In April 2012, Ivan Gromov was appointed Chairman of the Committee on Informatization and Communications of St. Petersburg.
Ivan Gromov had not previously been engaged in informatization. However, as he argued, this sphere is not completely unfamiliar to him. 2015
Reprimand from the governor
On February 17, 2015, at a meeting of the government of St. Petersburg at that time , Georgy Poltavchenko, who was the governor , reprimanded Ivan Gromov in connection with the malfunctions in the work of the city portal of public services that happened on the day of the opening of the entry to St. Petersburg schools.

Penalty for violation of procurement law
In May 2015, the FAS Office for St. Petersburg reported that the chairman of the city Committee for Informatization and Communications was fined for violating the law on the contract system.
The violation was revealed following an unscheduled audit of the committee, which the St. Petersburg OFAS conducted after at the beginning of the year there were problems with enrolling children in schools through the St. Petersburg portal of public services.
The development of the function of enrolling in schools was carried out by the IT committee of the State Unitary Enterprise "St. Petersburg IAC" within the framework of a state contract with the committee for the development of the system of providing public services in electronic form. The total volume of the contract was about 142 million rubles. In this case, the purchase of these works was made as a purchase from a single supplier.
Antimonopolists found that St. Petersburg IAC was not endowed with exclusive powers to carry out work on the development of the city portal, so the IT committee did not have the right to make this purchase from a single supplier, but had to conduct open tenders. Thus, violations of the law on the contract system were recognized in the actions of the committee.
The materials of the unscheduled inspection were sent to the prosecutor's office of St. Petersburg, which, in turn, saw in the actions of the IT committee signs of violation of Article 7.29 of the Administrative Code of the Russian Federation (Non-compliance with the requirements of the legislation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs when deciding on the method and conditions for determining the supplier (contractor, contractor).
As a result of the consideration of the administrative case, the chairman of the Committee on Informatization and Communications was fined 50 thousand rubles, according to the OFAS in St. Petersburg.

2016: Appointment as the head of the Petrograd district of St. Petersburg
In September 2016, Ivan Gromov was appointed head of the Petrograd district of St. Petersburg, the city administration said. On September 27, he was presented to the staff of the district administration.

2021
Appointment as the head of the Kalinin district of St. Petersburg
