Alexey Gorobtsov was born in 1979 in Novosibirsk.

The Department of e-Government Development is engaged in ensuring state policy on the use of information technologies for the implementation of mechanisms for the provision of state and municipal services in electronic form. It is responsible for the development, implementation and operation of channels and systems included in the e-government infrastructure, such as a single portal of public services, a system of interdepartmental electronic interaction, a single system of identification and authentication.

In addition to the above, the department will monitor the implementation of other superservices. He will also be in charge of digitalizing all communications between the state and Russian citizens, including notifying Russians about their benefits.
Gorobtsov worked as director of the department until October 2021. After his departure from the ministry as acting director, the department was headed by Timur Zaripov.

As it became known to TAdviser, on October 5, 2022, Alexei Gorobtsov was appointed deputy head of the Federal State Statistics Service (Rosstat), which oversees the digital transformation of the department.
Alexey Gorobtsov confirmed to TAdviser the appointment and added that in his new position he is responsible for architectural control of new systems, IT infrastructure, information security, support of created systems, as well as all projects implemented jointly with the Ministry of Digital Engineering (feedback platform, Gosoblako, State Key , etc.).
Before being appointed deputy head of Rosstat, Gorobtsov was an adviser to the head of Rosstat for about six months. He chose not to talk about plans for the future yet.
In April 2022, Elena Chernyakova, who previously headed the MHIF, was appointed deputy head of Rosstat, curator of the digital development department. Now, according to TAdviser, control will pass under Gorobtsova, and Chernyakova will be responsible for the methodology and design of statistical production systems.
