2024: Work on Pet Accounting IT System
The Ministry of Natural Resources and Ecology of the Russian Federation is developing a new IT system for accounting for pets. This initiative is aimed at solving the problem of homeless and abandoned animals, as well as simplifying the search for missing pets. This was reported in early June 2024 by the TASS news agency with reference to the government's answers to questions from State Duma deputies.
The system is created on behalf of the president and the government. It is planned that it will allow keeping records of pets, which will help reduce the population of animals without owners and make it easier to find missing pets. When the system will begin to function is not yet specified.
The Ministry of Natural Resources said that they have developed a bill that provides for the mandatory registration of pets. Under this system, each animal will be assigned a unique number, and information about it will be entered into the Federal State Information System in the field of veterinary medicine (it processes and stores information on the turnover of livestock products).
Earlier, the president Russia Vladimir Putin instructed the government to develop measures to form a responsible attitude towards animals. These measures include accounting for pets and monitoring the condition of populations of stray animals, including those vaccinated and sterilized.
The Ministry of Natural Resources explained that the mandatory registration of pets has already been in effect in the Moscow region since September 2023. Under the law, owners must register dogs within two weeks of a puppy turning three months old. Cats and other pets can be registered at will. The procedure involves assigning a personal number and chipping the animal.[1]

In June 2022, the president Russia Vladimir Putin signed a law on the mandatory labeling of farm animals and the placement of relevant data in the unified database of the Federal state Information System in the field of veterinary medicine.
According to the law, it is supposed to trace livestock products and prevent the spread of contagious animal diseases. At the same time, wild and aquatic animals, as well as animals that are not agricultural (for example, pets), will not be subject to individual or group labeling and accounting.
Marking will be carried out by animal owners at their own expense independently or with the involvement of other persons. The law should come into force on September 1, 2023, but the animals marked before this are not subject to re-labeling.
The explanatory note to the law indicates the estimated cost of marking means. For example, a plastic tag - 14-20 rubles per unit, its installation - 50-70 rubles; subcutaneous microchip - 90-140 rubles per unit, its installation - 50-100 rubles; tattooing and tattooing - 200-500 rubles, etc. You will not need to pay for accounting for animals.
Registration of agricultural animals subject to labeling will begin within the deadlines established by the Cabinet of Ministers, but not earlier than March 1, 2024. At the same time, the State Duma recommended that the Cabinet of Ministers work out the issue of the possibility of marking from this date agricultural animals contained in personal subsidiary farms at the expense of the federal budget.
As Interfax notes, the deputies, when discussing the law, expressed concern about how timely the bill is in the current conditions, how expensive the chipization of animals in farms will be, and whether this bill corresponds to the existence of the economy under sanctions.[2]
