State automated system "Vybory" is a geographically distributed, telecommunication, automated system for implementing information processes during the preparation and conduct of elections and referendums of all levels, as well as for automating the activities of election commissions in the inter-election period.

Automation objects are the CEC of the Russian Federation, 83 election commissions of the constituent entities of the Russian Federation, 2727 territorial election commissions. The system consists of specialized complexes of automation of information processes for preparing and holding elections and referendums.

State automated system "Elections" is an advanced technological solution for registering voters, planning the stages of election campaigns, monitoring the receipt and expenditure of funds from election funds, reporting voting results, as well as for other tasks that arise before election commissions.

The general developer of the system is FSUE NII Voskhod.

History of the development of the system

2024

Testing of the Vybory 2.0 state automated system system began in St. Petersburg

In St. Petersburg, began testing the system of the state automated system (GAS) "Elections" 2.0. Maxim Meiksin, chairman of the city election commission, wrote about this on his Telegram channel on April 16, 2024.

According to him, in addition to St. Petersburg, 76 more Russian entities also participate in testing State Automated System Vybory 2.0, in which elections will be held on a single voting day in the fall of 2024.

He also added that the decision to use the state automated system "Vybory 2.0" on a single voting day in 2024 will be made following the results of an all-Russian training session.

At the end of March 2024, the chairman of the St. Petersburg parliament, Alexander Belsky, said on the air of the Komsomolskaya Pravda radio station that the remote electronic voting system (DEG) would not be used in the election of the governor of St. Petersburg, which should be held from September 6 to 8, 2024. According to Belsky, earlier the administration of St. Petersburg acted with its own electronic voting system, but the CEC did not accept it. In 2024, the city leadership began the system operating in the country, and expects to come out with it in the future, with the exception of the next elections, the chairman of the St. Petersburg parliament noted.

In the presidential elections in Russia in 2024, St. Petersburg and the Leningrad Region did not use remote electronic voting.[1]

State automated system "Vybory" will be able to check the passport data of citizens with other databases

In mid-April 2024, it became known that the Central Election Commission (CEC) intends to finalize the voter register, which is part of the Vybory State Automated System (GAS). The purpose of the project is to improve the quality of the results of comparing the personal data of users of the Unified Portal of State and Municipal Services with the relevant information contained in the state automated system "Elections."

In the cancers of a contract worth 13.6 million rubles, the contractor will have to submit proposals for finalizing the special software of the Register of Voters, Referendum Participants (PRIUR) subsystem as part of the state automated system. The fact is that there are situations when voters have account data on the Public services portal for some reason do not coincide with the information contained in the State Automated System Vybory. Such an entry is called "unmatched" and does not allow, in particular, to register for participation in remote electronic voting (DEG).

The new CEC initiative is designed to solve existing problems.

You plan to improve the quality of data mapping by processing additional attributes. These include the "Date of issuance of a passport of a citizen of the Russian Federation," "Code of the subject of the Russian Federation of the place of residence" and "Name of the subject of the Russian Federation of the place of residence." In addition, it will be possible to analyze information on the date of issuance of a passport of a citizen of the Russian Federation with full and routine comparison. If the information in the state automated system "Elections" turns out to be more relevant, then the corresponding report will have to go to "Public services."[2]

2023

5.48 billion rubles spent on the development of state automated system "Vybory"

On April 10, 2024, the Central Election Commission (CEC) approved the report of the Federal Center for Informatization (FCI), according to which 5.48 billion rubles were spent on the operation and development of the State Automated System (GAS) "Vybory" in 2023. Moreover, the main part of these funds is aimed at creating and launching a new digital platform - "Elections" 2.0.

According to the Kommersant newspaper, the FCI report was approved unanimously. Of this amount, approximately 3.9 billion rubles amounted to expenses related to the Vybory 2.0 platform. To work with this system, specialists prepare equipment installed at the level of territorial and regional commissions. On April 15, 2024, training for system administrators begins, after which they will receive certificates for admission to work with the new digital platform.

