - from planning to operation. This will help to eliminate duplication of information, shorten the time for the provision of construction services and procedures, as well as ensure access to data for all interested parties.
The transfer of the processes of interaction between developers and the State Construction Supervision Service of St. Petersburg (SGSN) into electronic form made it possible to speed up the direction and transfer of construction documentation, as well as make control more transparent:
- Over the past four years, the average duration of procedures has decreased by almost 40%.
- The tool for automatic preparation of XML documents allowed developers to quickly form the necessary files for construction supervision without the participation of intermediaries, which saves developers time and money.
In 2024, the transfer of ESC to certified domestic software was completed, which laid the foundation for the further safe and independent development of the system.
The system is implemented by domestic development with minimal use of public libraries that are monitored for the absence of vulnerabilities. It is certified by FSTEC in accordance with the requirements of legislation for the reliability of state information systems.
As a result:
- ESC has become part of the Smart City ecosystem, integrated with various state information systems of regional and federal executive bodies.
- Data protection has increased due to work in the domestic IT infrastructure.
- A platform has been created for the further digitalization of the construction industry.
The next stage in the development of the ESC is aimed at further simplifying the interaction between business and the state:
- TIM scaling (BIM), including real-time visualization of construction progress.
- In-depth integration with other GIS, which will completely eliminate paper flow and most mechanical work.
- Extension of analytics tools that will help predict both possible problems at construction sites and the need for engineering and social infrastructure.
2018: Single-bid utility connectivity
On December 20, 2018, Netrika announced that St. Petersburg developer investors had the opportunity to submit a single application for connecting construction projects to engineering networks in electronic form. The application is submitted through the Unified System of the Construction Complex of St. Petersburg (ESC), developed by the St. Petersburg Information and Analytical Center together with the technological partner Netrika, commissioned by the Committee for Informatization and Communications for the Project Office of the Administration of the Governor of St. Petersburg.
Since the implementation of the ESC creation project, as of December 2018, the city authorities have achieved significant results in eliminating administrative barriers to business development: they simplified and accelerated the receipt of services and procedures by developer investors, increased the efficiency of civil servants, and achieved transparent management of investment and construction projects. This became possible thanks to the joint work of the government with the business community and the use of an integrated integration approach when creating a unified digital environment for the investment and construction sector of the region.
In addition to revising regional regulations, developing and approving regulations for the provision of public services and providing procedures for the investment and construction sector of St. Petersburg, the ESC developers automated the business processes of each of the participants in digital interaction, without violating the integrity of the region's IT landscape.
To achieve these goals, a universal integration platform was created for all existing information systems of the executive bodies of state power of St. Petersburg, resource supplying organizations (RSO) and other organizations of the investment and construction sector, and a single industry repository of information on all construction objects was formed. And for investors-developers, on the principle of an electronic "one window," personal accounts were developed, with the help of which the entire cycle of investment and construction procedures is digitally displayed and control over their implementation is carried out.
Additional services have appeared in the ESC, the analytical block of the system has been improved. Also, through the ESC for December 2018, you can submit a single application for the connection (technological connection) of capital construction facilities to engineering networks in electronic form. Based on the results of this functionality, the federal executive authorities will develop the necessary proposals in order to extend this practice to the entire territory of the Russian Federation.
"Previously, developer investors had to submit documents for the technical connection of construction facilities to engineering networks in different RSOs. It was necessary to separately interact with each of the suppliers: heat, gas, electrical, water supply and sanitation services. Since November 2018, the city has brought all services into one and implemented the possibility of submitting a single electronic application through personal accounts on the public services portal of St. Petersburg. 2017: Establishment of the ECSC
As of August 2017, the ESC as a whole is a tool for the interaction of authorities and resource-supplying organizations with developers. The system was developed by Netrika by order of the Committee for Informatization and Communications of St. Petersburg, the functional customer is the Administration of the Governor of St. Petersburg, which also acts as the system operator: it conducts regular monitoring and analysis of the system, the results are the basis for making decisions of the Headquarters to improve business conditions in St. Petersburg. ESC is a source of relevant data for the Project Office of the Governor of St. Petersburg.
The formed Unified Information Space of the city in the field of construction and investment allows to reduce the number of administrative barriers in the implementation of construction projects and improve the investment climate of St. Petersburg.

- Control over the execution of the functions of the St. Petersburg IOGV at all stages of construction procedures, reduction of corruption risks;
- Transparent and understandable process for construction companies, the ability to track the entire progress of service delivery;
- Access to information about services and the ability to apply online at any time.
Developers were able to apply for government services and construction procedures in a single window at any time convenient for them. Round-the-clock submission of applications and documents is available on the portal "State and municipal services (functions) in St. Petersburg" (gu.spb.ru), through the "Personal account" of the developer. In order to submit an electronic application, the recipient of the service must be registered with the ESIA. Both applicants and state authorities certify all their actions with an electronic signature. The system implements interdepartmental electronic document management, thanks to which state authorities can request and transfer among themselves documents already available in the system and previously received from the developer within the framework of other procedures.
The system allows the developer to track and control all stages of the application. Since the launch of the ESC in February 2017, 24 procedures have already been transferred to electronic form (data for April 2017), including: issuance of permits for the construction of capital construction facilities, connection to electric networks, water supply and sanitation networks.

System Development Plans
By the end of 2017, it is planned to translate more than 50 procedures regulating construction in the region into electronic form.
In addition, it is planned to:
- implement for developers the possibility of "impersonal" remote interaction with authorities employees in the process of considering the latest electronic applications;
- introduce electronic "Personal Accounts" for managers both on the part of construction companies and on the part of authorities;
- automate the process of resolving disagreements, in case of their occurrence, between developers and coordinating bodies.
