Allocation of ₽5,4 billion from the federal budget for the construction of an IT campus

On October 1, 2024, it became known that the project federal budget Russia for 2025 included ₽5,407 billion for the creation of an IT campus in. Nizhny Novgorod These funds are provided for under state the program "Scientific and Technological Development of the Russian Federation."

IT Campus Project in Nizhny Novgorod

The campus is scheduled to open in 2025. The total cost of the project, estimated at 2023 prices, is ₽41 billion, of which ₽19,3 billion is planned to be raised through a federal grant.

The project is being implemented by LLC "Development of Innovative Projects," owned by organizations of the regional government. Construction is underway in several stages. The first stage includes the construction of 18 dormitory buildings designed for 1.3 thousand students. The second and third stages provide for the construction of two dormitory buildings on the territory of Nizhny Novgorod State University for more than 4 thousand students.

As part of the fourth stage, it is planned to build an educational building with a fitness center and a conference center, designed for 2 thousand visits per day. The fifth stage includes the construction of an educational building for 5 thousand students near the metro bridge.

Agreement with HSE to train masters in artificial intelligence and computer vision

On September 17, 2024, Valery Cherepennikov, director of the ANO Project Office of the NEIMARK IT Campus, and Anna Blyakhman, director of the Nizhny Novgorod campus of the National Research University Higher School of Economics, entered into an agreement of intent to implement the master's program "Artificial Intelligence and Computer Vision." The signing took place in the presence of the Governor of the Nizhny Novgorod Region Gleb Nikitin and the Rector of the Higher School of Economics Nikita Anisimov.

As part of the program, students learn how to train, customize and deploy computer vision models. Graduates will be able to work in any projects related to object recognition, the creation of 3D reconstructions and photo filters, mobile applications for recognizing objects in photos and videos, with the introduction of machine learning in all types of industrial industries, in retail, medicine, banking and others.

The program "Artificial Intelligence and Computer Vision" is designed for applicants with a bachelor's degree in mathematical or technical disciplines, including computer science.

The entrance exam is designed to test the basic knowledge of applicants in programming or algorithmization, discrete mathematics and probability theory. Specialized knowledge of data analysis or the basics of computer vision is not required for admission.

After graduation, students will have to prepare a traditional diploma project under the guidance of leading specialists of companies - industrial partners of the program.

2023: Allocation of 3.5 billion rubles for the construction of the campus

In November 2023, the State Duma Commission on the Redistribution of Budget Allocations approved the allocation of 3.5 billion rubles for the advanced construction of the Neimark IT campus in Nizhny Novgorod. Prior to this, the funds were planned for 2024, but due to the importance of the project for the region, it was decided to allocate them already in 2023.

As the head of the commission, Andrei Makarov, said, the creation of the campus will make it possible for the Nizhny Novgorod region to provide training for in-demand specialists. The high pace of construction of the IT campus allows us to allocate advanced funding, he stressed.

In parallel with the construction of infrastructure, we are also developing the scientific and educational content of the campus with the participation of the expert community, representatives of partner companies. By November 21, 2023, the construction of the walls of three buildings was completed on the site of the first stage of the campus, interior and exterior decoration began. The first phase will involve the construction of 13 six-story and five four-story hotel buildings for more than 1,300 students. As part of the second and third stages, two hotel buildings for 4200 people will be created, and in the fourth phase an educational building with a sports complex and a conference center will appear. Finally, the fifth stage implies the construction of the main educational building near the metro bridge in Nizhny Novgorod.

It is expected that the main areas on the IT campus will be microelectronics, telecommunications, artificial intelligence, cybersecurity, etc.[2]

2022: Conclusion of an agreement for the construction of an IT campus

In early October 2022, the Governor of the Nizhny Novgorod Region Gleb Nikitin and the General Director of Development of Innovative Projects LLC Mikhail Koryagin signed a concession agreement on the creation of a world-class intercollegiate IT campus in Nizhny Novgorod. The Development Corporation of the Nizhny Novgorod Region will act as a center of competence in the implementation of the project.

According to the Minister of Science and Higher Education of the RFValeriy Falkov, the new intercollegiate campus in Nizhny Novgorod should become a center for training world-class IT personnel.

The total cost of the project is estimated at 41 billion rubles, of which 19.3 billion rubles are funds from a federal grant.

The campus facilities will be located on two sites: on Bolshie Ravines Street, near the metro bridge, an IT campus will be located, which includes an educational block and coliving for 1,500 seats, and on Gagarin Avenue, next to the buildings of the NNSU, there will be intercollegiate coliving for 3,900 seats, as well as a sports complex and a conference center.

The IT campus will work in conjunction with the innovative scientific and technological center "Quantum Valley" and, thanks to the creation of more than 10 thousand new jobs, will become the driver of the development of the territory in the historical center of the city.

It is planned that the first complex of the IT campus - coliving with 1,500 seats - will be commissioned in 2024, the rest - until the end of 2025, after which the concessionaire will serve new areas for 27 years. [3]
