Was born on May 19, 1956 in Baku.

1976: Service in AF

In 1976 - 1978 compulsory military service in Armed Forces of the USSR.

1979: Work in the construction organizations

In 1979 - 1985 worked at technical and executive positions in the construction organizations of the city of Leningrad (since 1991 - St. Petersburg).

On October 3, 2018 it is appointed the acting as the Governor of Saint Petersburg before taking office of the person elected the Governor of Saint Petersburg.

On September 18, 2019 officially entered a position of the Governor of Saint Petersburg.
