Biography
In 2008 he graduated from Ulyanovsk State Technical University with a degree in Automotive and Tractor Engineering.
He worked in various business structures of Ulyanovsk and Tatarstan.
In 2015-2019, he was engaged in the transformation of the local government of Kazan in the Department of Information Technologies and Communications of the Executive Committee of Kazan. Over the years, a number of electronic services for citizens and businesses have been introduced in Kazan. 78% of municipal services were translated into digital form, public discussions and public hearings were ensured online.
After the Office of Information Technologies and Communications of the Executive Committee of Kazan, he moved to work at the Central Center of the Ministry of Digital Development of the Republic of Tatarstan. Under the leadership of Taraev, key competence centers were formed within the framework of the architectural office of the Center for Digital Transformation: Big Data Analytics, R&D and a block of architectural solutions.
Taraev is the author of the strategy for the creation and development of the Digital Platform of the Republic of Tatarstan. The platform made it possible to provide a client-centric approach, uniform standards for the development and operation of IP, as well as to ensure the repeated use of unified platform services.
From the post of chief architect of the digital platform of the Center for Digital Transformation of Tatarstan in March 2020, he moved to the office of Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, becoming his assistant.
Transfer to Rostelecom
As it became known to TAdviser in November 2023, the assistant to the Deputy Prime Minister of the Government of the Russian Federation Dmitry Chernyshenko Anton Taraev went to work at Rostelecom, where he headed the Department of Architecture of the GosTech platform. Two sources told TAdviser about this and confirmed in the office of the Deputy Prime Minister.
The department headed by Taraev is responsible for the architecture and development of the GosTech platform, compliance with the uniformity of approaches in reusing IT products.
In July 2023, by order of the Government of the Russian Federation, Rostelecom determined as the only supplier for state contracts for the creation, operation and development of state information systems (GIS) on the GosTech platform.
In September, Deputy Minister Oleg Pak moved from Ministry of Digital Development to Rostelecom, he took the post of senior vice president responsible for the implementation of projects for the development of Public services infrastructure and the GosTech platform.
