Biography
Dmitry Vladimirovich Kamenshchik was born on April 26, 1968 in Sverdlovsk (Yekaterinburg), Russia.
Graduated from the Sociological Faculty of Moscow State University. M.V. Lomonosov with a degree in Economic Sociology.
Candidate of Economic Sciences. Fluent in English.

DME Holding assets transferred to state revenue
The assets of the management company of Domodedovo Airport were transferred to state ownership by decision of the Arbitration Court of the Moscow Region, adopted on June 17, 2025. The court satisfied the claim of the General Prosecutor's Office and recognized as justified the appeal of the property of DME Holding LLC to the state. The reason for the nationalization of the airport was foreign control over the management company DME Holding. As reported in the Prosecutor General's Office, the owner of the holding Dmitry Kamenshchik is a resident of Turkey and the UAE, and his partner Valery Kogan is a resident of Israel. According to the court, these states follow the Western policy of defeating Russia. The court recovered from the former owners of Domodedovo Dmitry Kamenshchik and Valery Kogan more than 3 billion rubles
On October 27, 2025, the Domodedovo City Court in the Moscow Region recovered over 3 billion rubles from the former owners of Domodedovo Airport Dmitry Kamenshchik and Valery Kogan. The decision was made on a lawsuit filed by the territorial division of the Federal Tax Service (FTS) of Russia at the initiative of the Prosecutor General's Office.
The funds were collected on the fact of non-payment by the former owners of the Domodedovo group of companies of taxes, fees, insurance premiums and fines. The stated claim is satisfied in full. The Prosecutor General's Office will monitor the execution of the court decision after its entry into force.
| The Prosecutor General's Office of the Russian Federation continues to work to ensure the stable functioning of Domodedovo Airport, filed at the suit of the supervisory authority in the ownership of the state. In this regard, at the initiative of the supervisory authority, the territorial body of the Federal Tax Service of Russia sent a lawsuit to Dmitry Kamenshchik and Valery Kogan to jointly recover the above amount (more than 3 billion rubles) in favor of the state, the ministry said. |
In June 2025, the Arbitration Court of the Moscow Region fully satisfied the claim of the Prosecutor General's Office, which demanded that 100% of the shares of DME Holding LLC, which owned Domodedovo assets, be recovered from the state. This requirement was explained by "protecting national interests, ensuring the security of the state and eliminating illegal foreign control over a group of strategic enterprises of Domodedovo Airport." As noted in the lawsuit, the beneficiaries of the airport, being residents of other states (Turkey and the UAE in the case of Kamenshchik and Israel in the case of Kogan), in violation of the legislation of the Russian Federation, disposed of the assets of the strategic facility for the country and withdrew profits abroad.[7]

He is fond of sports - martial arts (has a black belt in chhwegwando), snowboarding, diving and skiing. He pilots sports aircraft.