5.48 billion rubles were spent on the operation and development of state automated system "Vybory"

The head of the FCI, Alexander Sokolchuk, said that in 2023, 4679 election campaigns of various levels were held using the Vybory state automated system, at which 89,630 candidates were nominated. All of them were checked using an interdepartmental electronic interaction system: in total, the Vybory state automated system receives 36 types of data through it. If in 2018 more than 22 thousand such devices were used in the elections, then in 2023 there were about 7 thousand of them left. CEC member Anton Lopatin emphasizes that the operability of the 2010 KOIB complexes "raises serious questions," and the failures "make observers suspect violations." According to Lopatin, it is necessary to "seriously think" about the further fate of this technique.[3]

The Central Election Commission will spend 477.5 million rubles on servicing the State Automated System Vybory system in 2024

In mid-December 2023, the Federal Center for Informatization (FCI) at the Central Election Commission announced a number of tenders to ensure the functioning of automation systems (KSA) of the state automated system. The total amount of contracts is approximately 477.5 million rubles

In addition, the tender documentation provides for a number of restrictions. In particular, it is impossible to provide services at the AGC state automated system "Vybory" without a representative of the information center of the election commission, copy the information resources of the system to unaccounted media, transfer copies of the state automated system "Vybory" software to third parties. All maintenance works shall be performed by specialists who have been trained in organizations authorized by the FCI at the CEC of Russia.[4]

2021: Start of accepting applications for testing electronic voting at EPGU

2020

CEC began inventory of state automated system "Elections" to switch to a new system

CEC will switch to a new digital platform instead of state automated system "Elections"

In early December 2020, it became known about the concept of creating a new digital platform adopted by the Central Election Commission (CEC), which will replace the state automated system. According to the head of the commission, Ella Pamfilova, state automated system "Vybory" "morally, physically and technologically," so there was a need for a "modern analogue."

According to Pamfilova, the partially new platform is already being used and will be used in the elections in 2021, and a complete transition to it is planned for 2022.

2019: Finalization of CAS of State Automated System Vybory interaction with SMEV

On August 9, 2019, Software Product specialists announced that they had finalized the software and hardware interaction complex of the State Automated System of the Russian Federation "Vybory" with a unified system of interdepartmental electronic interaction (SMEV).

With the help of the state automated system "Elections," elections are prepared and held on the territory of the Russian Federation. One of its tasks is to collect information about the candidate that he informs the election commission when applying for registration. To verify the information is transmitted through the System of Interdepartmental Electronic Interaction (SMEV) to the federal executive bodies.

Article 33 of the law "On basic guarantees of electoral rights and the right to participate in a referendum of citizens of the Russian Federation" obliges the candidate to provide the election commission with information on vocational education. Based on the results of the improvements performed by the Software Product specialists, the election commissions were able to verify the accuracy of the information provided by the candidate through the databases of the Ministry of Education. The customer of the project was the Federal Center for Informatization at the CEC of the Russian Federation.

The changes made make it easier for election commissions to verify information about the candidate's professional education and allow faster processing of applications for nomination in elections, the company noted.

2018

Results of the state automated system "Elections" in the presidential elections

The Ministry of Communications and Mass Media of the Russian Federation on March 19, 2018 reported that the state automated system of the Russian Federation "Vybory" (GAS "Vybory") on the day of the presidential elections on March 18, 2018 worked stably. Video broadcasting from polling stations took place normally.

The state automated system "Elections," the processes of creation and operation of which from the very beginning are inalienably connected with the Research Institute "Voskhod," worked normally both on a single voting day on September 10, 2017 and in the presidential elections in March 2018. Voskhod conducted 4 all-Russian training sessions for system administrators; integrated into the current version of state automated system "Vybory" technologies of machine-readable code (QR code) and voting at the location of the voter without the use of absentee ballots ("Mobile voter"); ensured the stable operation and stable operation of the system, as well as the operation of the hotline on voting days.

