Opening of the technopark

On September 11, 2024, the official opening of the first stage of the ZIL technopark took place in Moscow. The opening took place at the site of the former ZIL plant, where it is planned to implement three stages of construction. According to Interfax, the ZIL technopark will become one of the largest high-tech centers in Moscow. Moscow Mayor Sergei Sobyanin said that after the completion of all stages of the project, about 10 thousand jobs for small and medium-sized innovative enterprises will be created on the territory of the technopark. As of September 2024, there are 47 technology parks in Moscow, where about 80 thousand people are employed. They are the core of innovative development both in the capital and in Russia as a whole.

ZIL Technopark Building

The second stage of the technopark, building A, will include laboratory and administrative premises, as well as a fitness center with swimming pools, co-working space and a congress and exhibition complex. Technopark status allows resident companies to receive income tax, land tax and property tax benefits, which attracts a significant number of investors. Over the past eight years, the volume of investments in the development of Moscow's technology parks has exceeded ₽102 billion. For each ruble of tax benefits there are more than 9.5 rubles. private investment, which demonstrates the high interest of business in innovative projects in the capital.

The ZIL technopark project was initiated in 2019 and is being implemented with the involvement of private investors.[1]

ZIL technopark to appear in Moscow by 2023

The agreement on the creation of the ZIL technopark near the Third Transport Ring on the territory of the capital between the Moscow Government and ITELMA Group of Companies was signed on September 2. The investor will invest 4 billion rubles in the implementation of the project, and will also create more than 1.1 thousand jobs for residents of the city, said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The project received benefits from Moscow and 3.3 billion rubles from the investor

At the end of July 2020, Moscow Mayor Sergei Sobyanin signed a decree assigning the ZIL technopark the status of an investment priority project in the capital. Corpus LLC will invest 3.3 billion rubles in the creation of this site.

As Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, explained, the status of a priority investment project will allow its executor to reduce the total regional tax burden by 25% and direct these funds to the development of the technopark. In particular, the income tax rate will be reduced from 17% to 12.5%, the property tax rate will be zeroed, the ground rent will be reduced by 99%, etc.

It is noted that by the end of July 2020, the status of an investment priority project in Moscow was assigned to 14 investment projects with total investments exceeding 30 billion rubles.

A new technopark will appear in the capital of the Russian Federation for 3.3 billion rubles

Svetlana Ganeeva, director of the city investment management agency, believes that the preferences for business provided by the capital contribute to a favorable investment climate. The investor undertakes to fulfill the requirements for economic activities imposed on technology parks.

2017: Technopark Plan

Land plots with an area of ​ ​ 3.96 hectares are designed to accommodate industrial and administrative buildings, structures, and industrial structures.

Along with this, the investor will have to ensure the assignment of the status of a technopark to land plots owned by Corpus LLC and all real estate objects built (reconstructed) no later than 31.12.2022 year.

When developing design and architectural solutions and implementing construction (reconstruction), two multifunctional public objects should be provided.
