According to Interfax, Popov's departure from the FCI is associated with the appearance of captcha on the website of the Central Election Commission[1].
On September 23, Pamfilova apologized for difficulties working with the database of the CEC of Russia and gave instructions to remove the capcha (a fully automated public Turing test to distinguish between computers and people) from each page on the website of the Central Election Commission, leaving it only on the main page.
At a meeting on Wednesday, she added that the situation with Capcha for her and for Popov "turned out to be very serious." Pamfilova noted that Popov will continue to cooperate with the CEC "in a new capacity." At the meeting, the former head of the FCI said he agreed to this.
