Denis Chamara appointed head of the committee

On December 19, 2016, the Governor of St. Petersburg Georgy Poltavchenko signed an order appointing Denis Chamara to the post of head of the Committee on Informatization and Communications. The new chapter has a probationary period of 6 months.

Chamara was replaced in this post by Ivan Gromov, who headed the committee since 2012. He left the committee in connection with the transfer to another job - the head of the Petrograd district of St. Petersburg. After Gromov left, Denis Chamara served as chairman of the committee.

Speaking about the priority plans and tasks of the new chairman, the Committee on Informatization and Communications of St. Petersburg told TAdviser that one of the most important areas of the committee's activity at the time of Denis Chamara's appointment is the implementation of the Safe City hardware and software complex. It is a set of information systems and technical means, regulatory legal acts and regulations of interdepartmental interaction, regulating the activities of all departments and services to ensure the city and its residents.

In addition, it is planned to continue to pay close attention to the issue of import substitution in the field of IT, the committee added. When implementing a state order, the committee forms requirements for the technical characteristics of the ordered software and hardware so that domestic manufacturers can actively participate in competitive procedures.

Budget cut by one third to RUB 6.6 bln

In October 2015, the governor and the government of St. Petersburg approved the draft city budget for 2016, after which it was sent for consideration by the Legislative Assembly. According to the departmental structure of expenditures provided in the draft, for 2016 the budget of the Committee for Informatization and Communications should amount to 6.6 billion rubles, which is 2.7 billion less than the 2015 budget.

The main reduction in expenses falls on the item on the purchase of automation tools and software: in 2015, 2.6 billion rubles were provided for it, and in 2016 it is proposed to allocate 689 million rubles. In 2015, the Committee was allocated additional funds in the amount of about 2 billion rubles, the bulk of which fell on the same item of expenses.

A significant reduction in expenses is also planned for capital investments in the Communications and Informatics industry in accordance with the targeted investment program - from 793 million rubles. up to 270 million rubles. Other articles that reduce costs include ensuring the development of state information systems in St. Petersburg (by about 119 million rubles) and measures to pay for postage costs related to sending protocols on administrative offenses and controlling payment of fines imposed (by about 130 million rubles).

Some items for which funds were allocated in 2015 are not at all in the departmental structure of expenses for 2016. For example, expenses for the development of the UEC project in St. Petersburg and for measures to develop the material and technical base of the institutions of the emergency medical service in St. Petersburg. As for the latter, these events were supposed to be completed in 2015. At the same time, under some items, expenses in 2016 are planned to increase. For example, for the operation of state information systems in St. Petersburg - from 525 million rubles. up to 602 million rubles.

Representatives of the Committee noted that since 2012, in order to increase the efficiency of spending funds, they have been pursuing a policy of centralization, consolidation and unification of software and hardware used in government agencies of the city. These conversions minimize hardware and support costs.

For the same purposes, work is underway in terms of administrative management of informatization processes: work on regulatory regulation and rationing of expenses for computing equipment, taking into account the norms of its provision to employees, depreciation of computer equipment and compliance with the allocated amounts of funding.

The next step, according to representatives of the Committee, will be the transition to rationing the cost of servicing state information systems, which is especially important given the current transfer of city systems to centralized cloud storage - a regional data center. It as a single point should house government systems to improve the efficiency of managing the information space and reduce costs due to their centralized maintenance.

In addition, in 2015, the fleet of equipment in all state authorities of the city was significantly updated: over the past six months, the Committee for Informatization and Communications has purchased more than 10 thousand units of computers and peripheral equipment. Representatives of the Committee told TAdviser that this will allow specialists over the next few years to use the latest ICT to improve labor efficiency.

"At present, due to the instability of economic rates, the volatility of world markets and the optimization of spending by state authorities, it is necessary to adhere to a given vector of movement in order, taking into account the limited financing, to fulfill the tasks set by the city leadership within the framework of existing obligations to the population of St. Petersburg," the Informatization and Communications Committee summarized.

2015: IT budget increase to RUB 9.3 bln

In June 2015, the Governor of St. Petersburg Georgy Poltavchenko signed a law providing for adjustments to the city budget for 2015 and for the planning period of 2016 and 2017. The IT budget of St. Petersburg is increasing amid reduced costs for public transport and utilities

Earlier, according to the law on the budget of St. Petersburg for 2015 and the planning period of 2016 and 2017, approved in November 2014, it was planned to allocate 7.21 billion rubles to the IT committee in 2015. At the same time, in the earlier, September draft law on the budget, it was about an even smaller amount - about 6 billion rubles.

The Committee for Informatization and Communications will direct the bulk of additional budget funds to the purchase of automation tools and software, follows from the recall of the Accounts Chamber of St. Petersburg to the concept of a draft law on budget changes. Funding limits were also increased for the design and development of a single multi-service telecommunications network in St. Petersburg.

Along with the increase in budget allocations for the IT committee on individual items in 2015, on some other items, the cost of informatization is reduced. For example, for measures to develop the material and technical base of institutions of the ambulance service in St. Petersburg, as well as for the operation, development and modernization of the city automated system for fixing traffic violations and controlling the payment of fines imposed.

From the review of the Accounts Chamber it follows that the Committee on Informatization and Communications has become one of the four main managers of budget funds of the city, whose budget for 2015 is increasing. The budgets of the rest of the managing structures of budget funds of St. Petersburg are reduced: collectively - by more than 25 billion rubles. Among the areas in which costs are reduced in 2015 are public transport, general education, public utilities, etc.