Video surveillance and video broadcasting were organized in 85 constituent entities of the Russian Federation at more than 43 thousand polling stations. For the first time in the federal elections, video surveillance was carried out on the premises of 2775 territorial election commissions. The video broadcast was carried out on the Нашвыбор2018.рф portal. During the day, it was watched by about 2 million unique users.

For the first time, Russian citizens could receive an electronic absentee certificate through the Unified Portal of Public Services. The service for choosing a convenient polling station for voting in the presidential elections was valid from January 31 to March 12, 2018. The service was used by 1.64 million citizens registered on the portal.

Maykor will continue to ensure the work of state automated system "Vybory" in the Far East

2017: The CEC prepares for the election of the President of Russia. Search for IT contractors started

The Central Election Commission of Russia (CEC) has begun IT preparations for the presidential elections, which are scheduled for March 18, 2018. On September 29, 2017, the acceptance of applications in two tender IT procedures of the department on this topic ended, and tenders were to be held for the third, canceled due to the lack of applicants for the contract. In another tender, the winner has already been determined by[6] to[7] for the[8].

All these purchases are marked "preparation and holding of the presidential elections in the Russian Federation." The direct customer from the state is the Federal Center for Informatization at the CEC. The amount of the initial prices of contracts in still unfinished tenders in conjunction with the price offer of the winner in the ended tender is 56 million rubles.

What and for how much is purchased

The completed tender with an initial contract price of 7.28 million rubles. concerned the deployment of a software and hardware complex for automated verification of subscription lists (six AWS, a scanner, MFP, software and hardware protection tools, etc.), as well as configure an industrial scanner using Oracle DBMS. In a row, these works went to the only participant in the purchase - the company "Accounts Service" - for 7.25 million rubles.

Failed due to the absence of participants in the auction with a starting price of a lot of 1.2 million rubles. related to the provision of communication services for the regional fragment of the state automated system "Vybory" in Tatarstan. They implied data transfers in a virtual private network (VPN) for the continuous exchange of information between complexes of automation tools of territorial election commissions and a complex of automation tools of the CEC of Tatarstan.

The two remaining tenders were announced on September 13, 2017. Bidding for them is scheduled for October 6. The first of them with a starting contract price of 18.4 million rubles. involves the provision of communication services for regional fragments of state automated system "Vybory." The terms of reference also spell out data transfer in virtual private networks (VPN), but already for a number of regions: Kabardino-Balkaria, Komi, Kalmykia, Mari EL, Amur, Astrakhan, Belgorod, Bryansk, Ivanovo, Irkutsk, Kemerovo, Kursk, Nizhny Novgorod, Sratovskaya, Tver, Tula, Ulyanovsk, Yaroslavl and Tomsk regions, Perm and Khabarovsk territories, Yamalo-Nenets Autonomous Okrug, Crimea ug, Sevastopol.

The second tender with an initial contract price of 29.1 million rubles. concerns communication services to expand the functionality of regional fragments of state automated system "Vybory." The nature of the work is still the same. The place to provide services is dozens of other regions of Russia.

2015: Transfer of state automated system "Vybory" to SPO

By the end of 2015 , the Voskhod Research Institute plans to develop a prototype system that implements the basic functions of the state automated system based on free software. The competition for the creation of a sample of the Voskhod Research Institute was announced at the end of November 2014, setting a maximum price for the work of about 87 million rubles.

As follows from the project documentation, the designed system should be implemented using free software, including the operating system, DBMS and application development tools.

In its current form, according to the Voskhod Research Institute, the Vybory state automated system hardware platform is built on HP-Compaq computers, servers and failover cluster systems . It uses the Windows, Windows Server OS families as operating systems , and Oracle DBMS is used as database management systems in the "Elections" state automated system .

When choosing common software for a prototype, preference should be given to products for which technical support is available on a commercial basis with the possibility of regular updating, according to the project TA.

