Over 6 years, 230 thousand units of medical equipment have been launched in Russia

According to Golikova, in 2023, ₽319,2 billion were provided for the implementation of the Healthcare national project. The funds were fully brought to the regions, which made it possible to reach 99.5% of the project's key indicators for April 2024. She also drew attention to the need to strengthen control over the timely implementation of events, since 2024 is the final year for this national project.

Golikova noted that among the key results is an increase in life expectancy in Russia to 73.4 years. A large-scale medical examination was also carried out, including medical examination of more than 60% of the adult population and 96% of children. The worst situation is with the federal project "Creating a single digital circuit in healthcare on the basis of a single state health information system (Uniform State Health Information System)." Its budget at the end of 2023 was spent by 83.5%: of the 11.7 billion rubles provided, 9.8 billion rubles were spent.

The largest federal project in terms of finance "Fight against Cancer" was completed by 99.3%: of the 158.4 billion rubles provided, 157.3 billion rubles were spent. Fedproekt "Primary Health Care" was executed by 98.2% - 10.6 billion rubles out of 10.7 billion rubles. Under the program "Fight against cardiovascular diseases," the indicator amounted to 97.9% - 16.4 billion rubles out of 16.8 billion rubles. The federal project "Development of children's health care, including the creation of a modern infrastructure for the provision of medical care for children" was executed by 98.6%: 17.7 billion rubles out of 17.9 billion rubles were spent. The program "Modernization of primary health care of the Russian Federation" was completed by 97% - 92.4 billion rubles out of 95.2 billion rubles.[2]

The budget of the national project "Healthcare" turned out to be one of the least executed

The budget of the national project "Health" was one of the least executed in 2022. This is evidenced by the data of the Ministry of Finance of the Russian Federation, published in January 2023.

According to the statistics of the department, the indicator of cash execution of federal budget expenditures for the implementation of the national project "Healthcare" amounted to 96.36% against 95.2% a year earlier. Expenses on federal projects included in it increased from 243 billion to 360.78 billion rubles.

Among other national projects, "Healthcare" in terms of cash execution of expenses was in 2022 only in 11th place. The same level was recorded at the end of 2021. In 2022, funds from federal projects "Providing medical organizations of the health care system with qualified personnel" (1.19 billion rubles), "Development of a network of national medical research centers and the introduction of innovative medical technologies" (10.7 billion rubles), "Development of export of medical services" (27 million rubles) were 100% used.

At the same time, only 93.6% of allocations were used for the federal project "Modernization of Primary Health Care," which started last year (96.8 billion of the 103.4 billion rubles budgeted). Even lower is the cash execution under the project "Creating a single digital circuit in healthcare on the basis of a single state health information system (Uniform State Health Information System)" - 90.8%, 13.4 billion out of 14.7 billion rubles were mastered. However, in 2021, the indicators of spending on the digital circuit were even lower - 85.3% (14.2 billion out of 16.6 billion rubles).[4]

619 billion rubles are allocated for the implementation of the national project "Healthcare"

As it became known on September 22, 2022, the Russian authorities allocate 619 billion rubles for the national project "Healthcare" for a two-year period. In particular, 310 billion rubles are planned for 2023 and 309 billion rubles - for 2024.

The provided volumes of budgetary allocations compared to 2022 in 2023 are planned to be reduced by 118.2 million rubles, and in 2024 - by 329.8 million rubles. This is stated in the materials for the draft federal budget for 2023 and the planning period 2024-2025.

2021

Over 687 billion rubles will be allocated for the national project "Healthcare" in 2022-2024

On September 21, 2021, it became known about the increase in funding for the national project "Health" by several billion. In the period 2022-2024. it is planned to spend over 687 billion rubles on its implementation, according to an explanatory note to the draft federal budget.

According to TASS with reference to this document, budget allocations for the financial support of the implementation of the national project "Healthcare" are planned in 2022 in the amount of 254.4 billion rubles, in 2023 - in 215.6 billion rubles, in 2024 - 217.77 billion rubles. Expenses compared to those approved earlier increased by 3.3 billion, 3.46 billion, 312.1 million rubles, respectively.

Over 687 billion rubles will be allocated for the national project "Healthcare" in 2022-2024

The change in volumes is associated with the revision of some parameters for financing federal projects included in the national project. For example, to implement the International Classification of Diseases of the eleventh revision (MKB-11; approved by WHO in 2019, will enter into force in 2022) the budget of the federal project "Creation of a single digital circuit in health care on the basis of a single state information system in the field of health care (EGIZ)" will change.

The ministry will also collect information on the proportion of patients who received treatment at the National Medical Research Center outside the territory of their residence and the volume of high-tech medical care, the volume of export of medical services.

According to the national project "Healthcare," the Ministry of Health should report on the number of "comfortable" children's clinics, retrofitted, with modern infrastructure, and on the share of their visits to children in the total number of visits to clinics.

Another block concerns data on the staffing of medical institutions by doctors and nurses, including feldsher-obstetric centers (FAP). In particular, data will be collected on the number of visits to the FAP per villager and the share of settlements with the number of residents up to 2 thousand people for whom primary medical care is available.[7]

2018: Announcement of the start date of the national project

From October 1, 2018, the priority national project "Healthcare" will start working in Russia. For 6 years, the Ministry of Health expects to reduce the mortality rate of the working-age population by more than a quarter and infant mortality by 19.6%.

In general, the Ministry of Health oversees 10 federal projects: eight independent within the framework of the national project "Health," and two in the national project "Demography." Among the target indicators of the project: reducing mortality, eliminating personnel shortages, universal coverage of Russians with professional examinations, increasing the availability of medical care, optimizing the work of medical institutions, reducing queues and increasing "the volume of exports of medical services by at least four times."


As the Minister of Health Veronika Skvortsova said, the department is faced with the task of forming "total alertness to oncological diseases in the primary care," re-equipping more than 100 regional institutions, and forming outpatient cancer services. In addition, within the framework of the project "Combating Cancer," a network of proton centers will be created - the most innovative part of nuclear medicine, as well as a network of reference centers for a second expert opinion on the most complex diagnostic methods. A separate part of the program is devoted to eliminating the shortage of personnel in the oncology service, including engineering personnel - those specialists without whom radiology cannot develop.

The program to combat cardiovascular diseases involves the re-equipment of the entire network of primary vascular departments, regional centers and rehabilitation departments, an increase of at least twice the volume of X-ray endovascular interventions, stenting, angioplasty in acute coronary syndrome.

But, first of all, the national project is devoted to improving the availability, quality and comfort of primary health care, this is its first direction, Skvortsova emphasized. Until 2021, it is planned to build more than 360 new healthcare facilities for small settlements, increase the coverage of the population with professional examinations, the introduction of technologies, the so-called lean clinics. In general, the Ministry of Health expects to bring the "staffing rate" of Russian medical institutions to 95%.
