VetIS is a federal state information system in the field of veterinary medicine that provides certification and supervision of animal products.
Components
As of January 2022, the following components are part of VetIS:
- The Argus component is designed to issue electronic permits for the import of controlled goods into the territory of the Russian Federation, their export from the territory of the Russian Federation and their transit through the territory of the Russian Federation, submission and receipt of information on the implementation of veterinary control at checkpoints across the state border of the Russian Federation.
- The Vesta component is designed to register laboratory tests of controlled goods, preserve and process information about them, including for automating the process of collecting, transmitting and analyzing information on laboratory testing of samples of supervised products during research in the field of diagnostics, food safety, food and feed quality, quality and safety of medicines for animals, etc.
- The Mercury component is designed to register the results of veterinary and sanitary examination of controlled goods and issue veterinary accompanying documents in electronic form, save and process information about them.
- Component Galen is designed to monitor the safety of medicinal products for veterinary use, register side effects, serious adverse reactions, unexpected adverse reactions when using medicinal products for veterinary use and provide information about it.
- The Cyrano component serves to ensure that veterinary surveillance measures are effective and complete. Notification of detected non-conformities of products with the established requirements of legislation using this platform is transmitted in such a short time that the competent authorities have the opportunity to take timely response measures.
- Component Khorriot is intended for submission to FGIS "VetIS" of information on identification and registration of animals related to species included in the List of Animal Species Subject to Identification and Registration approved by Order of the Ministry of Agriculture of the Russian Federation No. 161 dated April 22, 2016 (registered by the Ministry of Justice of the Russian Federation on May 20, 2016, registration No. 42199).
- The eCert component is intended for veterinary certification of goods under state supervision exported from the Russian Federation to foreign countries.
- The Cerberus component is designed to maintain, preserve and process data on objects related to animal keeping, production, processing, storage, transportation and sale of controlled goods, disposal of biological waste used for entrepreneurial activities, except for objects subordinate to the subjects of VetIS, as well as on the establishment and abolition of restrictive measures (quarantine).
- The Tor component is used as a single repository of information about all institutions Rosselkhoznadzor in the structure of the Rosselkhoznadzor information systems. It is implemented in the form of a separate system with a software interface for interaction, which is accessed by other information systems with a request to provide information about institutions.
- The Icarus component is used as a single repository of address data in the structure of information systems of the Rosselkhoznadzor. It is implemented in the form of a separate system having a program interface for interaction, which is accessed by other information systems with a request for providing information about address objects.
- The Irene component is designed to automate the process of reporting and obtaining information on the registration of medicinal products for veterinary use, on the inclusion of pharmaceutical substances in the state register of medicinal products for veterinary use and its exclusion from the Register, on the state registration of animal feed additives, on the state registration of genetically engineered and modified organisms, intended for release into the environment, as well as products obtained using such organisms or containing such organisms.
- The Hermes component is designed to automate the process of licensing pharmaceutical activities and the production of medicinal products intended for animals.
- The Passport component is designed to maintain, save and process data on registered users of VetIS and establish their access rights to VetIS, as well as manage the list of users by administrators of bodies, institutions and organizations.
- The Atlas component is designed to analyze information and generate analytical reports on the data of the components of the VetIS FSIS: Argus, Vesta, Vetis.API, Mercury, Passports, Cerbera. At any time, the user can request up-to-date information that meets certain criteria.
- The Assol component is designed to collect reports in electronic form from institutions accountable to Rosselkhoznadzor, such as laboratories, territorial departments of Rosselkhoznadzor, etc., as well as aggregation of the data obtained with the possibility of further analysis by employees of the Central Office.
- The Dumas component is designed to automate the process of forming official letters and instructions of the Rosselkhoznadzor in the natural language and sending these letters to the list of recipients.
- The VetIS.API universal gateway enables third-party information systems to exchange information with Vetis components to perform application tasks, obtain reference information and information from registers.
2024: Federal Center for Animal Health became the operator of GIS
The Federal Center for Animal Health has been appointed the GIS operator in the field of veterinary medicine instead of the Rosselkhoznadzor. The corresponding decree of the government of the Russian Federation entered into force on September 21, 2024.
Giving the FSBI VNIIZH the status of the operator of the FSIS VetIS involves expanding the functions of the institute in the field of informatization and automation in the agro-industrial complex, as well as strengthening cooperation with other veterinary services and organizations, the center said. |
2023: A law on the mandatory labeling of livestock, fish, birds, bees and service dogs came into force in Russia. Data will be stored in GIS
On September 1, 2023, a law on the mandatory labeling of farm animals and service dogs entered into force in Russia. In particular, cows, horses, donkeys, pigs, bees, camels, sheep, goats, poultry, deer, fur animals, rabbits, fish are subject to individual or group labeling and accounting. Read more here.
2022: Registration of more than 500 thousand electronic veterinary accompanying documents hourly
As of January 2022, VetIS, a single information platform for veterinary departments, manufacturers and sellers of products, registers more than 500 thousand electronic veterinary accompanying documents (eVSD) every hour from more than 3.8 million production, logistics and other sites in Russia, where more than 3.2 million business entities operate. At the same time, monitoring groups can process only 0.02% of the volume of documents.