The work is planned to be carried out in two stages. At the first stage, research work will be carried out to create a system design of a sample containing at least two options for creating a system, as well as technical design. At the second stage, a software implementation is carried out and the sample is handed over to the customer.

Earlier, in August 2014, it was reported that the CEC plans to start developing a new version of the state automated system "Vybory," which will be based on the domestic OS. This, in particular, was reported by the head of the Federal Center for Informatization at the CEC Mikhail Popov to the chairman of the interim commission of the Federation Council for the Development of the Information Society Lyudmila Bokova in response to her letter with a request to consider the possibility of abandoning Windows. In the same letter, he assured Bokova that he shares the concern of members of the Federation Council about the problem of import substitution of software.

2014: State automated system "Vybory" will learn to work with complaints against the CEC and others

Within the framework of the system State automated system "Elections" , it is planned to create a special one that ON allows automating control over the work CEC RUSSIAN FEDERATION of regional election commissions with appeals and complaints received during the preparation and conduct of elections.

As follows from the published description of the project, such software is necessary for the CEC to promptly obtain information about appeals received and under consideration by election commissions, their topics, brief content and applicants, the results of their consideration, revealed facts of violation of electoral legislation and measures taken.

The possibility of working with complaints to the state automated system "Vybory" is planned to be implemented by April 2015.

In addition, the system will make it possible to systematize the information received and provide opportunities to identify the most common violations of electoral legislation, the causes of their occurrence, as well as typical errors and shortcomings in the work of election commissions.

The system will provide for the possibility of filling out and maintaining call cards, taking into account their classification according to various parameters, including in detail on the topic of the call. Thus, it will process complaints about the nomination and registration of candidates, complaints about unlawful, according to the applicants, decisions and actions of election commissions and their officials during the preparation and conduct of votes.

Among the appeals processed in the system are complaints about falsification, including alleged, voting results and election results, complaints about violations related to the use of the advantages of official position, including law enforcement agencies, etc.

In addition to the reason for the appeal, it will also be possible to classify appeals in the system by the type of applicant, according to information about the confirmation of the violation, by the topic of applications submitted to the court, and court decisions and a number of other parameters.

Based on the information on appeals and complaints entered into the system, it will be possible to form reporting and statistical forms, including on several attributes of the card, on one, several and all election commissions of the constituent entities of the Russian Federation.

Goals of creation

  • ensuring the basic guarantees of the electoral rights of citizens of the Russian Federation and information support for the activities of election commissions in the interests of their implementation of election legislation;
  • automation of labor-intensive information work at all stages of the election campaign for all types of elections and referendums;

Functions

In preparation for election campaigns and referendums, the system provides:

  • introduction and processing of regulatory legal acts regulating the conduct of the election campaign, referendum;
  • formation of a calendar plan for the election campaign, referendum;
  • entering and processing information on electoral associations that have nominated lists of candidates, information on the progress of nomination and registration of candidates, authorized representatives and proxies;
  • preparation of voter lists, verification of voter information contained in subscription lists submitted by political parties;
  • entry, collection and processing of information on cash flow in the accounts of participants in the electoral process;
  • maintaining a list of state media that are required to provide airtime, a printed area for campaigning;
  • formation of mock-ups of ballots;
  • printing certificates for candidates, proxies, members of election commissions with an advisory vote.

When conducting voting and summing up preliminary voting results, the system provides data entry, collection and processing:

  • on the opening of voting premises at the polling station and on the participation of voters in the elections, referendum;
  • on the results of voting;
  • on issuing absentee ballots and ballots and repaying unused documents.

The system generates a graphical real-time display of information on the opening of polling stations, the course of voting and preliminary voting results and monitors the procedure for exchanging information between sets of automation tools of election commissions.

At the final stage, the system performs:

  • formation and printing of protocols and summary tables of election commissions of all levels on voting results;
  • distribution of deputy mandates during elections of deputies of legislative (representative) authorities;
  • printing certificates for deputies, for members of election commissions with an advisory vote;
  • Enter, collect, and process final financial statements in the system.
