In 1980 graduated from the Leningrad engineering and economic institute of P. Togliatti (now - the St. Petersburg state engineering and economic university) in "The organization of the mechanized processing of economic information".

Career

Worked as the commissioner of student's construction groups and also at Komsomol work (the last position - the first secretary of the Frunze district committee of the All-Union Leninist Young Communist League of Leningrad).

Served in bodies of KGB of the USSR the operative, the head of department which is carrying out work with the credit and financial sphere.

Held a post of the vice chairman of the board of St. Petersburg Sberbank.

Since 2003 - the vice chairman of the board of Sberbank.

May, 2010 - January, 2013 - the chairman of the board of Northwest bank of Sberbank.

Since January, 2013 - the adviser to the president, the chairman of the board of Sberbank German Gref.

In April, 2014 deputies of the Legislative Assembly of Saint Petersburg approved Alexander Govorunov's candidacy to the vice governor's position – the head of Administration of the city governor. Now in case of departure of the mayor Georgy Poltavchenko in a holiday or departure to a business trip Govorunov as the head of administration will fulfill duties of the city's mayor.

In addition to the management of Administration of the governor, this position also includes coordination and control of activity of Committee on informatization and communication and also administrations of the districts of St. Petersburg.

"St. Petersburg – the city, native for Alexander Nikolaevich, and many city problems he knows firsthand. I consider that he will adequately cope with obligations for the organization of effective work of the Administration of the Governor of Saint Petersburg and will bring big benefit to our city", - Poltavchenko noted, representing Govorunov to deputies.

As the vice governor – the head of Administration of the governor Alexander Govorunov will replace Igor Divinsky holding this post since November, 2011 Divinsky, in turn, will be appointed to the new position which appeared in Administration - the vice governor on communications with federal public authorities.
