Allocation by the government of 490 million rubles for the creation of GIS monitoring of northern delivery
In October 2024, Prime Minister Mikhail Mishustin signed a decree on the allocation of 490 million rubles from the federal budget of funds for the creation of a federal state information system (GIS) for monitoring the northern delivery, which will store data on the supply and available reserves of goods, including medicines and medical devices. For 2025, 176 million rubles were allocated for the creation of GIS, for 2026 - 314 million rubles. The Ministry for the Development of the Russian Far East should report on the implementation of the project until July 2027.
Start creating GIS on the Gostech platform
Russia has begun to create a federal state information system (FGIS) "Northern Delivery" on the basis of a single digital platform (ECP) "Gostech." The decision to place a new FSIS on this platform was made in August 2024 at a meeting of the presidium of the government commission on digital development.
According to the press service of the Ministry for the Development of the Russian Far East, the Gostech EDS is a special platform solution for authorities that allows you to quickly and efficiently develop state information systems and digital services.
InThe Northern Delivery FSIS is designed to become a key element in managing the northern delivery process, relying on digital technologies and the principles of effective distribution of powers, planning, optimization of processes and risk management. The system is aimed at increasing the transparency of northern delivery planning, ensuring control over the procurement and delivery of life support goods, as well as monitoring the movement of goods to prevent supply failures.
The use of the Gostech EDS as the basis for the new FSIS will significantly speed up and simplify the development process, ensure a high level of information security and guarantee the sustainable development of the system in the future.
Northern delivery is a set of measures for the uninterrupted supply of the main vital goods of the territories of the Far North. The delivery of goods to these regions is associated with a number of restrictions due to difficult climatic conditions, and is carried out by air, river and sea transport, including along the water area of the Northern Sea Route.
In February 2024, the Russian government approved a list of facilities for the support network of the transport and logistics infrastructure of the northern delivery. This list includes federal and local highways, airports, railway stations, sea and river ports in 23 regions of the country.[1]
A government decree was signed on the creation of the Federal State Institution for Monitoring Northern Delivery
In March 2024, Prime Minister Mikhail Mishustin signed a decree on the creation of a federal state information system (FSIS) for monitoring the northern delivery. The purpose of this initiative is to create conditions for uninterrupted provision of food and essential goods to residents of the Far North and equivalent areas.
The press service of the Cabinet of Ministers clarifies that the northern delivery is a set of measures and financial mechanisms for the regular and uninterrupted supply of the main vital goods of the territories belonging to the regions of the Far North, as well as the areas equated to them. Delivery of goods in the territory of the northern delivery takes place in a difficult climate. The delivery of goods is carried out by air, river and sea, including along the water area of the Northern Sea Route.
It is assumed that the FGIS monitoring of the northern delivery will provide the following:
- centralized planning of the northern delivery;
- timely identification of risks of failure to supply certain cargoes;
- construction of optimal logistic routes for delivery of important goods in terms of duration and cost;
- special marking of northern delivery cargoes;
- automated collection of statistical information.
As conceived by the authors of the project, the new service will be integrated with a unified information system in the field of procurement, a state information system for electronic transportation documents, a unified system for monitoring cargo transshipment in seaports, a system of state port control and a number of other digital platforms.
The start of the work of the FSIS monitoring of the northern delivery is scheduled for 2024. The launch of the platform components will take place in stages until 2026.
