National Education Project
The National Education Project is an initiative aimed at achieving two key objectives. The first is ensuring the global competitiveness of Russian education and the entry of the Russian Federation into the number of 10 leading countries in the world in terms of the quality of general education. The second is the education of a harmoniously developed and socially responsible person on the basis of the spiritual and moral values of the peoples of the Russian Federation, historical and national-cultural traditions.

The national project "Education" envisages the implementation of 4 main directions for the development of the education system:

Government cuts budget for digital education environment
The draft budget for 2021-2022 includes a reduction in funding for the federal project "Digital Educational Environment," which is part of the national project "Education." This follows from the draft federal budget for 2021 and the planning period 2022-2023 submitted by the government to the State Duma[2].
From the documentation published for the draft budget, for 2021 it is planned to finance the Digital Educational Environment in the amount of 15.071 billion rubles, which is 9.9% less than the previously approved amount, for 2022 - 11.995 billion rubles, which is about 10.3% less. And for 2023, financing in the amount of 11.775 billion rubles is expected. This is about 11.5% lower than the amount pledged in the project passport.
At the same time, the explanatory note states that 80 million rubles from the budget of the Digital Educational Environment in 2021-2022 will be redistributed annually to the federal project "Social Elevators for Everyone," which is also part of the national project "Education."
It also says that the draft budget also provides for a reduction in budget allocations to the constituent entities of the Russian Federation for inter-budget transfers for activities in the field, formations including the introduction of a targeted model of the digital educational environment in general education organizations and professional educational organizations.
The goal of the Digital Educational Environment project is to create conditions for the introduction of a modern and safe digital educational environment, which ensures the formation of the desire for self-development and self-education among educational organizations of all types and levels, by updating the ICT infrastructure, training personnel, and creating a federal digital platform.
Earlier, the deadline for the implementation of this project was indicated by 2024, but in October 2020 , the Ministry of Education developed a draft government decree that would shift the deadline to 2030.
For 2021 and 2022, the draft budget includes a reduction in appropriations for the federal project "Modern School," which also belongs to the national project "Education." It provides, inter alia, for updating the material and technical base of schools, updating the content and technology of teaching general education programs. Deputy Minister of Education Tatyana Vasilyeva in August reported that in 2021 the supply of equipment to schools to strengthen their material and technical base will begin.
The draft budget provides for a reduction in costs here in the range of 10% in 2021 and 2022. However, unlike the Digital Educational Environment, in 2023 the Modern School is planned to be financed almost tripled: compared to the amount approved in the passport, the draft budget provides for an increase in allocations by 2.8 times, to 105 billion rubles, follows from published documents.
