"Unified St. Petersburg Card" (ECP) is a multifunctional social card that will unite all spheres of public life of the city. The project is being implemented under the leadership of the Committee on Economic Policy and Strategic  Planning of St. Petersburg. The issue, issuance and maintenance of the ECP will be carried out by the St. Petersburg state government institution "Information Support Center."

2020

Bank "Saint Petersburg" data

Just a year later, 130 thousand Petersburgers became holders of the ECP from Bank St. Petersburg. The card combines a bank card based on the Mir payment system, a travel ticket, a compulsory health insurance policy and a discount card. The card is issued and serviced by the bank for free, while it is profitable and convenient for the client: for example, the fare in the St. Petersburg metro via the EKP is 19 rubles lower than the standard tariff.

In addition, you can put a photo of the owner, his date of birth, the number of the compulsory medical insurance and SNILS policy on the map, as well as record an enhanced qualified digital signature. For each purchase, up to 5% of bonuses are charged on the card, which can reimburse purchases from partners of the BRIGHT loyalty program - from gas stations to museums. And the card holder participates in the loyalty program from the National Payment System with the accrual of cashback for purchases.

2019

Availability of a single St. Petersburg card to health workers of St. Petersburg

On September 12, 2019, it became known that the Unified St. Petersburg Card became available to medical workers in St. Petersburg in their official activities. Doctors of medical institutions of the city will be able to sign medical documents using an electronic signature posted on the card, and patients will be able to use the card instead of the compulsory medical insurance policy. The registration of an electronic signature certificate for the Unified St. Petersburg Card for Medical Workers is carried out free of charge at the Korus Consulting CIS certification center, which is part of the Sberbank group of companies.

In the near future, the card will be the key to electronic document management in healthcare. Citizens will be able to receive medical documents (conclusions, referrals, examination results, etc.) in electronic form, certified by the doctor's electronic signature, which is especially important for the provision of prompt medical care. In addition, medical professionals are already signing electronic sick leave and will be able to write electronic prescriptions for patients.

As of September 2019, more than 1000 medical workers used the service of recording an electronic signature certificate to the Unified St. Petersburg Card. It is planned that by the end of 2019 their number will be more than 3,000. In total, more than 85 Sberbank clients have become owners of[1] cards[2].

Competition for the development of the Unified Map of St. Petersburg

On July 18, 2019, it became known that the St. Petersburg State Order Committee announced a competition for the development of the Unified St. Petersburg Card.

In the tender documentation, the list of necessary works contains: modernization of the card system to obtain up-to-date information on bonus programs and TSP loyalty programs, creation of an electronic catalog of partners in the form of a list and geometries on an interactive map, development of a mobile application with a personal account, the possibility of forming a list of purchases of cardholders, conducting electronic polls (votes) and publishing their results.

It is noted that when modernizing the card system, priority should be given to freely distributed software used in modern big data processing projects and projects for processing continuous consecutive chains of information blocks stored in distributed file systems (blockchain).

As of July 2019, the card performs four main functions: payment, transport, identification and electronic signature. It is produced on the basis of the national payment system "Mir[3] the [4]

Joining Mir Pay and Samsung Pay

On May 20, 2019, it became known that Bank St. Petersburg expanded the functionality of the Unified St. Petersburg Card by joining it to the Mir Pay and Samsung Pay payment services.

Bank customers who are holders of national payment cards, including the Unified St. Petersburg Card, will be able to use contactless payment services. Customers of the bank will be able to pay for their purchases using smartphones or other wearable devices (smart watches, tablets).

You can pay for purchases using Mir Pay in any terminal in which Mir contactless cards are accepted. Samsung Pay allows you to pay for purchases with your smartphone or Samsung wearable device wherever bank cards are accepted for payment.

Card tokenization is one of the global trends in the payment solutions market in recent years. Services are very in demand among bank customers: a significant share of bank card transactions are made without the participation of the plastic card itself - using smartphones, tablets and other "smart" devices. With the start of the implementation of Mir Pay and Samsung Pay services for cards of the National Payment System in May 2019, the bank began to provide the possibility of using such technologies for 99% of its cards.[5]

The launch date of the "Unified Map of St. Petersburg" has been announced

VTB, Sberbank and Bank St. Petersburg from May 1, 2019 are ready to begin issuing the "United Card of St. Petersburg."

"We
should have a start and launch of this project on May 1, so now we are engaged, in fact, in debugging the performance of cards and will be ready to start [issue] from May 1," Anatoly Pesennikov, deputy chairman of the North-West Bank - director of the head branch of Sberbank for St. Petersburg, told TASS in March.

He added that at first Sberbank plans to provide ECP to its clients from budgetary organizations.

"We
will provide all holders of Sberbank cards to the ECP, I mean, today it is still budget organizations, and then we will look at this project as it develops," the source said. According to A. Pesennikov, a total of 400 thousand cards for budget organizations (all banks) have now been issued in St. Petersburg.

The social unified card for residents of St. Petersburg assumes that its owner will be able to receive various benefits, pay for travel in public transport, use the preferential system of payment for housing and communal services, and also receive other public services in the authorities. Now a single social card for residents of the city operates in Moscow.

2018

The main functions of the social card were demonstrated on the equipment of the Russian company "SHTRIKH-M."

Petersburgers will be able to use the ECP as a transport card, as a carrier of an electronic compulsory medical insurance policy and a recipe. In addition, it will be possible to receive pensions and other payments from the city budget at the ECP.

The project involves the participation of several banks that will meet the criteria determined by the City Government.

The card was created on the basis of the national payment system "MIR," which makes it also a universal and safe payment instrument. The project involves the participation of several banks.
