2024: Mandatory labeling of farm animals began to operate in Russia

On March 1, 2024, mandatory labeling of farm animals began to operate in Russia. They will be assigned a unique alphanumeric identification number, which is prescribed to be entered into the federal state information system "VetIS." This number will be valid during the life of the beast. Re-accounting of an individually labeled animal is prohibited. In Russia, it is necessary to label:

  • cattle (including zebu, buffalo and yak);
  • horses;
  • donkeys, mules and loshaks;
  • camels;
  • bees;
  • pigs;
  • sheep and goats;
  • poultry (including chickens, ducks, geese, turkeys, guinea fowl, quail, ostriches);
  • deer;
  • fur beasts (including foxes, sables, minks, ferrets, arctic foxes, raccoon dogs, nutria);
  • rabbits;
  • fish and other aquaculture objects.

On March 1, 2024, mandatory labeling of farm animals began to operate in Russia

Until September 1, 2024, cattle and pigs should be marked and registered at enterprises and personal subsidiary farms (private farms), as well as poultry and horses in the industrial sector.

Until March 1, 2025, it is necessary to register horses in private farms, and until September 1 of the same year - bees and fur animals in farms of all forms of ownership, as well as camels, deer and rabbits in the industrial sector.

Until March 1, 2026, it is necessary to register fish (except for private farms), and until September 1 of the same year - all small cattle, as well as camels, deer, rabbits and poultry kept in private farms. Moreover, for poultry and rabbits there is the following clarification - by September 1, 2026, it is necessary to mark and register animals in farms where there are over 10 heads. If there are fewer birds and rabbits, then for owners the deadline was shifted until September 1, 2029.

According to the authors of the initiative, it will prevent the spread of contagious animal diseases, as well as identify the sources and ways of spread of pathogens.[1]

On September 1, 2023, a law on the mandatory labeling of farm animals and service dogs entered into force in Russia. In particular, cows, horses, donkeys, pigs, bees, camels, sheep, goats, poultry, deer, fur animals, rabbits, fish are subject to individual or group labeling and accounting.

Each animal or group of animals will be assigned a unique identification number (UIN) consisting of letters and numbers. It will operate throughout the life of the animal or throughout the existence of a group of animals. The animal card in the system will contain, in particular, information about its gender, age, biological form and breed, as well as information about the means of its marking, place of detention and data of the owner. The import date will be entered into the card of animals imported into Russia, among other things. Information on labeled animals will be entered into the state information system of the Rosselkhoznadzor in the field of veterinary medicine "VetIS"

Law on mandatory labeling of farm animals and service dogs comes into force

Cattle (cattle), as well as horses, donkeys, mules are subject to individual labeling no later than September 1, 2024 (cattle in personal subsidiary farms (private farms) - also before this date, the rest - until March 1, 2025). Individual labeling of camels - no later than September 1, 2025, for those contained in private household plots - no later than September 1, 2026.

Pigs are subject to group labeling and accounting until September 1, 2024, bees no later than September 1, 2025, and small cattle no later than September 1, 2026; poultry must be accounted for in this way no later than September 1, 2024 (individual accounting is possible at the request of the owner of the animal, the terms for private household plots are the same, with the exception of poultry).

As the head of the National Meat Association Sergei Yushin told RBC Rostov, mandatory labeling will have a positive effect on all livestock companies in the country.

Mandatory labeling of animals will affect everyone equally and, above all, positively. Because it is difficult to imagine a country that produces meat so much that it is in fourth place in the world, and, at the same time, does not know where which animals are. 2020

Ministry of Agriculture plans to introduce mandatory digital labeling of pets

On August 24, 2020, it became known that the Ministry of Agriculture will introduce mandatory digital labeling of pets. For her absence, citizens will be fined in the amount of 500-1000 rubles.

According to Izvestia, the ministry is preparing the second version of the document for the summer. In the presidential administration, the first version of the document caused complaints, in connection with which the document was returned back to the Ministry of Agriculture.

The press service of the ministry told the publication that the labeling is carried out by the owners at their own expense, but they have the right to independently choose the type of labeling means from those that will be provided for by veterinary rules depending on the type of animal. Among them is chipping.

The unified database will include information about almost all human-owned animals, including cats, co-animals, cows, pigs, birds, sheep and goats, horses, rabbits, reindeer, donkeys, mules and loshaks, camels and fur animals.

The Ministry of Agriculture will introduce mandatory digital labeling of pets

The ministry expects that the law will work from January 1, 2021. The State Duma is ready to support the initiative if the Ministry of Agriculture finalizes it, said Vladimir Burmatov, head of the lower house committee on ecology. He proposed to postpone the entry into force of the norms on fines, so that the Russians had time to make the animals marked, and the authorities - to create the necessary infrastructure.

The labeling bill was developed in accordance with the instructions of the president of September 2015. Such a system is necessary to ensure veterinary safety in the country, as well as to track animals and livestock products on the principle of "from farm to counter," the Ministry of Agriculture said.

Mandatory registration is needed to earn the law on responsible treatment of animals. Identification will make it possible to establish and suppress the foci of the spread of veterinary diseases that pets carry.[3]

2019: Domestic and homeless animals in Russia will be digitally labeled

At the end of November 2019, it became known that mandatory digital labeling of pets will be introduced in Russia. The corresponding bill was developed by the Ministry of Agriculture and sent for consideration to the government commission.

Thanks to the use of chips and special tattoos, official accounting and identification of pets will appear in Russia, including cats and dogs, small and cattle, pigs, fur animals, poultry, bees, fish, "other aquatic animals," as well as camels, deer, horses, donkeys, mules and loshaks.

In addition, mandatory labeling will also apply to homeless animals, Vladimir Burmatov, head of the State Duma Committee on Ecology and Environmental Protection, told RIA Novosti.

According to him, without such labeling, corruption in the field of number regulation cannot be defeated. The identification of stray animals will have to be carried out in shelters, he added.

Burmatov recalled that the State Duma has already made amendments to the Administrative Code on punishment for leaving animals on the street, as well as a law on municipal shelters. However, they, according to the parliamentarian, will not work without the mandatory labeling of pets.

According to Alexei Mayorov, Chairman of the Federation Council Committee on Agrarian and Food Policy , fines  for evading the implementation of the law must be introduced in order for the law on compulsory animal identification to actually act.

The labelling of the animal is expected to be handled by state veterinary services. The procedure itself is the application of visual signs or the introduction of electronic microcircuits into the animal's body. The Committee on Ecology demanded that the procedure be free and accessible "even for grandmothers from the village."[4]
