2024: Information Technology and Communications Development Results

The results of the development of information technologies and communications in the Yamalo-Nenets Autonomous Okrug were summed up. Representatives of the IT and Communications Department of the Yamalo-Nenets Autonomous Okrug shared a message about this on December 2, 2024.

According to their information at the beginning of December 2024, every third resident of the district uses the services of the Unified Card of a resident of Yamal. The number of people connected to the Moroshka project increased in 2024 from 90 to 240 thousand users.

More than 10 useful services are available to northerners in the fields of education, sports, transport, culture and social protection. More than two million services were provided on the Moroshka map, more than 40 project partners throughout the district provide discounts on their goods and services.

The most striking change in 2024 was the launch of the Yamal airline loyalty program. According to the map "Frost" Yamal can make four flights a year. Also, according to Moroshka, electronic certificates are available to preferential categories of families with children for dairy kitchen products, school goods, families with newborns for the purchase of baby accessories, breath monitors, as well as benefit students for the purchase of clothes.

In total, more than 50 thousand Yamal residents have already received support from the region on the Moroshka map thanks to electronic certificate technology.

At the beginning of 2024, the road from Nadym to the district capital is fully provided with a stable cellular signal standard 2 and 4G operator "Megafon." Interaction is being carried out between key mobile operators for December 2024 to launch the ranking technology to provide the road with coverage of several operators. This will allow Yamal residents to always stay in touch on the road, regardless of the services of which operator they use and ensure the safety of the trip.

For residents of the village of Samburg, it is possible to use broadband access to the network. The construction of optics inside the settlement was completed, which helped to provide speeds of up to 30 Mbps for each subscriber.

By the end of 2024, four updated offices of the Russian Post will begin their work - two in Noyabrsk and two in Muravlenko. In 2025, three more will be repaired - one in Novy Urengoy and two in Nadym.

In rural areas, work is underway to build modular post offices. In 2024, equipped modules in Ratta, Novy Porto and Antipayuta began work. By the end of the year, seven more modular post offices will be fully ready for work: in Lopkhary, Harsaim, Kutopyugan, Pitlyar, Katravozha, Ovgort and Shuryshkar.

In 2025, it is planned to install modules in Beloyarsk, Samburg and Khalyasavey.

Yamal occupies a good position of digital transformation in the country. A lot of work has been done in the region to introduce information technologies, which has significantly improved the quality of public services and increased the efficiency of authorities.

The introduction of electronic document management systems made it possible to significantly reduce the time for processing requests from citizens and speed up interaction between various departments.

Work was carried out on the issues of automation of such areas as the provision of services with the help of "Moroshka," intelligent means of video analytics for finding persons who are in the field of view of operational services, support for the indigenous peoples of the North and veterinary services.

Special attention is paid to the development of artificial intelligence technology in the region and the creation of the Yamalo-Nenets Autonomous Okrug AI platform. The platform is aimed at unifying and standardizing the use of AI technologies in government agencies, improving the quality of services provided to the population. Among the services of the platform can be distinguished: determining the subject of citizens' appeals, an assistant for social security specialists and transcribing audio recordings.

Optimization of the process of providing state and municipal services in electronic form continues. As of December 2024, Yamal specialists have developed and posted more than 60 electronic forms on the portal. The average rating of users of the Public services portal is 4.8 points out of 5 possible. In 2024, over 105 thousand applications were received - the average time for filling out an application on the portal is five minutes, and receiving the result is five days.

As of December 2024, about 45% of services can be obtained in a convenient format. Applicants will no longer have to think about where to apply for a particular service. If the service is available online, then it can be issued through "Public services," and if you need a personal visit, it is enough to come to the MPSC.

Special attention is paid to servicing participants in the special military operation and their families. Yamal residents can confirm their participation in the SVO by ordering an appropriate certificate through "Public services" or by visiting the nearest MPSC.

In Novy Urengoy and Salekhard, separate windows for receiving MPSC work for our heroes. A remote workplace has been opened in Noyabrsk to receive the necessary support measures.

In addition, SVO participants and their families can prioritize services in any territorial department of the MPSC.

Yamal in 2024 entered the top 15 active regions participating in the federal project "Lesson in Numbers." 2023: How digitalization is taking place in the Yamalo-Nenets Autonomous Okrug

In mid-December 2023, Deputy Governor of the Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug), Director of the District Department of Information Technologies and Communications Konstantin Oboltin held a press conference at which he summed up the digitalization of the region in 2023.

The construction of an underwater fiber-optic line with a capacity of 100 Gbps between Salekhard and Labytnangi, part of which passes along the bottom of the Ob River, has been completed. This is the first FOCL in the Arctic Circle, which will allow further development of communication networks in the Arctic.

By 2023, the Yamalo-Nenets Autonomous Okrug has deployed virtual automatic telephone exchanges with a set of functions of virtual contact centers to organize the work of a single service of operational assistance to citizens by number "122" and to advise northerners on partial mobilization issues.

Also, the director of the Department of Information Technologies and Communications of the Yamalo-Nenets Autonomous Okrug touched upon the topic of digitalization of public administration. According to Oboltin, Yamal has become the second region of the Russian Federation where you can receive regional online services using the State Lyucha mobile signature. In 2023, half of the mass socially significant services were transferred to 24/7 under the "0-0-0" rule (to receive the service, manual entry of information is not required when filling out the form; no paper documents; no long wait).

In addition, the number of CCTV cameras within the framework of the "Unified Video Surveillance System of the Yamalo-Nenets Autonomous Okrug" is increasing in the region to increase the level of safety of residents and detection of offenses. By the end of 2023, the number is about 2,500.[3]

2022: Results of digitalization in the Yamalo-Nenets Autonomous Okrug

On December 22, 2022, the Department of Information Technologies and Communications of the Yamalo-Nenets Autonomous Okrug announced some results of the implementation of digitalization projects in the region in 2022.

According to the department, by the end of 2022, more than 1,500 state and municipal services in electronic form were available for Yamal residents, which included all massively socially significant services in the field of construction, property relations, education, housing policy, sports, veterinary medicine, social protection, forest relations, technical supervision, etc.

In 2022, Public services users in the Yamalo-Nenets Autonomous Okrug no longer need to completely fill out online applications manually and search for paper documents, the new functionality of the system does this automatically and enters the data into the necessary fields. The activity of users in the region using electronic e-government services is 50%, the percentage of registered users on Public services is 96.51%. The level of satisfaction with the Yamal residents with the quality of providing massively socially significant services is 4.5 points, the IT department of the Yamal-Nenets Autonomous Okrug said.

The director of the department, Konstantin Oboltin, spoke about the implementation of a set of measures to ensure information security in the Autonomous Okrug, including the exclusion of the dependence of telecommunications equipment on foreign components and the introduction of import substitution in the digital environment.
