Biography

Born September 13, 1985.

In 2005 he graduated from Lomonosov Moscow State University (MSU), Faculty of Economics. In 2007 he graduated from the Higher School of Business of Moscow State University.

He began his career in 2005 at Zenit Bank as a leading economist.

In 2006-2007 worked as chief analyst at Rosgosstrakh.

Since 2007, he worked at National Cable Networks, where he worked from the head of the analytics department to the deputy general director.

In November 2012, he became and. about. Deputy Director - Commercial Director, and then Deputy Director - Commercial Director of the macro-regional branch of Moscow Rostelecom. Since 2015 - Deputy Director - Director for Corporate and State Segments.

Also from November 2018 to October 2019, he served as CEO of Globus-Telecom (a subsidiary of Rostelecom).

In April 2019, he was appointed vice president - director of the macro-regional branch of Center Rostelecom.

2021

Deputy Minister of Digital Development

On May 11, 2021, by order of the government, Dmitry Kim was appointed Deputy Minister of Digital Development, Communications and Mass Media. The Ministry of Digital Development explained to TAdviser that in this position Kim will oversee the development of state policy in the field of telecommunications, including the use of radio frequency spectrum.

Previously, this area was supervised, Oleg Ivanov who resigned on the same day. Dmitry Kim and the head of the Ministry of Digital Development Maksut Shadayev were previously colleagues at Rostelecom: since September 2018, Shadayev has worked at this company as vice president for digital platforms, and since February 2019 he has combined this position with the position of CEO of RT Labs, a subsidiary of Rostelecom.

2023: Dismissal from the Ministry of Digital Development

Russian Prime Minister Mikhail Mishustin, by his order, dismissed Dmitry Kim from the post of Deputy Minister of Digital Development at his request. According to Ministry of Digital Development, Dmitry Kim leaves for family reasons[4]. Under the leadership of the Deputy Minister, a number of significant measures were taken to support the telecom industry and a large-scale strategy for the development of the communications industry until 2035 was formed. The connection of 75 thousand socially significant objects to high-speed Internet was completed, all schools in the country were connected to the Internet at uniform prices and a single standard, the Ministry of Digital Development recalled. 2024: Appointment as CEO of Ozon Holding LLC

In July 2024, Dmitry Kim was appointed the new general director of Ozon Holding LLC. This is evidenced by the data of the service "Kontur. Focus," which TAdviser got acquainted with.

The Ozon press service confirmed to the publication RB.ru the start of Kim's work in the company and clarified that the former deputy head Ministry of Digital Development joined the marketplace on July 15, 2024.

As explained in Ozon, as director of relations with government agencies, Dmitry Kim will form the company's position on legislative initiatives in the field of e-commerce and the operation of digital platforms, develop industry practices of interaction with partners and business communities, as well as promote the expansion of logistics infrastructure and availability of service in the regions.  

The company explained that nothing changes in the management of Ozon's business - since 2022 it has been carried out by a collegial body. It includes key representatives of the company's top management team.

Before joining Ozon, Dmitry Kim worked in the Ministry of Digital Development. As Deputy Minister, he coordinated the work of the department in various areas of the communications industry - from the regulation of the telecommunications market to the development of new services and promising technologies. His main achievements during his work in the ministry were the preparation of the draft Strategy for the Development of the Communications Industry until 2035, the completion of the process of connecting socially significant objects (SZO) to the Internet and laying an underwater fiber-optic cable to Chukotka, CNews notes.

By the end of July 2024, Ozon has two main legal entities:

  • Ozon Holding LLC combines all Ozon assets and is 100% owned by Cyprus Ozon Holdings Plc;
  • Internet Solutions LLC is 98% owned by Ozon Holding LLC, this is the main operating legal entity Ozon, which includes most of the employees and the bulk of the business.[5]
