On October 25, 2010, after being appointed mayor of Moscow, Sergei Semenovich Sobyanin was appointed chairman of the Moscow City Information Technology Committee. Later, the committee was transformed into the Department of Information Technologies of Moscow (DIT)
According to Artem Ermolaev, Sergei Sobyanin invited him to work in the Moscow government in the fall of 2010, having previously agreed on the appointment with Minister of Communications Igor Shchegolev (Ermolaev worked as his adviser). 2018: Leaving the Moscow government
On September 19, 2018, TAdviser, citing its own source in the Moscow government, announced that Artem Ermolaev was leaving his post. A day earlier, Mayor Sergei Sobyanin, re-elected on September 9, dismissed the city government by decree, instructing him to exercise his powers until a new composition is formed. The first deputies and deputy chief of staff of the mayor and the government of Moscow were also dismissed with the assignment of duties for previously replaced positions.
The loudest resignation was the departure of Deputy Mayor Leonid Pechatnikov, who was responsible for the social block. Anastasia Rakova, who oversaw the IT department of Moscow, was appointed instead. According to the mayor's decree of September 19, other employees of the previous composition remain in the new government. For example, Maxim Liksutov was again appointed head of the Department of Transport and Development of the dorozhno Transport Infrastructure of Moscow.
The Meduza portal also reported on the departure from the mayor's office of Artem Ermolaev, citing its sources. During the work of Artem Ermolaev as head of the capital's DIT, Moscow was noted for its leadership in the UN ranking in terms of e-government development. As part of the preparation of this rating, 40 cities were studied, and the first place among them was taken by the Russian capital, ahead of Cape Town and Tallinn, which took second and third places, respectively.
Assessment of the work of e-government in cities was carried out on technical aspects, information content of local websites of public services, as well as on the use of electronic services and initiatives aimed at attracting citizens to such services. A total of 60 different indicators were involved. Among them are the ease of working with the portal, the speed of loading pages, the availability of services on mobile devices, the internal search mechanism and the customization of the portal.
